Receive a presentation on and provide direction to staff regarding a new community resource grant program that would be administered by and through the City, providing funding to one or more local community non-profit organizations that directly provide resources to residents which lessen the demand on City services.]
COUNCIL IS ELIGIBLE TO DO BUSINESS. WE'LL MOVE TO ITEM THREE, RECEIVE A PRESENTATION ON AND PROVIDE DIRECTION TO STAFF REGARDING A NEW COMMUNITY RESOURCE GRANT PROGRAM THAT WOULD BE ADMINISTERED BY AND THROUGH THE CITY, PROVIDING FUNDING TO ONE OR MORE LOCAL COMMUNITY NONPROFIT ORGANIZATIONS THAT PROVIDE RESOURCES TO RESIDENTS, WHICH LESSEN THE DEMAND ON CITY SERVICES. FIRE CHIEF WUSTERHAUSEN, WELCOME. THANK YOU. GOOD EVENING. MAYOR PRO TEM COUNCIL CITY MANAGER BILLY WUSTERHAUSEN WITH THE FIRE DEPARTMENT, WANT TO TALK TO YOU THIS EVENING ABOUT A NEW PROGRAM THAT WE'RE IMPLEMENTING, A COMMUNITY RESOURCE GRANT PROGRAM. SO PICTURE THIS. A 75 YEAR OLD FEMALE THAT LIVES IN OUR COMMUNITY WITH NO FAMILY IN THE AREA. DUE TO HER HEALTH CONDITIONS, SHE HAS LIMITED MOBILITY AND SHE'S ON A FIXED INCOME. AND A MONTH AFTER WE LAUNCH OUR RISK REDUCTION PROGRAM, WE RECEIVE AN EMAIL THAT SAYS MY ELDERLY DISABLED NEIGHBOR ISN'T MOWING HER YARD AGAIN. SO LOOKING AT THE CALL HISTORY, WE RESPONDED TO THIS RESIDENT ABOUT 61 TIMES IN THE PREVIOUS SIX YEARS. SO WE'RE NOT WE'RE FAMILIAR WITH THIS RESIDENT, SO WE MAKE CONTACT WITH HER AND GO IN AND START TALKING TO HER TO TRY TO IDENTIFY WHAT THE ACTUAL PROBLEMS ARE, NOT JUST WHAT WE'RE SEEING ON THE OUTSIDE. RIGHT. SO WHAT WE'VE WE'VE KIND OF GOT A SAYING THAT WHENEVER YOU START SEEING THE CODE ENFORCEMENT ISSUES OUTSIDE, IT'S USUALLY PROBLEMS FROM THE INSIDE THAT ARE NOW OVERFLOWING. AND SO WHAT WE FIND IS SANITARY ISSUES, HOARDING ISSUES. THE WATER HEATER IS BROKE. SO SHE HAS NO HOT WATER. THE TOILETS DO NOT WORK. THERE'S RATS INSIDE THE HOME AND THE GARAGE. SHE'S GOT PETS, BUT DUE TO HER LIMITED MOBILITY, SHE'S NOT ABLE TO ALLOW THEM TO GO OUTSIDE. SO THERE'S PET FECES AND URINE THROUGHOUT THE HOUSE. AND SHE ALSO HAS A BROKEN WATER LINE OUT AT THE FRONT. SO THIS IS WHERE FORTUNATELY, WE HAD LAUNCHED A NEW PROGRAM, WHICH IS WHERE WE IDENTIFY COMMUNITY PARTNERS, NONPROFIT ORGANIZATIONS, AND JUST GOOD BUSINESS PARTNERS TO HELP REACH THE NEEDS, THE TRUE NEEDS OF THESE