WE HAVE CHOSEN LEANDER FOR SEVERAL REASONS. ONE, WE KNOW THAT THE GROWTH IN THE AREA IS GOING THAT WAY. WE KNOW THAT WE CAN IMPACT MORE LIVES BECAUSE OF THE GROWTH, DEVELOPMENT AND FUTURE DEVELOPMENT OF LEANDER WHERE IT'S AT, AND IT PROVIDES US A LOT MORE SPACE TO BE ABLE TO IMPACT MORE CHILDREN'S LIVES, ESPECIALLY POST COVID. A LOT OF THEM ARE IN A VERY DIFFERENT SPOT WITH THEIR CONFIDENCE OR SELF-ESTEEM AND THE PHYSICALITY OF THINGS FOR CHILDREN AND FOR FAMILIES AS WELL. SO THAT'S OUR GOAL AND THAT'S WHAT WE WANT TO ACCOMPLISH WITH THAT. IT'S BEEN MY LIFELONG MISSION AND WHAT I'VE BEEN DOING FOR NOW FOR A VERY LONG TIME. THIS IS MY INSTRUCTIONAL TEAM. WE WILL DISCUSS AND CONSIDER ACTION ON TREE REMOVAL CASE TRP DASH 250040 REGARDING THE REMOVAL OF 12 SIGNIFICANT TREES ASSOCIATED WITH THE COMMERCIAL DEVELOPMENT OF 675 COFFMAN LOOP PUBLIC IMPROVEMENT CONSTRUCTION PLANS AND SITE DEVELOPMENT PROJECTS LOCATED AT 675 COFFMAN LOOP, LEANDER, WILLIAMSON COUNTY, TEXAS. GOOD EVENING COMMISSIONERS. MY NAME IS KAYLA WITH THE PLANNING DEPARTMENT, AND I'M HERE TO DISCUSS THE TREE REMOVAL CASE FOR THE PROPOSED REMOVAL OF 12 SIGNIFICANT TREES LOCATED AT 675 COFFMAN LOOP. THIS PROJECT INCLUDES BOTH COMMERCIAL AND RESIDENTIAL USES, BUT TODAY WE'RE GOING TO DISCUSS THE REMOVAL OF THE COMMERCIAL PORTION. 675 COFFMAN LOOP IS ZONED AS A PUD WITH A BASE ZONING OF A GC2, A IN THE FRONT, AND A SF TWO IN THE REAR, AND THAT IS A GENERAL COMMERCIAL AND A SINGLE FAMILY TOWNHOUSE. THE PROPERTY IS LOCATED JUST SOUTH OF STATE HIGHWAY 29, APPROXIMATELY 500FT EAST OF RONALD REAGAN, AND INCLUDES APPROXIMATELY 25.78 ACRES.NORTH OF THE PROPERTY IS. THE ZONING ORDINANCE ARTICLE SIX, SECTION ONE C INCLUDES THE FOLLOWING TREE MITIGATION REQUIREMENTS FOR THE COMMERCIAL DEVELOPMENT UP ON THE SCREEN, THE APPLICANT IS PROPOSING TO REMOVE 12 SIGNIFICANT TREES EXCEEDING 18 INCH CALIPER, BUT NOT EXCEEDING 26 INCH CALIBER.
THESE TREES ARE DIRECTLY IMPACTED BY INFRASTRUCTURE IMPROVEMENTS, I.E. WATER LINE CONSTRUCTION, PUBLIC SIDEWALKS, SHARED ACCESS, DRIVEWAY AND DETENTION POND. THE APPLICANT MITIGATION PROPOSAL FOR THE COMMERCIAL SIDE OF THE PROJECT INCLUDES THE REMOVAL OF TREES SIZED 8 TO 18IN, TOTALING AT 167.5 CALIPER INCHES, OR APPROXIMATELY 8% OF THE TOTAL TREE COVERAGE. THE REMOVAL OF TREE SIZE 18 TO 26 CALIPER INCHES, TOTALING AT 272.25IN, OR APPROXIMATELY 13% OF THE TOTAL TREE COVERAGE, AND THIS IS SHOWN THROUGH THE PICP AND THE SITE DEVELOPMENT.
