DURING THE LAST MEETING, THEY APPROVED THE FINAL READING OF THE FIFTH ELEMENT SPECIAL USE PERMIT. AND THEY ALSO APPROVED THE CROSSROADS PLANNED UNIT DEVELOPMENT AND THE 2100 SOUTH BAGHDAD PUD. CASE TRP DASH 250038 REGARDING THE REMOVAL OF MULTIPLE SIGNIFICANT AND HERITAGE TREES ASSOCIATED WITH THE GLORY HILL PUBLIC IMPROVEMENT CONSTRUCTION PLANS. PICK DASH 250217. MORE PARTICULARLY DESCRIBED BY WILLIAMSON COUNTY CENTRAL APPRAISAL DISTRICT PARCEL R082171 AND GENERALLY LOCATED AT THE EASTERN TERMINUS OF PRIVATE ROAD 921, WILLIAMSON COUNTY, TEXAS. STAFF PRESENTATION. GOOD EVENING, MAYOR AND PLANNING DEPARTMENT. THIS REQUEST IS THE FIRST STEP IN THE TREE REMOVAL PROCESS. THE APPLICANT HAS SUBMITTED A REQUEST TO REMOVE NUMEROUS SIGNIFICANT HERITAGE TREES FOR THE APPLICANT. THE GLORY HILL SUBDIVISION PUBLIC IMPROVEMENTS CONTAIN EXTREME TOPOGRAPHICAL CHALLENGES AND REQUIRE EXTENSIVE GRADING FOR THE ROADS AND HOME SITES. PER THE SUBDIVISION ORDINANCE. REMOVAL OF SIGNIFICANT TREES GREATER THAN 18 CALIPER INCHES REQUIRE THE APPROVAL OF THE PLANNING AND ZONING COMMISSION. HERITAGE TREES MAY BE REMOVED ONLY WITH THE APPROVAL OF A TREE REMOVAL PERMIT, AND AFTER THE REQUIRED MITIGATION HAS BEEN APPROVED, THE PLANNING AND ZONING COMMISSION SHALL REVIEW ALL APPLICATIONS FOR HERITAGE TREE REMOVAL PERMITS AND MAKE A RECOMMENDATION FOR APPROVAL OR DENIAL TO CITY COUNCIL, WHICH SHALL HAVE FINAL AUTHORITY TO ISSUE THE PERMIT PER THE ZONING ORDINANCE. ORDINANCE AND NON-DISTURBANCE ZONES SHALL BE MAINTAINED ON SINGLE FAMILY AND TWO FAMILY LOTS DURING THE SUBDIVISION, CONSTRUCTION AND BUILDING PERMIT PHASES OF DEVELOPMENT. A DISTURBANCE AREA NO MORE THAN FIVE FEET FROM THE FOUNDATION NECESSARY FOR CONSTRUCTION AND GRADE TRANSITIONS SHALL BE PERMITTED. THE TREES LOCATED ON THE REMAINDER OF THE LOT SHALL NOT BE REMOVED UNLESS A UNIQUE SITUATION IS APPROVED. IF TREES ARE PROPOSED FOR REMOVAL AT THIS STAGE, MITIGATION REQUIREMENT SHALL APPLY.

MITIGATION MAY BE ACHIEVED THROUGH CREDIT OF EXISTING TREES, ON SITE, REPLACEMENT TREES PLANTED ON SITE, OR PAYMENT IN LIEU OF REPLACEMENT TREES. IF PAYMENT IN LIEU OF REPLACEMENT TREES IS APPROVED BY THE PLANNING DIRECTOR. THE FEE SHALL BE EQUAL TO $150 PER CHILD PER INCH OF REPLACEMENT TREE. EXCUSE ME. THE APPLICANT IS PROPOSING REMOVAL OF 550 SIGNIFICANT TREES BETWEEN 8 AND 18 CALIPER INCHES, TOTALING 94%, 45 SIGNIFICANT TREES BETWEEN 18 AND 26 CALIPER INCHES TOTALING 94%, AND SIX HERITAGE TREES TOTALING 86%. THEY'RE PROPOSING TO SAVE 34 SIGNIFICANT TREES BETWEEN 8 AND 18 CALIPER INCHES, OR 6%, AND THREE SIGNIFICANT TREES BETWEEN 18 AND 26 CALIPER INCHES, TOTALING 6% AND ONE HERITAGE TREE BEING 14%.

