THANK YOU FOR ALL THE SERVICE THAT YOU HAVE DONE, ALL THE WORK THAT YOU HAVE DONE, ALL THE HOURS THAT YOU HAVE COMMITTED TO COUNCIL, NOT JUST YOU, BUT YOUR FAMILY TOO, BECAUSE WE ALL KNOW IT'S A BIG SACRIFICE AND WE KNOW THAT YOU HAVE DECIDED TO MOVE IN A DIFFERENT DIRECTION. IT FEELS LIKE I'VE KNOWN DAVID FOR A LONG TIME, EVEN THOUGH REALLY ONLY KNOWN EACH OTHER FOR THE PAST YEAR. FIRST MET DAVID ON MY FIRST RUN FOR CITY COUNCIL, AND I'M JUST, YOU KNOW, IN AWE OF YOUR SERVANT'S HEART AND YOUR WILLINGNESS TO SERVE. I KNOW THAT, YOU KNOW, YOU SPENT MANY YEARS OF YOUR YOUR LIFE IN THE MARINE CORPS SERVING YOUR COUNTRY WITH AUSTIN PD, SERVING YOUR COMMUNITY, AND THEN HERE ON CITY COUNCIL. AND, YOU KNOW, IT'S IT'S RARE YOU HAVE SOMEBODY IN YOUR LIFE THAT COMES ALONG AND TEACHES YOU NOT ONLY HOW TO SERVE, BUT WHY YOU'RE SERVING. AND I JUST WANTED TO THANK YOU, DAVID.

THERE'S NOT ENOUGH TIME ON ON HERE FOR ME TO EXPRESS MY APPRECIATION FOR ALL YOU'VE DONE FOR US. SO THANK YOU. WISH YOU ALL THE BEST AND HOPE TO SEE YOU SOON. AND BUT I THINK ALL OF US FOR OUR SERVICE UP HERE, AND I THINK ESPECIALLY FOR YOU, THAT WE'VE GAINED A LOT FROM IT, WE'VE ACTUALLY GOTTEN MORE FROM IT THAN MAYBE WHAT WE PUT INTO IT, BECAUSE WE'VE GOT TO KNOW THE CITIZENS, WE'VE GOT TO KNOW THE PEOPLE, AND WE'VE TAKEN IT TO HEART. SO I APPRECIATE YOUR HARD WORK AND I WISH YOU WELL. THANK. PLACE FIVE. SO I HAD THE OPPORTUNITY TO MEET MR. MCDONALD DURING HIS INITIAL RUN. AND HE HE STRUCK ME AS A VERY HUMBLE AND SINCERE GENTLEMAN. AND THAT STUCK WITH ME. SO FIRST OF ALL, I WANT TO THANK THE PEOPLE OF LEANDER FOR ALLOWING ME TO SERVE OUR GREAT COMMUNITY FOR THE LAST THREE AND A HALF YEARS. AS THE OLD SAYING GOES, WHEN YOU'RE DOING WHAT YOU LOVE AND I WILL ADD WHAT YOU'RE DOING, WHEN YOU'RE DOING WHAT YOU'RE CALLED TO DO, YOU WILL NEVER WORK A DAY IN YOUR LIFE. ALTHOUGH SERVING ON CITY COUNCIL CAN BE CHALLENGING, HAS NEVER FELT LIKE WORK AND HAS BEEN VERY REWARDING. I MAY BE STEPPING DOWN FROM MY POSITION HERE, BUT I'M NOT LEAVING THE COMMUNITY. I WILL CONTINUE TO SERVE IN OTHER CAPACITIES. I HOPE I SERVE OUR COMMUNITY WELL. I WOULD LIKE TO SHARE A SHORT STORY ABOUT MY JOURNEY. FIRST OF ALL, RUNNING FOR AN OFFICE WAS NEVER ONE OF THOSE THINGS THAT I HAD EVER CONSIDERED. IT WAS NOT A BUCKET LIST ITEM, A DARE, A GO, OR MY AMBITION.

