THE CITY CHARTER TASKED THE COMMISSION WITH REVIEWING A DRAFT OF OUR CAPITAL IMPROVEMENTS PLAN, AND THEY'RE GOING TO WALK YOU THROUGH THE PLAN AND MAKE SURE YOU GUYS HAVE A GOOD UNDERSTANDING OF WHAT YOUR JOB IS, WITH THE APPROVAL OF THE PLAN AND WHAT'S GOING ON WITH THE PLAN. AND THEN AT OUR NEXT PLANNING AND ZONING COMMISSION MEETING, WE'RE GOING TO TAKE A DEEPER LOOK WHERE YOU ACTUALLY WILL BE MAKING A DECISION. AND WITH THAT, I WANT TO INTRODUCE TONY. OH, GINA. NO, NOT LESS THAN EVERY TWO YEARS. WE DO IT EVERY YEAR, SO IT GIVES US A CHANCE TO REVIEW IN CASE SOMETHING DOES COME UP. AND SOMETIMES IT HAPPENS. PROJECTS DO FLOAT HIGHER THAN THAN OTHER PROJECTS YEAR BY YEAR. THAT GIVES US A CHANCE TO ADJUST THAT. SO THE CIP IS A MULTI YEAR PLAN THIS YEAR. IN THE PAST I DON'T KNOW IF YOU'LL REMEMBER WE WERE DOING A TWO YEAR PLAN WITH OUTLOOKING TOWARDS FIVE YEARS. THIS TIME WE'RE ACTUALLY GOING TO GO TO TEN YEAR OUTLOOK. SO WE'RE ACTUALLY LOOKING FOR THE FULL TEN YEARS AND TRYING TO PLAN OUT THE FULL TEN YEARS. SO THAT BEING SAID, THERE'S NO IT'S OKAY. SO WITH REGARDS TO SAYING THAT OUR CIP, OUR PROJECTS, THEY HAVE CERTAIN FOLLOWING CRITERIA. THAT CRITERIA IS THAT THEY MUST BE A MINIMUM OF $200,000 IN ESTIMATED COST. THERE MUST BE NON-RECURRING, MUST PROVIDE A MINIMUM BENEFIT OF FIVE YEARS AND BE IN ADDITION TO THE CITY'S CAPITAL ASSETS. OUR GOAL HERE, OF COURSE, IS TO DEVELOP WELL. OUR PROGRAM IS LET ME LET ME STEP IN THE BACK HERE. HOW DO WE ACTUALLY DO THIS BASED UPON EVERY FIVE YEAR TYPE PLAN SITUATIONS EACH OF THE DEPARTMENTS HAVE TO GO THROUGH AND THEY DO A MASTER PLANNING EVERY FIVE YEARS. WATER, WASTEWATER, STORM DRAINS, PARKS, FACILITIES, ALL OF THOSE INDIVIDUAL MASTER PLANS. CREATE A LIST OF WHAT THE CITY NEEDS BASED UPON THAT STUDY, AND THAT'S REVIEWED AND RENEWED EVERY FIVE YEARS. WHAT THAT DOES FOR US IS IT CREATES A LIST OF PROJECTS AND NEEDS, AND WE TRY TO SIT THERE AND HONE THROUGH THESE THESE NEEDS, THESE LISTS. AND YEAR BY YEAR WE'LL GO THROUGH AND WE'LL ASK EACH OF THE INDIVIDUAL DEPARTMENTS TO REVIEW THEIR LIST THROUGH BASED UPON EACH CATEGORY AND EACH OF THE CATEGORIES. OF COURSE, WATER, WASTEWATER, PARKS AND RECREATION, MUNICIPAL FACILITIES, TRANSPORTATION. SOMETIMES PEOPLE LIKE TO USE THE TERM SHOVEL READY. THAT'S NOT NECESSARILY CORRECT, BUT CLOSE ENOUGH. CAN WE GET TO A PROJECT THAT'S ALREADY READY TO GO, OR DO WE HAVE TO HAVE SOMETHING THAT'S BASED UPON AN IMMEDIATE NEED, OR DO WE HAVE TO LOOK AT. AND I'M GOING TO USE A PROJECT HERE AS AN EXAMPLE, THE WASTEWATER TREATMENT PLANT. WE KNOW THAT IN FIVE YEARS WE ARE ABSOLUTELY NEEDING A NEW WASTEWATER TREATMENT PLANT. IT HAS TO BE BIG. IT HAS TO BE ROBUST. IT HAS TO PROVIDE FOR ALL THE GROWTH WE'VE HAD. NOW START WORKING BACKWARDS. IT'LL PROBABLY TAKE US TWO AND A HALF TO THREE YEARS TO BUILD THAT. AND SO WE'RE LOOKING AT THREE AND A HALF YEARS COMING BACK FROM WHERE WE NEED TO BE. AND THEN NOW ALSO TAKE ABOUT TWO, TWO AND A HALF YEARS TO ACTUALLY DESIGN IT. THAT PUTS US TODAY. SO THAT MAKES IT. THAT PROJECT IS ACTUALLY A HIGH PRIORITY FOR US BASED UPON THAT SCHEDULING. AND SO IT'S KIND OF US LOOKING AT WHAT NEEDS TO BE DONE BASED ON SCHEDULE, SOURCES OF FUNDING. OF COURSE, FOR EACH OF THE CAPITAL PROJECTS, THEY CAN BE BASED UPON CERTIFICATE OF OCCUPANCY AND OCCUPANCIES. I'M SORRY, CERTIFICATES OF OBLIGATION. BONDS, GRANTS. WE SOMETIMES GET A LOT OF GRANTS.