MITIGATION IS PROPOSED THROUGH CREDIT 237 CALIPER INCHES OF REPLACEMENT TREES, AS WELL AS A

PAYMENT IN LIEU OF REPLACEMENT TREES IN THE AMOUNT OF $630,000 AND $630,375. THERE IS A HERITAGE TREE REMOVAL FEE IN THE AMOUNT OF 32,100, BASED ON THE REMOVAL OF 107 CALIPER INCHES AT A RATE OF $300 PER CALIPER INCH, AND THE MITIGATION FEES WILL BE PAID WITH THE PERMIT AND THE COMPLETE PRESERVATION PLAN IS AVAILABLE AS ATTACHMENT FOR.

THE CURRENT ZONING FOR THE PROPERTY IS SAID TO BE FOR SINGLE FAMILY SUBURBAN. THE PROPERTY IS GENERALLY LOCATED AT THE EASTERN TERMINUS OF PRIVATE ROAD 921, AND IT'S A PROPERTY APPROXIMATELY 15 ACRES, AND THE PROPERTY IS SURROUNDED BY RESIDENTIAL SUBDIVISIONS, INCLUDING INCLUDING MARBELLA, PHASES ONE AND TWO, RICHMOND LANDING, AND ROUSE HIGH SCHOOL, AND THIS PROPERTY CONTAINS NO FLOODPLAIN, AND THERE IS HEAVY TREE COVERAGE THROUGHOUT THE TRACT. AS PART OF THE EVALUATION OF THIS REQUEST, THE PLANNING AND ZONING COMMISSION HAS THE FOLLOWING OPTIONS. OPTION ONE IS TO APPROVE THE TREE REMOVAL REQUEST. THIS RECOMMENDATION IS BASED ON THE TOPOGRAPHICAL CHALLENGES AND THE EXTENSIVE GRADING NEEDED FOR THE SUBDIVISION, AND THE STAFF DETERMINED THE APPLICANT HAS DEMONSTRATED A SITUATION. GOOD EVENING, COMMISSIONERS AND STAFF. MY NAME IS PAT. I'M WITH TRIPOINT HOMES. THANK YOU FOR THE OPPORTUNITY TO ALLOW ME TO SHARE SOME ADDITIONAL INFORMATION REGARDING OUR TRP REQUEST. I WANTED TO START OUR PRESENTATION WITH JUST AN HISTORICAL AERIAL VIEW OF THE AREA. OUR PRELIMINARY PLAT LOTS ARE OUTLINED THERE IN GREEN, AND THEN YOU CAN SEE THE FORMER TREE SITUATION ON THE MARBELLA COMMUNITY, WHICH IS NOW FILLED OUT. OUR SITE IS CHARACTERIZED BY HEAVY TREE COVERAGE. IN ADDITION TO THAT, STAFF SUGGESTED AND MENTIONED IT ALSO HAS EXTREME TOPOGRAPHY. SO IF YOU LOOK AT THE THE GRAPH ON THE LEFT, IT'S A CROSS-SECTION OF THE TOPOGRAPHY. THIS SITE IS KNOWN AS GLORY HILL. AND PART OF THAT IS THAT THERE'S A HILL ON THIS SITE, AND THE HILL IS LOCATED IN THE GREEN PORTION ON THE IMAGE ON THE RIGHT. SO OUR CIVIL ENGINEER, WHO'S HERE THIS EVENING PREPARED THIS EXHIBIT SHOWING ON THE LEFT. AGAIN, YOU CAN SEE THAT THERE'S 40FT OF TOPOGRAPHY ACROSS THE SITE. IN SOME SECTIONS, ESPECIALLY THE HILL IN THE MIDDLE HAVE EXTREME TOPOGRAPHY. THE GREEN SECTION AGAIN IS THE CUT. SO WHEN YOU HAVE A HELL AND YOU'RE DOING A GRADING OPERATION, THE GREEN IS WHERE YOU WOULD CUT THAT. AND SO WHENEVER YOU'RE CUTTING AN AREA, IT'S IMPOSSIBLE TO SAVE TREES BECAUSE YOU'RE SORT OF LOPPING OFF A CERTAIN AREA. AND AREAS OF RED IS FILL. AND THAT'S WHERE WE'LL BE SORT OF TRYING TO BALANCE THE SITE AND MOVE DIRT TO FILL AREAS IN RED.