RESIDENTS. AND SO ALL OF THESE ORGANIZATIONS CAME TOGETHER TO HELP THIS ONE RESIDENT. SO WILLIAMSON COUNTY EMS HAS A COMMUNITY PARAMEDICINE PROGRAM. SO THEIR PARAMEDICS GO OUT AND THEY CAN WORK WITH HER SPECIFICALLY ON HER MEDICAL CONDITIONS AND HER MEDICATIONS AND MAKE SURE SHE'S HEALTHY. HILL COUNTRY COMMUNITY MINISTRIES AND MEALS ON WHEELS BOTH PARTNERED TO PROVIDE MEALS FOR HER. NORTHWAY BIBLE CHURCH ADDRESSED THE INITIAL MOWING ISSUE OUTSIDE THAT WAS BROUGHT UP. CALVARY CHAPEL PROVIDED LICENSED PLUMBERS TO BE ABLE TO HANDLE THE BROKEN WATER MAIN THAT'S OUT FRONT. AND THEN LIFE CHURCH HAD A GROUP OF VOLUNTEERS THAT CAME OUT AND PROVIDED THE SOME JUST GENERAL CLEANING SERVICES INSIDE, CLEANING UP THE HOUSE. THEY REPLACED THE SINK AND THE CLOGGED DRAIN THAT WAS IN HER KITCHEN. THEY REPLACED THE TWO TOILETS, REPLACED THE WATER HEATER, AND INSTALLED A WHEELCHAIR RAMP FOR HER TO BE ABLE TO GET IN AND OUT THROUGH THE GARAGE, AND THEN ALSO INSTALLED A DOGGY DOOR ON THE BACK DOOR SO THE DOGS CAN GET IN AND OUT OF THEIR. SO THIS ISN'T AN ISOLATED EVENT, THOUGH. THIS ISN'T A ONE OFF. IN A 90 DAY PERIOD BETWEEN AUGUST 15TH OF THIS YEAR AND OCTOBER 15TH, WE RESPONDED TO ABOUT 1400 CALLS. AND THAT'S NOT ASTRONOMICAL. BUT WHAT'S INTERESTING WITH THAT IS THAT ABOUT 5% OF THOSE CALLS, 76 OF THOSE, WERE ONLY TO 15 RESIDENTS. AND ACTUALLY OUT OF THOSE FIVE RESIDENTS WERE 43 OF THOSE CALLS. SO FIVE RESIDENTS ALONE WERE 3% OF OUR CALL VOLUME IN THAT 90 DAY PERIOD. THIS IMPACTS NOT JUST THE FIRE DEPARTMENT, BUT ALSO POLICE DEPARTMENT, EMS AND OUR CODE ENFORCEMENT. SO THESE DEMANDS OR THESE NEEDS THAT THESE RESIDENTS HAVE TAKE A HUGE TOLL ON CITY SERVICES. ONE RESIDENT THIS YEAR HAS CALLED FIRE 25 TIMES AND CALLED PD 127 TIMES ONE RESIDENT ALONE. AND SO THE NEEDS OUT THERE ARE SO MUCH THAT THEY THEY TURN TO 911 WHEN THEY DON'T KNOW HOW TO ADDRESS THE OTHER ISSUES. SO EARLIER THIS YEAR, WE PUT TOGETHER A FOCUS GROUP THAT CONSISTED OF PEOPLE FROM THE FIRE DEPARTMENT, POLICE DEPARTMENT, CODE ENFORCEMENT, OUR FINANCE DEPARTMENT, CITY MANAGER'S OFFICE, PARKS, LIBRARY, UTILITY BUILDING, AND THEN A COUPLE OF CHURCH REPRESENTATIVES FROM OUR[00:05:02]
