THAT WAS LOUD AND CLEAR THROUGH THAT SURVEY. AND LASTLY, THE CITY JUST NEEDS TO BE PREPARED FOR THE NEXT FLOOD, RIGHT? JULY WAS EYE OPENING FOR EVERYONE. THE REALITY IS THAT IT WAS DEVASTATING. I LIVE IN LARKSPUR AND LEANDER. IF THAT STORM WOULD HAVE BEEN ABOUT 30 MILES TO THE EAST, IT IT REALLY WOULD HAVE DONE A WHOLE LOT MORE DAMAGE TO LEANDER. SO THESE ARE ALL REASONS WHY WE'RE WE'RE WORKING ON THE STORMWATER MASTER PLAN. SO THE OBJECTIVES FOR THE PLAN ONE IS TO DEVELOP A COMPREHENSIVE DIGITAL STORM DRAIN GIS DATABASE. ANOTHER IS PUBLIC INPUT FOR HISTORIC FLOODING ISSUES ACROSS THE CITY. I'M GOING TO GO INTO MORE DETAIL ON THAT. OUR NEXT STEP WAS TO IDENTIFY FLOOD RISK THROUGH AREAS OF INTEREST ACROSS THE ENTIRE CITY. THEN WE PRIORITIZE THOSE AREAS OF INTEREST, AND AFTER THAT, WE DEVELOP SOLUTIONS AND COST ESTIMATES THAT WILL ULTIMATELY FEED IN TO THE CITY'S CAPITAL IMPROVEMENT PROGRAM WITH OUR STORMWATER PROJECTS THAT WE IDENTIFY. AND THEN OUTSIDE OF THE CIP, WE'RE ALSO GOING TO DO A REVIEW OF YOUR CURRENT DRAINAGE POLICY AND MAKE RECOMMENDATIONS ON THAT. SO OUR FIRST STEP WAS DATA COLLECTION. THERE'S A WHOLE LOT OF DATA THAT GOES INTO THIS STORMWATER MASTER PLAN. ONE IS THAT EXISTING STORM DRAIN SYSTEM, GIS NETWORK. SO THE CITY HAD A PRETTY GOOD STARTING PLACE, BUT WE GATHERED ALL OF THE AS BUILTS FOR RECENT DEVELOPMENT THROUGH THE YEARS TO REALLY GET A COMPREHENSIVE LOOK AND DIGITIZE ALL OF THAT INFORMATION SPATIALLY. ANOTHER BIG INPUT FOR OUR MODELS IS SOMETHING CALLED LIDAR, AND THIS IS A DETAILED GROUND ELEVATION DATABASE THAT REPRESENTS THE GROUND SO THAT WE CAN ACCURATELY MODEL WATER AS IT FLOWS THROUGHOUT THE CITY. AND THEN ANOTHER BIG PIECE OF DATA IS PRIOR FLOOD STUDIES. SO THE COUNTY AND THE CITY OVER THE LAST SEVERAL YEARS HAVE INVESTED A SUBSTANTIAL AMOUNT OF RESOURCES AND MONEY TO DO FLOOD STUDIES, ALL THE WAY BACK IN 1997 WAS THE COUNTY, WILLIAMSON COUNTY. FIRST FEMA FLOOD INSURANCE STUDY THAT GAVE YOU THE MAPS THAT WE'VE BEEN REGULATING TO FOR MANY YEARS. IN 2016, THE UPPER BRUSHY CREEK FLOOD PROTECTION PLAN WAS DONE, AND THIS CREATED FLOOD MODELS FOR THE UPPER BRUSHY CREEK BASIN SO THAT UPPER BRUSHY CREEK COVERS ABOUT ONE THIRD OF THE CITY RIGHT THROUGH THE MIDDLE OF THE CITY. TO THE NORTH, YOU HAVE THE SOUTH FORK SAN GABRIEL, AND THEN TO THE SOUTHWEST YOU HAVE BIG SANDY AND OTHER TRIBUTARIES THAT FLOW DIRECTLY INTO LAKE TRAVIS. SO THAT 2016 STUDY WAS A MAJOR UPDATE TO GET MORE ACCURATE FLOOD MODELS FOR THE BRUSHY CREEK WATERSHED. IN 2019, THOSE MODELS