MOST OF MY FAMILY, IF NOT ALL, WERE SURPRISED WHEN I RAN BACK IN 2022. MY GOAL THEN IS THE SAME AS IT IS TODAY TO LEAVE LEANDER BETTER THAN WHEN I GOT ON CITY COUNCIL. I HOPE I HAVE DONE THAT. SOME THINGS WE HAVE PASSED WHILE I'VE BEEN ON CITY COUNCIL INCLUDE WAIVING THE PERMITTING FEES FOR NONPROFITS THAT BUILD IN OUR COMMUNITY, THAT PROVIDE A SERVICE BACK TO OUR COMMUNITY. ANOTHER HOPE WE PASSED TONIGHT, AND THAT'S WITH THE CORRECTING SOME SHORTCOMINGS IN OUR ROADWAY IMPACT FEES TO SMALL BUSINESSES, APPROVING THE MEET AND CONFER FOR BOTH POLICE AND FIRE, AND APPROVING SIGNIFICANT PAY RAISES FOR OUR FIRST RESPONDERS AND MANY OTHER CITY EMPLOYEES. AND I WAS PART OF HIRING OUR CITY MANAGER, AND I THINK WE KNOCKED THAT OUT OF THE PARK. SO THANK YOU TO OUR STAFF, DEPARTMENT HEADS, AND ALL CITY EMPLOYEES FOR SERVING OUR COMMUNITY. THANK YOU TO ALL OF THOSE WHO HAVE HAD TO TAKE THE TIME TO PULL INFORMATION OR ANSWERS ON QUESTIONS WE ASK RELATED TO OUR AGENDA. YOU NEVER COMPLAIN AND ALWAYS PROVIDED ABOVE AND BEYOND. YOU ALL KEEP OUR CITY RUNNING EVERY DAY AND DO MORE WITH LESS. YOU HAVE A CHILD, YOU HAVE A TOUGH JOB TO DO AND RESPOND TO MANY REQUESTS CITY COUNCIL THROWS AT YOU AND ALWAYS DELIVER ABOVE AND BEYOND. TO MY FELLOW COUNCIL MEMBERS, THANK YOU FOR ANSWERING THE CALL. WE ARE ALL VOLUNTEERS AND YOU SHOW UP TO MULTIPLE EVENTS, PREPARE FOR MEETINGS, ENGAGE WITH STAFF, THE DEVELOPMENT COMMUNITY, OUR SMALL BUSINESSES AND RESPOND TO RESIDENTS REQUESTS AND THOSE COMPLAINTS WHEN THEY COME IN ALL OF THIS WITHOUT COMPLAINING YOURSELF, COMPENSATION OR RECOGNITION. KEEPING YOUR WORD IS EVERYTHING. LASTLY, I WANT TO SAY THANK YOU TO MY WIFE FOR UNWAVERING SUPPORT. SHE HAS BEEN HERE FOR 90% OF OUR MEETINGS, ALWAYS SUPPORTIVE AND ALWAYS A FRIENDLY FACE, AND MADE FRIENDS WITH MANY OF YOU HERE TONIGHT. IT IS A PARTNERSHIP OF THE CITIES OF CEDAR PARK, ROUND ROCK AND LEANDER THAT WAS FORMED BACK IN 2007 WHEN ALL OF THE CITIES WERE COLLECTIVELY LOOKING AT WAYS TO PLAN FOR THEIR BUILD OUT WATER NEEDS AND RECOGNIZE VERY EARLY ON THAT A REGIONAL PROJECT WOULD HAVE MUCH FEWER IMPACTS AND ALSO HAVE LOWER COSTS THAN EACH INDIVIDUAL CITY DOING THEIR OWN PROJECTS. SO BE SURE WAS FORMED AT THAT TIME AND ULTIMATELY THROUGH THE BRUSHY CREEK REGIONAL UTILITY AUTHORITY. THE CITY OF LEANDER WILL GET 62 MILLION GALLONS A DAY OF RAW WATER THROUGH THEIR WATER CONTRACTS WITH LCRA OUT OF LAKE TRAVIS, AND 50 MILLION GALLONS A DAY OF TREATED WATER WHEN THE SYSTEM IS COMPLETELY BUILT OUT. I WANT TO GIVE YOU AN UPDATE TONIGHT ON THE THREE MAIN CAPITAL PROJECTS FOR BCR UA. I'LL TALK TO YOU FIRST ABOUT THE PHASE TWO RAW WATER DELIVERY SYSTEM, THEN THE PHASE ONE WATER TREATMENT PLANT EXPANSION, AND LASTLY THE PHASE TWO WATER PLANT EXPANSION. THE PHASE TWO RAW WATER DELIVERY SYSTEM WAS ORIGINALLY CONCEIVED BECAUSE IT WAS REQUIRED TO INCREASE PUMPING CAPACITY FROM LAKE TRAVIS TO THE BEACH AREA WATER TREATMENT PLANT, AS WELL AS THE CEDAR PARK AND LEANDER WATER PLANTS. IT WAS ALSO DRIVEN BY THE NEED TO REDUCE DROUGHT VULNERABILITY. RIGHT NOW, THE FLOATING INTAKES THAT PROVIDE WATER TO THE CITIES CAN BE VULNERABLE DURING PROLONGED DROUGHTS, LIKE OCCURRED DURING THE 2013 TO 2015 DROUGHT THAT RENDERED SOME OF THOSE INTAKES INOPERABLE. ULTIMATELY, THIS RAW WATER PUMP STATION WILL CONVEY 145 MILLION GALLONS