COMMUNITY. AND THIS FOCUS GROUP WENT THROUGH AND IDENTIFIED WHAT ARE THE NEEDS THAT WE'RE SEEING PEOPLE THAT THAT THEY HAVE, THEY WENT THROUGH AND IDENTIFIED ALL THOSE NEEDS, AND THEN THEY PRIORITIZED THE TOP NEEDS. AND THEN WE CATEGORIZE THOSE NEEDS. SO YOU CAN SEE THE HIGHLIGHTED ONES ARE THE ONES THAT WERE THE TOP PRIORITY. AND THEN IN EACH OF THOSE CATEGORIES. SO THE SAFETY AND SECURITY WAS THE ONE CATEGORY WHICH THE TOP NEEDS THERE WERE UTILITY SUPPORT, FOOD, RENT, MORTGAGE ASSISTANCE UNDER WELLNESS, MENTAL HEALTH CARE NEEDS, MEDICAL CARE, MINOR EMERGENCY NEEDS AND NEEDS TO ADDRESS SOCIAL ISOLATION. AND THEN UNDER SUPPORT IS THE NEED FOR JOB TRAINING. AND THEN THROUGH ALL OF THE NEEDS IS THE NEED FOR MORE VOLUNTEERS ACROSS ALL OF THESE CATEGORIES. SO IN THIS YEAR'S BUDGET, THE FY 26 BUDGET, YOU ALL APPROVED $100,000 TO GO TOWARDS COMMUNITY RESOURCE GRANTS. AND SO WE'RE ALSO EXPLORING TO SEE WHAT TYPE OF FUNDS WOULD BE AVAILABLE AND WHAT TYPE OF USE WE COULD USE FOR CDBG FUNDS TO FURTHER THIS PROGRAM. AND WE'RE ALSO HAVE BEEN TALKING WITH THE UTILITY DEPARTMENT AND FINANCE ABOUT CREATING A DONATION ACCOUNT FOR OUR RESIDENTS TO BE ABLE TO DONATE MONEY TOWARDS PEOPLE TO HELP WITH THEIR UTILITY BILL. YES, SIR. WHAT ARE CDBG COMMUNITY DEVELOPMENT BLOCK GRANT? THANK YOU. YEAH. THANK YOU. I'VE CALLED IT CDBG A LOT MORE THAN THAN THE FULL NAME. SO SO SO WE HAVE SOME OPTIONS AVAILABLE ON HOW WE DETERMINE HOW TO SPEND THAT $100,000. ONE OPTION WOULD BE THAT THE CITY STAFF SELECTS THOSE LOCAL NONPROFITS TO RECEIVE THOSE GRANTS. ANOTHER OPTION WOULD BE THAT WE HAVE AN APPLICATION PROCESS WHERE THOSE THAT ARE INTERESTED WOULD APPLY. AND AND THEN WE WOULD HAVE A PROCESS THEN TO SELECT THOSE. AND A THIRD OPTION WOULD BE THAT US COUNCIL COULD DECIDE HOW YOU WOULD LIKE THOSE FUNDS DISBURSED AND IN WHAT AMOUNTS. SO IF WE LOOK AT ONE OF THE FIRST TWO OPTIONS OR EVEN THE THIRD, EITHER WAY WE'VE GOT THIS MATRIX HERE THAT WE COULD USE TO IDENTIFY WHICH ORGANIZATIONS WE WOULD CONSIDER AND THEN WHAT AREAS OF THE PRIORITIES OR THE NEEDS THAT THEY WOULD BE ABLE TO MEET. WE ALSO THEN ONCE WE DECIDE WHO WOULD RECEIVE THOSE FUNDS, WE'LL HAVE A CONTRACT WITH THAT ORGANIZATION. AND THAT CONTRACT WILL ALSO REQUIRE CERTAIN REPORTING REQUIREMENTS BACK TO THE CITY. WE WANT TO MAKE SURE THAT WE ARE ABLE TO ACCOUNT FOR THE USE OF THOSE FUNDS, BUT WE ALSO WANT TO DO IT IN A WAY THAT IS NOT OVERLY BURDENSOME ON THOSE ORGANIZATIONS. SO WITH THAT, I'D BE HAPPY TO ANSWER ANY QUESTIONS. VERY GOOD. FIRST, I WOULD SAY THANK YOU ALL