BECAME EFFECTIVE MAPS. IT TAKES SEVERAL YEARS TO GO FROM THE MODELING EFFORT TO GET THEM INTO REGULATORY FEMA MAPS. WAS THE CITY INVESTED TO GET THOSE MAP MODELS TURNED INTO MAPS? AND THEN THIS YEAR ALONE, WILLIAMSON COUNTY AND TRAVIS COUNTY HAVE COMPREHENSIVELY STUDIED THEIR ENTIRE ALL OF THE CREEKS WITHIN THE COUNTIES. AND THEN WE'RE CURRENTLY WORKING ON A COMPREHENSIVE MASTER PLAN. SO PUBLIC INVOLVEMENT HAS BEEN A REALLY BIG PIECE OF THIS MASTER PLAN. WE HAD AN OPEN HOUSE LATE LAST FALL RIGHT IN THIS ROOM, AND THEN WE ATTENDED THE OLD TOWN FESTIVAL IN THE SUMMER. IT WAS QUITE HOT, BUT WE SET UP A BOOTH AND WE HAD MAPS AND GOT QUITE A BIT OF ENGAGEMENT FROM THE COMMUNITY. YOUR PIO GROUP AT THE CITY HAS BEEN EXTREMELY HELPFUL IN CONDUCTING LINKEDIN POSTS. WE BUILT A WEBSITE TO GIVE THE CITIZENS INFORMATION IF THEY WANT TO GO FIND THAT, AND THEN WE'VE SENT OUT VARIOUS FLIERS AND NEWSLETTERS TO ENCOURAGE ENGAGEMENT FROM THE PUBLIC. WE WANT TO EDUCATE THE PUBLIC ON WHAT WE'RE DOING AND THE INVESTMENTS THAT THE CITY IS MAKING. AND AT THE SAME TIME, WE WANT TO GATHER INFORMATION FROM THE PUBLIC. AND SO WE DEVELOPED A SURVEY THAT PEOPLE COULD GO TO THROUGH THE QR CODE OR THROUGH THE WEBSITE THAT WOULD ALLOW PEOPLE TO SPATIALLY SHOW WHERE THEY KNOW THAT FLOODING PROBLEMS ARE. WE ASK THEM A SERIES OF QUESTIONS AND THEN THEY COULD UPLOAD PHOTOS FOR HISTORIC FLOODING INFORMATION. NEXT WAS THE BIGGEST PIECE THAT WE HAVE BEEN WORKING ON, WHICH IS THE FLOOD MODELING. SO I TALKED ABOUT YOUR CREEKS HAVE BEEN STUDIED COMPREHENSIVELY VERY RECENTLY THROUGH THE WILLIAMSON COUNTY STUDY, THE TRAVIS COUNTY STUDY, AND THEN THE CITY'S OWN STUDY. AND SO WHAT WE'RE DOING IS WE'RE GOING UPSTREAM OF THOSE CREEKS, UP INTO THE NEIGHBORHOODS. AND SO AS RAIN FALLS INTO THE CITY, IT MAKES ITS WAY DOWN INTO THE CREEKS. AND IF YOU DON'T HAVE THE CURRENT INFRASTRUCTURE OR DITCHES IN PLACE, THEN THAT CAN CAUSE FLOODING. AND SO WE HAVE JUST COMPLETED OUR LOCAL STORM DRAIN MODELING COMPREHENSIVELY FOR THE ENTIRE CITY. SO WE HAVE A REALLY GOOD SNAPSHOT OF THE CREEK FLOODING AND THE LOCAL [00:20:04] FLOODING THROUGHOUT THE CITY. OUR NEXT STEP WAS TO IDENTIFY THESE AREAS OF INTEREST THAT DO HAVE HIGH POTENTIAL FLOOD RISK. SO WE'VE IDENTIFIED 77 AREAS, AND THESE ARE GROUPED AREAS WHERE THE MODELS ARE SHOWING THAT THAT HOMES COULD BE SUBJECTED TO FLOODING OR ROADS MAY OVERTOP DURING FLOODING EVENTS. SO THE WAY THAT WE GOT THESE 77 AREAS WAS THROUGH THE PUBLIC INPUT. THAT'S GOING TO BE THE BEST DATA THAT WE HAVE, PHOTOS