OF WATER PER DAY TO THE CITIES AND THE MAJOR COMPONENT STARTING IN THE UPPER LEFT OF THAT EXHIBIT IS A RAW WATER INTAKE OFF THE SHORELINE OF VALENTI THAT CONVEYS WATER THROUGH THE BLUE LINE BACK TO A REMOTELY LOCATED PUMP STATION THROUGH A DEEP SUBSURFACE TUNNEL. THAT PUMP STATION THEN PUMPS THE WATER BACK ACROSS THE LAKE THROUGH THE GOLD LINE, ANOTHER DEEP TUNNEL WHERE IT CONNECTS TO A LINE BUILT IN 2012, SHOWN IN RED. THE PHASE TWO CONTRACT CONSTRUCTION STARTED IN JUNE OF 2022. SUBSTANTIAL COMPLETION IS SCHEDULED FOR FEBRUARY OF 27, SO ON A TIME BASIS RIGHT NOW, THAT CONTRACT IS ABOUT 75% OF THE WAY THROUGH. AND ON A COST BASIS, THE CONSTRUCTION CONTRACT IS APPROXIMATELY $225 MILLION AND BASED ON PAY APPLICATIONS APPROVED TO DATE, THE CONTRACTORS AT 59% COMPLETE OR $132 MILLION OF WORK. THERE IS ONE SMALL CHANGE ORDER FOR SOME CHANGES REQUESTED BY THE CITY OF CEDAR PARK TO CONNECT TO THEIR WATER PLANT, SOME NEW GENERATORS THAT THEY HAD ADDED. WE'VE ACHIEVED A COUPLE OF MAJOR MILESTONES SINCE I'VE HAD AN OPPORTUNITY TO VISIT WITH YOU. ONE OF THE VERY IMPORTANT ONES IS THAT ALL OF THE UNDERGROUND WORK, THE MINING, THE LINING OF THE TUNNELS IS ALL NOW COMPLETE. ASIDE FROM MINOR TOUCH UP, AND THAT UNDERGROUND CONTRACTOR WILL DEMOBILIZE OFF THE SITE IN APPROXIMATELY A MONTH. SO THAT IS A HUGE MILESTONE FOR THE PROJECT. TO WRAP UP THE UNDERGROUND WORK. CAN I ASK ONE QUESTION ABOUT THAT? YES. IS THERE STILL AN OPPORTUNITY TO GO DOWN LIKE IF WE HAVE NEW COUNCIL MEMBERS OR IS THAT DONE? IT'S PRETTY MUCH SO. AS YOU MAY RECALL, THESE ARE SPECIALTY PUMPS BEING FABRICATED IN SPAIN. THAT MANUFACTURER IN DAR WAS ABLE TO MANUFACTURE ALL OF THOSE PUMPS AND WERE REQUIRED TO WITNESS TEST THEM. SO WE WENT OVER THERE AND WITNESSED TEST THE PUMPS TO TO CONFIRM THAT THEY MET OUR PERFORMANCE REQUIREMENTS. AND ALL OF THE PUMPS PASS THAT TEST. SO THEY ARE BEING TRANSPORTED OVER TO THE US AT THIS TIME. ALSO A

WHERE WE TIED INTO THE ORIGINAL LINE, I SHOWED YOU IN RED EARLIER AND ALSO TIED INTO YOUR LEANDER SANDY CREEK WATER TREATMENT PLANT, AND THOSE WERE BOTH COMPLETED SUCCESSFULLY AS WELL. DESPITE THOSE SUCCESSES, WHEN WE EVALUATE THE STATUS OF THE CONTRACTOR, WE BELIEVE THAT THEY'RE STILL TRACKING ABOUT 4 TO 6 MONTHS BEHIND SCHEDULE, JUST BASED ON THEIR REVENUE STREAM THAT WE'RE LOOKING AT RIGHT NOW, THEIR CURRENT WORK PLAN TO EXECUTE THE WORK. SO IN LIGHT OF THAT, WE'VE CONTINUED TO APPLY PRESSURE ON THE CONTRACTOR. WE REQUESTED ANOTHER MEETING WITH THEIR EXECUTIVE MANAGEMENT TEAM THAT WE HAD LAST MONTH TO ASK FOR THEM TO CONTINUE TO APPLY RESOURCES TO THE PROJECT. IT CONSISTS OF A COUPLE OF NEW RAW WATER TANKS ON THE SITE, A NEW THICKENER AND A NEW TREATMENT TRAIN WITHIN THAT BLUE STRUCTURE. AND I'M REMINDED OF THE 1860 PRESIDENTIAL ELECTION IN WHICH ABRAHAM LINCOLN WON A FOUR WAY CONTEST. LINCOLN WAS THE UNDERDOG. HE WAS NOT SUPPOSED TO WIN, BUT SOME OF HIS OPPONENTS IN THE RACE, RATHER THAN RELEGATING THEM TO THE POLITICAL WILDERNESS, LINCOLN BROUGHT TOGETHER A TEAM OF RIVALS. A TEAM OF RIVALS IS ONE OF MY FAVORITE BOOKS. IT'S ABOUT LINCOLN PULLING TOGETHER FOLKS FROM ALL OVER THE NATION TO SERVE HIS ADMINISTRATION AND TO DO WHAT WAS BEST FOR OUR NATION, AND REGARDLESS OF POLITICAL PARTY OR LACK THEREOF, I'M HEARTENED BY THE SERVICE OF FOLKS LIKE COUNCILMAN MCDONALD.