FOR DOING THIS AND SEEING THE NEED AND THEN DOING SOMETHING TO FIX THE NEED THAT'S OUT THERE. I DID HAVE A QUESTION ON THE GAP ANALYSIS. YOU LIST ALL OF THE DIFFERENT GAPS THAT WE SAW. IS THERE ANYTHING THAT STANDS OUT MORE THAN ANOTHER THAT NEEDS TO BE ADDRESSED? I ONLY ASK THAT BECAUSE THE $100,000 POT, I MEAN, IT SOUNDS LIKE A LOT OF MONEY, BUT WHEN YOU TALK ABOUT THE NEED IS GREAT, THAT MAY NOT BE ENOUGH TO ADDRESS EVERYTHING THAT'S LISTED ON HERE. SO IS THERE A PRIORITY LISTING OR HOW WOULD YOU DETERMINE WHICH ONES? YEAH. SO I'D SAY THE PRIORITY IS THE THE ONES THAT ARE HIGHLIGHTED AS OPPOSED TO THE ONES THAT ARE NOT. SO THAT'S KIND OF AS YOU KNOW, I MEAN, WE CAN I CAN GO BACK INTO MY NOTES AND SEE WHICH ONES OF THOSE SPECIFICALLY SCORED HIGHER.YEAH. BUT I THINK A LOT OF THOSE ARE SO INTERCONNECTED, YOU KNOW. SO WHEN YOU LOOK AT THE SAFETY AND SECURITY, THE UTILITIES, THE FOOD, THE RENT AND MORTGAGE, YOU KNOW, THOSE ARE BASIC SURVIVAL THINGS. AND OFTENTIMES PEOPLE ARE DEBATING OR HAVING TO CHOOSE HOW TO USE THEIR RESOURCES THAT THEY HAVE. AND SO THAT MAY ALLOW THEM FOR SOMEONE TO BE ABLE TO GET FOOD SUPPORT. AND THEN THEY CAN USE THE RESOURCES THEY HAVE TO ADDRESS UTILITY OR MORTGAGE OR RENT. SAME THING WITH THE WELLNESS. MENTAL HEALTH AND MEDICAL HEALTH ARE SO INTERCONNECTED. AND THE SOCIAL ISOLATION ALSO PLAYS A HUGE FACTOR IN THERE. WE WOULDN'T THINK THAT IT WOULD, BUT IT ACTUALLY DOES. SO PEOPLE THAT LIVE ALONE AND THE NEED TO BE ABLE TO HAVE COMMUNITY. GOTCHA. SO THOSE ORGANIZATIONS ARE ALREADY FAMILIAR WITH VETTING PEOPLE AND GOING THROUGH A PROCESS TO IDENTIFY WHO'S NEEDY AND WHO'S NOT. AND SO WE FELT THAT WOULD BE THE BEST WAY. INSTEAD OF US TRYING TO MANAGE THOSE THROUGH INDIVIDUAL APPLICATIONS HERE. YEAH, BECAUSE I KNOW ONE OF THE THINGS THAT IT'S SO THERE'S LIKE BENEFIT SHOPPING AND STUFF LIKE THAT, I KNOW THESE GUYS, THEY CROSS CHECK THINGS, THEY FIND OUT WHO'S DOING STUFF AT THINGS BECAUSE THEY APPLY FOR THEM AND MAKE SURE THEY'RE NOT HITTING 2 OR 3 FOOD BANKS AND DIFFERENT THINGS LIKE THAT. YOU KNOW, IF THEY'VE BEEN IF THEY'VE HAD THIS MEDICAL CONDITION FOR THE MAJORITY OF THEIR LIFE, THEY'VE BEEN HERE FOR THIS PERIOD OF TIME. SO WHAT HAPPENED A FEW MONTHS AGO THAT STARTED THEN WITH THE SEIZURES AGAIN. AND SO WHAT WE OFTEN HEAR IS THAT, WELL, I DON'T HAVE MY MEDICATION, YOU KNOW, AND SO.