THROUGHOUT THIS PROCESS, WE WORKED WITH STAFF TO DETERMINE EVERYWHERE WE COULD SAVE ANY TREES, ESPECIALLY IN THE AREAS IN RED, AND WE'VE INCREASED THE TREES WE'RE SAVING THROUGHOUT THE PROCESS. BUT THIS JUST GIVES YOU A GOOD VIEW OF THE TOPOGRAPHY ON THE SITE, WHICH CREATES SORT OF UNIQUE SITUATION WITH THIS APPLICATION. THIS SLIDE HERE IS SHOWING OUR APPROVED PRELIMINARY PLAT OVERLAID ON THE SITE IN DIFFERENT COLORS. SO YELLOW IS THE RIGHT AWAY. ALL THE TREES THAT RIGHT AWAY HAVE BEEN APPROVED FOR REMOVAL THROUGH OUR APPROVED PRELIMINARY PLAT. THE PINK IS PUBLIC UTILITY EASEMENTS AND THE GREEN IS THE BUILDING PAD. NORMALLY, AS YOU KNOW YOU'D COME IN LATER AND TREES REMOVED AND YOU GET BUILDING PERMIT. BUT GIVEN THE TOPOGRAPHY ON THE SITE, WE'RE SORT OF DOING THAT NOW. SO RATHER THAN GETTING APPROVAL TO REMOVE THE TREES THAT ARE IN THE RIGHT OF WAY TO CUT THE

STREETS, WE'RE ALSO ASKING IF THIS TIME TO GET APPROVAL TO REMOVE THE TREES AND THE BUILDING PAD, WHICH WOULD NORMALLY BE DONE IN A SECOND STEP. THIS SLIDE SHOWS THE NUMBER OF TREES WE'RE PLANNING ON THE SITE. THE ONE THING WE DID IS WE INSTRUCTED OUR LANDSCAPE ARCHITECT, WHO'S ALSO HERE THIS EVENING. WE INSTRUCTED HIM TO PLANT TREES EVERYWHERE FEASIBLY, FEASIBLY POSSIBLE ON THE SITE. SO ALL THE COLORS YOU SEE ON THE SITE REPRESENT TREES THAT WILL BE PLANTED ON THE SOUTHERN PORTION. THERE. WE'RE GOING TO HAVE A LONG ENTRYWAY LINED WITH TREES AND THEN TREES THROUGHOUT. THE SITE WILL BE PLANTING 165 NEW TREES. IN ADDITION TO THAT, WE'RE PAYING $630,000 IN TREE MITIGATION FEES. THAT'S ABOUT $15,000 PER HOME. AND WE WORKED WITH OUR LANDSCAPE ARCHITECT TO DETERMINE THAT AMOUNT OF TREE MITIGATION. HOW MANY TREES COULD YOU BUY AND PLANT FOR $630,000. AND SO THEY DETERMINED THAT YOU COULD PURCHASE AND INSTALL 514 NEW THREE INCH CALIPER TREES WITH THAT MONEY. SO IF YOU ADD THE 165, THE 514, WE WOULD BE BASICALLY PLANNING OR PAYING FOR THE PLANTING OF 679 TREES, WHICH IS GREATER THAN THE REQUEST OF THE TREE REMOVAL.