AND PICTURES AND HISTORICAL ANECDOTES FROM YOUR CITIZENS OR CITY STAFF THAT HAVE SEEN FLOODING. AND THEN WE LOOK AT OUR MODELING DATA AND WE GO ACROSS THE CITY AND IDENTIFY AND GROUP TOGETHER AREAS OF HIGH FLOOD RISK. WE'RE GOING THROUGH THIS STEP RIGHT NOW, WHICH IS THE AREA OF INTEREST PRIORITIZATION. AND SO WE'RE SCOPED TO LOOK AT THE TOP 45 AREAS. WE'RE NOT GOING TO GO THROUGH ALL 77 TO DEVELOP SOLUTIONS. BUT WE WILL FOR THOSE TOP 45. SO DEVELOPING THE RANKING FOR WHICH ONES WE'RE GOING TO LOOK AT IT'S VERY IMPORTANT STEP. AND SO WE HAVE THREE BUCKETS HERE THAT INFLUENCE THE OVERALL SCORING THAT RANKS AND PRIORITIZES THOSE PROBLEM AREAS. THE FIRST IS PROPERTIES THAT ARE AT RISK OF FLOODING. AND THAT'S WORTH UP TO 40 POINTS IN THIS SCORING SYSTEM. THE NEXT IS ROADWAY INFRASTRUCTURE FLOOD RISK. SO IF YOU HAVE A LOW WATER CROSSING THAT FREQUENTLY OVERTOPS WHEN IT RAINS, THAT CAN GET UP TO 35 POINTS FOR AN AREA OF INTEREST. AND THEN 25 ADDITIONAL POINTS CAN BE GIVEN. IF WE DID HAVE A CITIZEN REPORTED OR A HISTORY OF KNOWN FLOODING ISSUES. THIS IS A STEP THAT WE'RE CURRENTLY WORKING ON, IS DEVELOPING SOLUTIONS FOR THOSE TOP 45 AREAS OF INTEREST. SO THERE WAS A LOT OF UNFINISHED LEGISLATION THAT WAS STILL LEFT ON BOTH CHAMBERS OF THE FLOOR. AND SO I JUST WANT TO TOUCH BASE. I DON'T HAVE A PRESENTATION, BUT WITH EVERYTHING THAT'S BEEN GOING ON, JUST TOUCH BASE ON A FEW CITY IMPACTFUL BILLS THAT HAVE PASSED THE SPECIAL SESSION. AND THOSE ARE THE ONES THAT DID NOT PASS THAT WERE PRETTY PROBLEMATIC. SO SENATE BILL THREE, THIS BILL REQUIRES CITIES AND COUNTIES TO INSTALL, MAINTAIN AND OPERATE ONE OR MORE OUTDOOR WARNING SIRENS. THIS BILL DID PASS AND HAS BEEN SENT TO THE GOVERNOR'S DESK TO BE SIGNED IN. THAT BILL WOULD BE EFFECTIVE IMMEDIATELY. WITH THIS BILL, THE TEXAS WATER DEVELOPMENT BOARD WILL BE WORKING TO IDENTIFY EACH AREA IN THE STATE THAT HAS A HISTORY OF CONSISTENT AND SEVERE FLOODING. THERE HASN'T BEEN ANY CRITERIA THAT HAS BEEN ESTABLISHED IN THE BILL, BUT JUST BASED ON THE DISCUSSIONS AT THE CAPITOL, THE TEXAS WATER DEVELOPMENT BOARD WILL BE WORKING WITH LCRA TO IDENTIFY THESE LOCATIONS, AND I THINK THEY'LL WORK TO BUILD OUT WHAT THAT PROGRAM LOOKS LIKE IN TERMS OF EVALUATING WHAT WOULD BE CONSIDERED UNDER THAT WITH THIS BILL. IT ALSO ESTABLISHES A GRANT PROGRAM TO HELP COVER THE COST OF INSTALLING OUTDOOR WARNING SIRENS. IT DOES. THIS IS ONLY FOR A TWO YEAR PERIOD FOR THAT GRANT, FOR THE FUNDS THAT WILL BE ALLOCATED FOR IT, AND SO THE MAINTENANCE COSTS WILL ULTIMATELY