WE ARPA OF COURSE, WAS THERE THESE PAST FIVE YEARS. CAPMETRO SOMETIMES GIVES US GRANTS, TAKES OUT, SOMETIMES GIVES US GRANTS, AND THOSE WILL HAVE TIMELINES ON THEM. AND SO WE HAVE TO APPEAL TO THOSE PROJECTS. AND THEN OF COURSE, RECURRING ANNUALIZED EXPENSES. CIP PROJECTS WILL BE PRIORITIZED AND SCHEDULED INTO A YEARLY PLAN. AND THEN THE MATRIX IS WHAT WE'RE TALKING ABOUT IS THIS MATRIX HERE. SO LOOKING AT THIS, WE LOOKED AT THE TOP 30 PROJECTS FOR TRANSPORTATION, TOP 25 PROJECTS FOR WATER FOR WASTEWATER, TOP TEN PROJECTS FOR PARKS AND TOP FOUR FOR PROJECTS FOR FACILITY. THERE JUST WEREN'T THAT MANY PROJECTS WE COULD LOOK AT FOR FACILITIES. LOOKING AT THESE. AND I'VE GOT SOME EXAMPLES HERE, I'LL TRY TO GET THROUGH THESE, BUT BASED UPON TRANSPORTATION, YOU LOOK AT THE TRANSPORTATION PLAN, OF COURSE, THERE'S MULTIPLE PLANS WE LOOK THROUGH. BUT WE DO HAVE BUDGETS BASED UPON WHAT WE THINK THE CITY CAN AFFORD AT THAT TIME. WE HAVE INTERNAL SCORING METHODOLOGY. SAFETY, OF COURSE, IS ONE OF THE HIGHEST. THERE IS MOBILITY GROWTH. ECONOMIC DEVELOPMENT OF COURSE, IS VERY IMPORTANT FOR US. PROJECT READINESS, PHYSICAL CONDITIONING AND PHYSICAL CONDITION. I'M SORRY. AND THE EQUITY. EQUITY MEANS HOW DOES THIS SHARE ACROSS THE CITY. BECAUSE THAT'S THAT'S JUST YEAH UNFORTUNATE. SO WITH THAT WE'LL MOVE ON TO ITEM NUMBER NINE TO THE REGULAR AGENDA. AND THIS IS DISCUSSING CONSIDER ACTION ON RECOMMENDATIONS FROM THE PLANNING AND ZONING COMMISSION FOR THE FISCAL YEAR 2526 CITY BUDGET AND CAPITAL IMPROVEMENT PROGRAM PLAN. HI. GOOD EVENING, KARINA CASTILLO. THE PLANNING DEPARTMENT AND THE CHARTER CALLS FOR THE COMMISSION TO SUBMIT A LIST OF RECOMMENDED CAPITAL IMPROVEMENTS THAT ARE DESIRED TO BE IMPLEMENTED WITH THE ADOPTED COMPREHENSIVE PLAN. THE CITY IS CURRENTLY IN THE PROCESS OF UPDATING THE PLAN, AND THE PROCESS IS ANTICIPATED TO BE COMPLETED BY THE END OF NEXT YEAR. DESPITE THE PENDING CHANGES, THE COMMISSION STILL HAS THE ABILITY TO MAKE RECOMMENDATIONS BASED ON THE CURRENT GOALS AND GOALS. STATEMENTS LISTED IN THE ADOPTED PLAN. WE DO HAVE ATTACHMENTS ONE THROUGH FOUR IN THIS ITEM, AND THEY INCLUDE THE IMPLEMENTATION TABLES FROM THE COMP PLAN, THE OLD TOWN MASTER PLAN AND THE US 183 CORRIDOR STUDY. THE CITY HAS COMPLETED SEVERAL GOALS AND IS CONTINUOUSLY WORKING ON THE IMPLEMENTATION OF THE PLANS IN THE STUDY. ATTACHMENT TWO INCLUDES THE SUMMARY OF THE GOALS THAT WAS PRESENTED EARLIER THIS YEAR TO YOU GUYS, AND IT SHOWCASED THE ACCOMPLISHMENTS AND PROGRESS DURING THE 2024 AND EARLY 2025. THERE IS A LIST THAT WE'VE PROVIDED OF PROPOSED PROJECTS THAT MAY BE CONSIDERED IN THE CIP PLAN EVERY