AND WE'RE REMOVING LESS THAN THAT. AND ADDITIONALLY, ONE OTHER THING WE DID IS WE WORKED WITH OUR LANDSCAPE ARCHITECT TO DO A TREE CANOPY ANALYSIS. AND WHAT WE DETERMINED IS THAT WE ARE GOING TO BE REMOVING ABOUT 314,000FTā– !S OF TREE CANOPY ON E SITE. HOWEVER, WITH THE NUMBER OF TREES WE'RE PLANNING ON THIS SITE, EXCLUDING THE MITIGATION FEES AND WHERE THOSE WHAT THOSE ARE USED FOR AND WHERE THOSE TREES GO. JUST LOOKING AT THE SUBJECT PROPERTY WITH THE TREES THAT WE'RE PLANTING ON SITE AT MATURITY, THE TREE CANOPY AT THIS SITE WILL EXCEED THE TREE CANOPY THAT CURRENTLY EXISTS. YEAH. I GUESS IT WOULD BE NICE IN THE PACKAGE IN THE FUTURE IF WE COULD HAVE AN EXISTING TOPOGRAPHY CHART OR LIKE ONE THAT INCLUDED IT. SO I COULD SEE, LIKE, BEFORE. AND I DEFINITELY UNDERSTAND THAT CERTAIN SITES HAVE DIFFERENT CHALLENGES, BUT I DO KNOW EVERY DAY WHEN I'M IN MY WALK AROUND MY NEIGHBORHOOD, THEY'RE CLEAR CUTTING A NEIGHBORHOOD RIGHT NEXT TO US, AND ALL MY NEIGHBORS COMPLAIN ALL THE TIME, LIKE, HOW ARE WE LOOKING AT THIS? LIKE, THEY COULDN'T SAY ANY TREES. AND I HEAR THIS FROM MY NEIGHBORS ALL THE TIME, AND I'M JUST TRYING TO SPEAK FROM MANY OF THE CITIZENS. LEANDER, I KNOW WHEN YOU CLEARCUT SUCH A LARGE PIECE OF PROPERTY, IT PEOPLE ARE GOING TO ASK, WHAT DID WE DO TO TRY TO SAVE IT? YOU KNOW, I KNOW Y'ALL ARE TRYING TO SAVE SOME IN THE PERIMETER, BUT IT DOES LOOK LIKE A VERY OPTIMIZED LAYOUT TO ME. AS SOMEBODY WHO DOES DESIGN AND KNOWS HOW TO LAYOUT SITES AND SITE DESIGN. SO IS THERE A DIFFERENT WAY? SO I GUESS FROM MY ASPECT, I'M NOT CRAZY ABOUT REMOVING THIS MANY TREES. YOU KNOW, IT DOES LOOK LIKE A VERY OPTIMAL LAYOUT FOR MAXIMIZING HOMES, BUT I WOULD HAVE LIKED TO SEE A FEW MORE TREES. THAT'S ALL. ALL RIGHT, COMMISSIONER COATES, NO COMMENT AT THIS TIME. AGENDA ITEM 14, DISCUSS AND CONSIDER ACTION REGARDING TREE REMOVAL. CASE TRP DASH 250043 REGARDING THE REMOVAL OF MULTIPLE SIGNIFICANT HERITAGE TREES ASSOCIATED WITH THE HARVEST RETREAT. MORE PARTICULARLY DESCRIBED BY WILLIAMSON COUNTY CENTRAL APPRAISAL DISTRICT PARCEL R680242 AND COMMONLY KNOWN AS 14 751 RONALD RONALD REAGAN BOULEVARD, LEANDER, WILLIAMSON COUNTY, TEXAS. STAFF PRESENTATION. HEY, GOOD EVENING, KARINA CASTILLO WITH THE PLANNING DEPARTMENT. THIS REQUEST IS THE FIRST STEP IN THE TREE REMOVAL REQUEST PROCESS. I'M GOING TO GO AHEAD AND SKIP THROUGH EVERYTHING THAT MERELY WENT THROUGH THE LAST ONE OF HOW WE DO THE REMOVALS AND MITIGATION. I'M GOING TO SKIP TO THE APPLICANT'S MITIGATION PROPOSAL. THE APPLICANT IS PROPOSING TO REMOVE 1016 SIGNIFICANT TREES BETWEEN 8 TO 18IN, WHICH IS 65%. TODAY, WE'RE REVIEWING NINE SIGNIFICANT TREES BETWEEN 18 TO 26, TOTALING 74% AND ONE HERITAGE TREE BEING 47%. MITIGATION IS PROPOSED THROUGH THE CREDIT OF 371 CALIPER INCHES OF REPLACEMENT TREES, AS WELL AS A PAYMENT IN LIEU FOR THE REPLACEMENT TREES. IN THE AMOUNT OF THIS SHOULD BE 48,000. THOSE ARE DISCREPANCY ON HOW THEY CALCULATED THE FEES. THERE IS A HERITAGE TREE REMOVAL FEE AS WELL, IN THE AMOUNT OF 8100, BASED OFF OF THE REMOVAL OF THOSE 27 CALIPER INCHES AT A RATE OF $300 PER INCH, THE MITIGATION FEES WILL BE REQUIRED TO BE PAID WITH A SITE DEVELOPMENT PERMIT IF APPROVED.