FALL ONTO LOCAL GOVERNMENTS, WHICH GOES INTO SENATE BILL FIVE, WHICH APPROPRIATES DISASTER RELIEF FUNDS, WHICH INCLUDES $200 MILLION TO MATCH FEDERAL FUNDS SUCH AS FEMA, $50 MILLION IN GRANTS TO IMPLEMENT THE WARNING SIRENS. AND THAT IS FOR A TWO YEAR PERIOD, AND $28 MILLION FOR GRANTS TO IMPROVE METEOROLOGICAL FORECASTING. AND A LITTLE OVER $5.5 MILLION FOR CAMPGROUND AND YOUTH CAMP SAFETY. ANOTHER BILL THAT HAS PASSED THAT ACTUALLY WENT THROUGH DURING THE REGULAR SESSION BUT WAS NOT SIGNED BY THE GOVERNOR IS SENATE BILL 14, AND THIS WOULD REQUIRE POLITICAL SUBDIVISION TO PROVIDE CREDITS FOR WATER AND WASTEWATER IMPACT FEES TO BUILDERS AND DEVELOPERS WHO IMPLEMENT ELIGIBLE WATER REUSE. SO ALL THOSE FACILITIES THAT ENCOURAGE WATER CONSERVATION, AND WE HAVE BEEN TOUCHING BASE WITH STAFF ON THAT. AND SO WE'LL BE LOOKING AT HOW WOULD WE BE ABLE TO ACCOMMODATE THIS AND WHAT THAT CALCULATION LOOKS LIKE. I DID SPEAK WITH THE BILL AUTHOR ABOUT IT. AND SO THE BILL IS VERY VAGUE IN TERMS OF WHAT THE CALCULATION SHOULD LOOK LIKE, AS LONG AS IT'S A FAIR AND CONSISTENT. AND SO I'M SURE WE'LL BE TOUCHING BASE WITH SOME OTHER CITIES TO LOOK AT. YOU KNOW, WHAT KIND OF CALCULATION WE WENT OUT THERE. SO IT'S PRETTY CONSISTENT. A FEW BILLS THAT DID NOT PASS SENATE BILL TWO. AND SO THIS ALSO HAD TO DO WITH EMERGENCY PREPAREDNESS AND DISASTER PREPARATION. AND SO IT WOULD ESTABLISH PROCEDURES INCLUDING CHAIN OF COMMAND AT THE LOCAL LEVEL, MANAGEMENT TRAINING REQUIREMENTS, A STATEWIDE VOLUNTEER REGISTRATION SYSTEM AND MANAGEMENT DATABASE, A MASS FATALITY OPERATIONS RAPID RESPONSE TEAM, AND A COMMUNICATIONS PLAN TO FILTER THROUGH THE STATE AND REGION INTO THE LOCAL LEVEL. THIS BILL DID PASS THE HOUSE AND SENATE, HOWEVER, THERE WERE MANY AMENDMENTS AND BOTH THE HOUSE AND SENATE DID NOT CONCUR WITH THOSE AMENDMENTS. AND SO I FEEL LIKE THIS IS ONE OF THE THINGS THAT WILL BE PROBABLY BROUGHT BACK UP IN SPECIAL SESSION OR IN PIECES OF IT, TO GET SOME ASPECTS OF IT THROUGH SO THEY CAN GET STARTED ON THAT WORK. SENATE BILL TEN. THIS BILL WOULD HAVE LOWERED THE VOTER APPROVAL TAX RATE TO 2.5%. THE HOUSE MADE SOME SUBSTANTIAL CHANGES TO THAT AND LOWERING IT TO 1%, REMOVING THE POPULATION BRACKET AND PUTTING IN THERE IN A CARVE OUT FOR PUBLIC SAFETY EXPENDITURES. THE SENATE WAS NOT FAVORABLE TO THAT. SO THAT BILL DID NOT GET THROUGH. PROPERTY TAX RELIEF IS A BIG PRIORITY FOR THE GOVERNOR AND AT THE LEGISLATURE. AND SO I WOULD NOT BE SURPRISED IF THAT CAME BACK AT A THIRD SPECIAL SESSION AS WELL. IN THEIR CONTINUED