YEAR THAT ARE DEVELOPED, WHICH IS DEVELOPED FROM THE COMPREHENSIVE PLAN GOALS AND ADOPTED STUDIES. BELOW ARE THE PROPOSALS THAT YOU COULD INCLUDE. THESE ARE JUST KIND OF SUGGESTIONS FROM THINGS THAT WE'VE SUBMITTED. SORRY, I'M READING THE WRONG LIST. THESE ARE THINGS THAT WE'VE ALREADY SUBMITTED AND SUGGESTED FOR THE COMP, THE CIP PLAN, AND THEN THE PREVIOUS SORRY. I THINK WE HAVE A LOT OF SIDEWALKS AND A LOT OF TRAILS THAT ALREADY CURRENTLY EXIST. AND I THINK WE EXIST IN A UNIQUE GEOGRAPHIC LANDSCAPE WITHIN LEANDER THAT WE CAN CONNECT A LOT OF THESE TOGETHER WITH JUST A LITTLE BIT OF EXTRA WORK, MAYBE SOME OVERPASSES AND THINGS LIKE THAT. I KNOW THERE'S SOME THERE'S SOME TALK THERE. THERE'S SOME PLANS IN HERE FOR MAYBE LIKE DOING LIKE A WALKING BRIDGE THROUGH OLD TOWN LEANDER OVER ACROSS 103. AND I KNOW THAT'S PART OF ALSO THE OLD TOWN MASTER PLAN, WHICH WOULD BE GREAT TO SEE THAT COME TO FRUITION SOMEDAY. BUT I YEAH, MY SUGGESTION WOULD JUST BE LOOKING AT THE EXISTING TRAIL AND KIND OF CONNECTING LIKE WESTERN LEANDER AND SOME OF THE AREAS ALONG THE CREEK OUTWARD TOWARDS RONALD REAGAN TO EASTERN LEANDER AND MAYBE EVEN OVER TO LIKE JOURNEY TO THAT FAR EXTENT OF WHERE LEANDER CITY LIMITS ARE. THAT WOULD BE MY RECOMMENDATION. LIKE RIGHT NOW, I THINK BRUSHY CREEK IS CURRENTLY IN THE PROCESS OF WHERE IT'S WAITING FOR DEVELOPMENT TO BUILD SOME OF THOSE TRAILS, AND SO I'D LOVE TO SEE US KIND OF HELP SPEARHEAD SOME SORT OF CAPITAL IMPROVEMENT PROJECT TO FAST FORWARD SOME OF THAT DEVELOPMENT, OR AT LEAST THE DEVELOPMENT OF THE TRAIL ITSELF. THE OTHER THING I WAS GOING TO RECOMMEND IN CONJUNCTION WITH THAT WAS JUST ADOPTING MAYBE A POLICY LIKE AN EV BIKE VEHICLE POLICY ALONG THESE TRAILS, LIKE THE CITY OF SAN ANTONIO, IS ACTUALLY ADOPTED WITH SOME OF THEIR TRAIL SYSTEMS AND NETWORKS, WHERE PEOPLE CAN USE IT TO GET FROM PARTS OF THE CITY THROUGH THE TRAIL NETWORK WITHOUT HAVING TO USE THE STREETS. BUT THEY CAN ALSO USE ELECTRIC BIKES AS WELL, WITHIN CERTAIN, YOU KNOW, BOUNDARIES AND STIPULATIONS THERE. THAT WOULD NOT BE CIP, BUT IT'S A GOOD SUGGESTION. YES, IT WOULD NOT BE CORRECT. BUT THE VERY FIRST ITEM ON THAT LIST, THE WAYFINDING SIGN IN OLD TOWN, THAT DOESN'T SEEM TO BE SOMETHING THAT WOULD BE EXPENSIVE ENOUGH TO REALLY QUALIFY AS A CAPITAL. SO IT WOULD BE DOING A PLAN FOR WAYFINDING AND GATEWAY. OH, WHAT A PLAN. SO WE WOULD BE DOING A STUDY TO SEE WHERE IT WOULD BE APPROPRIATE AND WHAT WOULD BE APPROPRIATE IN THOSE LOCATIONS.OKAY. SO IT WOULD BE AN OVERALL CITY PROJECT OKAY. BUT BUT SPECIFIC TO OLD TOWN, SOME OF IT WOULD BE SPECIFIC TO OLD TOWN. SOME OF IT WOULD BE THROUGHOUT THE CITY, LIKE THE GATEWAY WOULD BE CITY WIDE. A WHILE BACK WE PASSED THAT ENTERTAINMENT DISTRICT FEATURE, LOOKING AT VARIOUS PLACES, EVEN IF THERE ARE STRIP MALLS, EVEN IF THERE'S SORT OF A CONGLOMERATION OF BUILDINGS, WOULD THEY MAKE SENSE TO, YOU KNOW, IN ORDER TO HELP THEM WITH ECONOMIC DEVELOPMENT, HAVE THOSE WAYFINDING SIGNS THAT POINT TO ALL THE VARIOUS COOL THINGS WITHIN IT?