ONE THING WE'VE DONE, AND I THINK WE'VE JUST KIND OF WANT TO ILLUSTRATE HERE, IS WE'VE WORKED THROUGH MANY OPTIONS. AND, YOU KNOW, FROM AN INDUSTRIAL PARK STANDPOINT, THERE'S A LOT THERE'S SEVERAL LIMITATIONS. WE WE DEAL WITH IN TERMS OF BUILDING SIZE AND FOOTPRINT AND ALSO THE ACCESSIBILITY TO THE SITE. SO CHALKBOARDS, DOCS, UTILITY REQUIREMENTS AND THINGS LIKE THAT. YOU SEE HERE WE THIS IS OUR 13TH OPTION OF THIS. AND WE'VE TRIED TO WORK AROUND BOTH TOPOGRAPHY AS WELL AS THE TREES AS WELL AS, YOU KNOW, CREATING AN ECONOMICALLY VIABLE PROJECT THAT HOPEFULLY CAN BRING JOBS TO THE CITY OF LEANDER. AND SO YOU CAN SEE THAT THIS IS KIND OF THE FIRST STEP IN MANY PARTS OF THIS PROJECT, THESE FIRST TWO BUILDINGS IN THE BOTTOM RIGHT HAND CORNER WITH THE RED SQUARE JUST KIND OF HIGHLIGHT WHAT WE'RE WHAT WE'LL BE TALKING ABOUT TODAY. AND THEN, YOU KNOW, JUST TO KIND OF HIT ON THOSE ITEMS AGAIN, YOU KNOW, OUR SITES ARE SET UP TO CREATE FLEXIBILITY TO RESPOND TO TENANT DEMANDS, TO HOPEFULLY BRING JOBS TO THIS AREA. SO THE FIRST OF THAT BEING THE REALIGNMENT OF THE SANITARY SEWER LINE, THE SEWER LINE IS COMING TO SERVE THE PROPERTY AT THE SOUTHEAST CORNER OF THE SITE AND COMES

ORIGINALLY WE DESIGNED IT TO COME STRAIGHT UP THE EASTERN EDGE OF THE PROPERTY OR THE LEFT SIDE OF YOUR SCREEN, WHICH WOULD BE THE TOP STRAIGHT ACROSS, WHICH IMPACTED ABOUT 37 TREES IN OUR CHANGE. TO AVOID THESE IMPACTS, WE PULLED THAT LINE AS CLOSE TO THE DEVELOPMENT AS POSSIBLE AND REMOVED ALL THE IMPACTS TO THOSE TREES. YOU CAN SEE THAT HIGHLIGHTED IN GREEN ON THE RIGHT HAND SIDE. ADDITIONALLY, THIS IS THE MAIN KIND OF MIDDLE OF OUR BUILDING TWO. SO YOU CAN SEE ON THE LEFT OUR FIRST ITERATION KIND OF HAD PARKING GENERALLY ALONG THE ENTIRE FRONTAGE OF THAT BUILDING. THIS IMPACTED ABOUT 25 TREES, TWO OF THOSE BEING 18 INCH OR SIGNIFICANT TREES. WHAT WE DID WAS EVALUATE IF WE HAD ENOUGH PARKING ON THE SITE OR FOR THIS BUILDING FROM A TENANT PERSPECTIVE AND MEETING CITY REQUIREMENTS AND EVALUATED IF WE COULD REMOVE THOSE PARKING SPOTS. SO MADE THAT DECISION, PULLED THOSE PARKING SPOTS OUT AND ARE SAVING ABOUT 25 TREES AND ENSURED THAT THE ELEVATION AT THE BUILDING, BOTH FROM A FINISHED FLOOR PERSPECTIVE AND THE GRADING AROUND IN THE PARKING SPACES, GIVE THE TREES A BEST CHANCE FOR SURVIVAL THROUGHOUT THE DESIGN, LIFELINE OR DESIGN PROCESS. AND THEN THE THIRD ELEMENT. THIS IS THE WATER LINE ALONG COUNTY ROAD 270. IT IT'S STANDARD ALIGNMENT WOULD BE RIGHT IN THE PEW. WE WORKED WITH THE TEAM AND JOG THIS ALIGNMENT OUT TO AVOID THE IMPACT OF ABOUT SEVEN TREES, ONE OF THOSE BEING A SIGNIFICANT TREE AND NOW HAVE NO IMPACTS. I JUST WANT TO ALSO HIT ON THIS CENTER OF THE BUILDING TWO AND THE AMENITY SPACE THAT WE ARE, WE LOOK TO TO ADD TO THE SITE. SO THIS WOULD BE KIND OF A FEATURE THAT EMPLOYEES CAN USE, A NICE ENTRYWAY THAT HIGHLIGHTS THE EXISTING NATURE OF THE SITE. AND THEN THIS IS OUR LANDSCAPE PLANTING PLAN, JUST SHOWS ALL THE TREES AND PLANTINGS THAT WE'RE ADDING BACK ON THE SITE, AS KIND OF WAS COLORIZED EARLIER IN THE PRESENTATION.