EFFORTS TO LOOK AT PROPERTY TAX RELIEF HOUSE BILL 17. THIS WOULD HAVE REQUIRED ALL TAXING UNITS TO MAIL NOTICES OF TAX RATE HEARINGS AND MEETINGS TO ALL THE TAXPAYERS IN THE TAXING UNIT. SO THIS INCLUDES CITIES, SCHOOL DISTRICTS, COUNTIES. AND SO POTENTIALLY EACH INDIVIDUAL WILL RECEIVE MULTIPLE NOTICES. AND THIS WOULD WOULD HAVE BEEN AN UNFUNDED MANDATE. AND SO ULTIMATELY THE COST WOULD HAVE BEEN BORNE OUT OF THOSE VERY SAME TAXPAYERS WHO WERE RECEIVING THOSE NOTICES AND REALLY WORKED HARD TO TRY TO PROVIDE AMENDMENTS TO THAT BILL. AND, YOU KNOW, IN CONVERSATIONS WITH OUR SENATORS, SENATOR CAMPBELL WAS A CO-SPONSOR ON THAT. SO THANK YOU TO HER FOR, YOU KNOW, LOOKING FOR SOME WAY [00:30:03] TO FIND SOME SORT OF FAVORABLE AMENDMENT. AND SO ALTHOUGH THAT BILL DID NOT GET THROUGH, I WOULDN'T BE SURPRISED IF SOME ASPECTS OF THAT CAME BACK WITH HOPEFULLY THIS UNFUNDED MANDATE REMOVED. AND THEN TWO CONCERNING BILLS, HOUSE BILL 46 AND HOUSE BILL 73, THIS WOULD HAVE IMPOSED EXPENDITURE LIMITS ON POLITICAL SUBDIVISIONS. HOUSE BILL 46 REALLY TACKLED ANY KIND OF POLITICAL SUBDIVISIONS, INCLUDING SCHOOL DISTRICTS, SPECIAL DISTRICTS. AND THEN HOUSE BILL 73 FOCUSED ON CITIES AND COUNTIES. BUT BOTH BILLS ARE SIMILAR IN TO WHERE IT WOULD HAVE NOT ALLOWED POLITICAL SUBDIVISIONS. TOTAL EXPENDITURES IN A FISCAL YEAR TO EXCEED THAT FROM THE PREVIOUS FISCAL YEAR. AND SO THAT'S VERY PROBLEMATIC, ESPECIALLY WITH ECONOMIC CHANGES THAT'S HAPPENING WITH SALES TAX AND OTHER TYPES OF FEES THAT ARE RELATED FOR THESE SUBDIVISIONS, FOR POLITICAL SUBDIVISIONS. I DO BELIEVE THIS BILL WILL COME BACK AT A REGULAR SESSION. THEY HAVE INDICATED THAT. AND SO THAT'S ONE THING THAT WE WOULD NEED TO BE PREPARED FOR AND HELP ADVOCATE FOR AT THE STATE LEVEL IN TERMS OF EDUCATING THEM ON HOW LOCAL GOVERNMENT BUDGETING AND FINANCE WORKS. SO THERE WASN'T MUCH SUPPORT FOR THE BILL AS IS BECAUSE IT'S VERY PREMATURE. BUT I DO THINK IT WILL COME BACK AT THE NEXT REGULAR SESSION. AND WITH THAT, THOSE ARE ALL I HAD IT. SO THAT MEANS IS WHEN YOU GET A NEW PROJECT THAT COMES IN, WE LOOK AT THEIR USE AND IT THE SERVICE UNITS ARE BASED ON VEHICLE MILES. QUITE A FEW OF THEM ARE IN THE TOP 5 OR 6, AND THE ONES THAT ARE NOT USING RIFF DON'T HAVE THE AREA THAT THEY'RE EXPANDING INTO. SO I DON'T THINK THEY BENEFIT AS MUCH FROM A RIFF BECAUSE THEY DON'T HAVE THAT NEW GROWTH. SO WE DID TALK TO CITIES ABOUT THEIR RIFF COLLECTION RATES AND HOW THEY'RE NOT COLLECTING THE MAXIMUM AMOUNT AND HOW THEY HOW THEY MAKE IT WORK TO FUND PROJECTS.