WELL, WELL WHY NOT. WELL I DON'T HAVE INSURANCE ANYMORE. WELL WHY NOT. WELL I LOST MY JOB, YOU KNOW. OKAY. SO WE START TRYING TO GET DOWN TO THE, THE ROOT OF IT. AND SO THESE INDIVIDUALS ARE HAVING TO MAKE A DECISION BETWEEN AM I GOING TO BUY MEDICATION? AM I GOING TO BUY FOOD? AM I GOING TO PAY THE WATER BILL? WHAT AM I GOING TO DO WITH THE LIMITED RESOURCES I HAVE? AND SO THAT'S WHERE THESE NONPROFITS ARE GREAT TO BE ABLE TO JUST PROVIDE A LITTLE BIT OF ASSISTANCE. AND, AND SO PROVIDING UTILITY SUPPORT OR MORTGAGE RENT ASSISTANCE OR FOOD SUPPORT TO ALLOW THEM THEN TO USE THAT LIMITED RESOURCE TO PURCHASE THOSE MORE CRITICAL THINGS. SO RIGHT NOW THE CHAPLAIN IS KIND OF FILLING.
HE'S THE HE'S KIND OF OUR CHAPLAIN IS WORKING ESSENTIALLY LIKE A CASE MANAGER, YOU KNOW.

AS I MENTIONED, THE ADOPTED PLAN SUPPORTS ORDINANCE UPDATES, FUNDING OPPORTUNITIES TO BE CONSIDERED ALONG WITH CAPITAL IMPROVEMENT PLANS PROPOSED ON AN ANNUAL BASIS. AND JUST A REMINDER, THE PRESERVATION OF OLD TOWN CHARM, PAIRED WITH SOME OF THESE UPGRADES CAN CREATE A UNIQUE DESTINATION. SO SOME OF THE ENGAGEMENT HIGHLIGHTS THAT WE HAD FROM THIS PLAN. SO ALONG WITH WHAT WE HAVE PROPOSED, COMMISSION, ALSO THE PLANNING COMMISSION ALSO PROPOSED THE CAPMETRO STATION IN OLD TOWN. I'M SORRY, A SHUTTLE STOP. SO LOOKING AT THE INFLOWS, IF YOU REMEMBER, OUR WATER SUPPLY IS FROM LAKES BUCHANAN AND TRAVIS THAT ARE OPERATED TOGETHER BY LCRA. SO THE CHART UP HERE SHOWS KIND OF THAT HISTORICAL AVERAGE IN THAT LIGHT BLUE COLOR. THE DROUGHT OF RECORD IS SHOWN IN THE DARK BLUE, AND THEN THE CURRENT INFLOWS INTO THE LAKE ARE SHOWN IN THAT MAGENTA COLOR. SO IF YOU LOOK TO OCTOBER IT'S PRETTY, PRETTY SMALL. WE ONLY SAW ABOUT 11,000 ACRE FEET. FLOW IN OCTOBER IS USUALLY ONE OF OUR WETTER MONTHS. SO AS WE ALL KNOW, WE WE DIDN'T SEE A LOT.

LOOKING AT THE STORAGE AND THEN THE PROJECTIONS OF THE TWO LAKE STORAGE, OBVIOUSLY OUR BIG, BIG JUMP IN JULY, WE ENDED OR BEGAN NOVEMBER WITH ABOUT 1.7 MILLION ACRE FEET. IT'S ABOUT 87% OF THE STORAGE OF THOSE TWO LAKES PROJECTING OUT SIX MONTHS. YOU KNOW, IF WE TREND WET IN THIS GREEN LINE PROJECTED KIND OF ABOUT THE SAME 1.8 MILLION ACRE FEET. IF, YOU KNOW, WE DON'T GET ANY RAIN, WE WOULD MAYBE TURN TOWARDS THIS RED LINE ABOUT 1.5 MILLION ACRE FEET. OBVIOUSLY THAT'S NOT PROJECTED IN THE NEAR SIX MONTH FUTURE THAT EVEN IF IN THE DRIEST CONDITIONS, THEY'RE STILL EXPECTING THE LAKE TO STAY PRETTY FULL AT THAT 660 LEVEL. LCRA ALSO COMPARES THE DROUGHT OF RECORD WITH KIND OF THIS DROUGHT THAT WE ARE SEEING OR CURRENTLY JUST KIND OF OUT OF, BUT IT'S STILL DRY. SO THE GREEN LINE IS 2019 TO 2025. SO WILLIAMSON AND TRAVIS COUNTY HERE WAS MOSTLY IN THAT SEVERE DROUGHT CONDITION. NOW WE STILL ARE SEEING SOME DROUGHT, BUT IT'S MORE THAT MODERATE MODERATE DROUGHT CONDITION. KIND OF WHAT'S IMPORTANT IS WE ARE NOT SEEING A LOT OF DROUGHT UP HERE, WHICH IS WHERE, YOU KNOW, WE GET A LOT OF OUR INFLOWS AND INFILTRATION. SO THAT'S THAT'S THIS GRAPH HERE. THE RAINS TODAY ARE PREDOMINANTLY HITTING THIS BASIN RIGHT NOW KIND OF IN THIS AREA OUT WEST OF BRADY AND MASON. THEY'VE ALREADY SEEN MAYBE 6 OR 7IN OF RAIN OUT THAT WAY. SHE'S BURIED WITH A SHARK TOOTH. SO SHE TRADED WITH THE COASTAL TRIBES. SO THEY TRADED ARROWHEADS IS WHAT THEY TRADED. THEY TRADED POINTS. THE FLINT CENTRAL TEXAS. SO THIS IS IN THE LATE 18TH CENTURY. THE THEY HAVE CLASSIFIED THE TRIBES AGAIN BY THE LANGUAGES THAT THEY SPOKE. THE COMANCHE ARE WAY DOWN ALL THE WAY INTO OUR AREA. THE TONKAWA HAVE GONE FROM UP IN THE KANSAS AREA ALL THE WAY DOWN INTO CENTRAL TEXAS.
THEY WERE THE PRIMARY TRIBE THAT WERE HERE IN THE LEANDER AREA WHEN THE ANGLOS STARTED TO SETTLE HERE, STARTING IN THE 15, THE LATE 1500S. AND THE COAHUILTECANS WERE PART OF THE THE TRIBES THAT HAD BEEN ON THE COASTAL RANGE AND THE APACHE HAVE HAD COME ALL THE WAY DOWN.
AND THEY WERE ACTUALLY THIS MAP DOESN'T SHOW IT AS MUCH, BUT THEY WERE DOWN MORE INTO THE SAN ANTONIO AREA, AND THE CADDO WERE STILL THERE. THE CADDO HAVE BEEN THERE. THEY HAD SETTLEMENTS STARTING IN 800 A.D, AND THEY CONTINUE TO BE THERE TO THIS DAY. HERE ARE PICTURES OF FROM THE 1800S. THE JUMANO IS ON THE RIGHT. WHEN WE PAVE AND GRADE LARGE TRACTS OF LANDS FOR HOMES, CONCRETE AND ASPHALT, THE LOSS OF MATURE CANOPY ISN'T AN ACCIDENT, IT'S A DESIGN CHOICE. THE ENVIRONMENTAL CONSEQUENCES OF THIS PATTERN ARE REAL AND MEASURABLE. REMOVING MATURE TREES ACCELERATES SOIL EROSION, REDUCES GROUNDWATER ABSORPTION, INCREASES THE HEAT AND ISLAND EFFECT.
