THAT SOUNDS BETTER. I JUST GOT TO PUT MY MOUTH ON IT. SO? SO GOOD EVENING, MAYOR PRO TEM, COUNCIL MEMBERS AND CITY MANAGER. I AM JOSHUA DAVIS, YOUR FIRE MARSHAL. AND I'M HONORED TO PRESENT A STRATEGIC PLAN. SPECIFICALLY, THE PLAN IS GOING TO BE FOCUSED ON A FIRE ADAPTED LEANDER. SO TONIGHT I'LL TALK. I'LL KIND OF WALK YOU THROUGH A COMPREHENSIVE FRAMEWORK THAT WILL TRANSFORM HOW OUR COMMUNITY PREPARES FOR AND RESPONDS TO, AND RECOVERS FROM WILDFIRE THREATS. THIS ISN'T SIMPLY A FIRE DEPARTMENT INITIATIVE. AS WE HOPE THAT YOU'LL SEE THROUGHOUT THIS ENTIRE PRESENTATION, A FIRE ADAPTED LEANDER BRINGS TOGETHER THE ENTIRE COMMUNITY. SO, AS WITH ANY SUCCESSFUL PLAN, IT STARTS WITH A CLEAR VISION AND A MISSION. SO LET ME JUST KIND OF WALK THROUGH OURS AS AS WE PUT IT TOGETHER TO PREPARE THIS PLAN. SO OUR VISION IS FOR LEANDER TO BE A WELL INFORMED, PREPARED, RESILIENT COMMUNITY THAT CREATES A FIRE ADAPTED ENVIRONMENT CAPABLE OF WITHSTANDING A MAJOR WILDLAND FIRE, ENSURING PROTECTION OF LIFE, PROPERTY, AND THE NATURAL CHARACTER AND DIVERSITY OF THE TEXAS HILL COUNTRY THAT WE LOVE. OUR MISSION IS SPECIFIC AND ACTIONABLE. WE WILL PROTECT OUR COMMUNITY BY BECOMING FIRE ADAPTED THROUGH THE IMPLEMENTATION. IMPLEMENTATION OF DATA DRIVEN VEGETATION MANAGEMENT, PROMOTING DEFENSIBLE SPACE AND IGNITION RESISTANT BUILDING METHODS, PROVIDING COMPREHENSIVE COMMUNITY EDUCATION, AND PROVIDING EARLY WARNING AND EVACUATION SYSTEMS. CRITICALLY, THIS MISSION IS ACHIEVED THROUGH ONGOING COLLABORATION WITH OUR RESIDENTS, PARTNERING AGENCIES AND COMMUNITY GROUPS. NO SINGLE ENTITY CAN ACCOMPLISH THIS MISSION ALONE. IT TRULY TAKES A WHOLE COMMUNITY APPROACH. SO BEFORE WE GO ANY FURTHER, I WANT TO DEFINE A TERM THAT MANY OF YOU MAY HAVE HEARD, AND YOU'RE GOING TO HEAR IT QUITE A BIT THROUGHOUT THE PRESENTATION. THAT IS WHO WE W I. AND IT STANDS FOR WILDLAND URBAN INTERFACE. SO THE WUI IS A ZONE WHERE THE HOMES AND THE HUMAN DEVELOPMENT INTERMINGLE AND MIXED WITH THE UNDEVELOPED WILDLANDS AND THE VEGETATION THAT CREATES A TRANSITION AREA WHERE WILDLAND FIRE RISKS EXIST. SO THE IMAGES YOU SEE ON THE RIGHT ILLUSTRATE THE IMPACT OF THE WUI IN OUR COMMUNITY AND WHAT HAPPENS WHEN WILDFIRE MOVES THROUGH THAT INTERFACE. UNDERSTANDING THE ESSENTIAL, BECAUSE THIS IS WHERE THAT RISK LIVES. THIS IS WHERE WE NEED TO FOCUS OUR EFFORTS. AND YOU'LL SEE IN THE NEXT SLIDE THAT LEANDER HAS GROWN DIRECTLY INTO THIS RISK ZONE. THIS SLIDE REALLY IS INTENDED TO TELL A STORY OF LEANDER'S TRANSFORMATION. SO IN THE LATE 1800S, LEANDER WAS A SMALL COMMUNITY OF ABOUT 3 TO 500 PEOPLE. AND BY 1985 WE REACHED ABOUT 3500. BY 2022, THE POPULATION HAD EXPLODED TO 76 TO 80,000 RESIDENTS. DEPENDING ON WHERE YOU SOURCED YOUR INFORMATION. AND AS ONE OF THE FASTEST GROWING CITIES IN THE US, WE'VE CONTINUED TO EXPAND INTO THE HILL COUNTRY, WHERE THAT RESIDENTIAL DENSITY NOW FREQUENTLY INTERMINGLES WITH THAT FIRE PRONE VEGETATIVE FUEL ENVIRONMENT. APPROXIMATELY 27,000 PROPERTIES IN LEANDER ARE AT RISK OVER THE NEXT 30 YEARS OF BEING EXPOSED INTO THAT ENVIRONMENT. THIS COMES FROM THE FIRST STREET FOUNDATIONS WILDFIRE RISK AND CLIMATE RISK REPORT. THAT'S THE SAME DATA THAT IS USED BY INSURANCE COMPANIES AND BY FEMA. SO THIS ISN'T A FUTURE PROBLEM. THIS IS A PRESENT DAY REALITY THAT DEMANDS OUR ATTENTION TODAY. SO LET'S LOOK A LITTLE BIT AT THE DATA FROM THE USDA, USDA, FOREST SERVICE, WILDFIRE [00:05:06] RISK TO COMMUNITIES TOOL. THIS MAP SHOWS WILDFIRE WILDFIRE LIKELIHOOD ACROSS OUR REGION. SO THE DARKER COLORS ON THE MAP INDICATE A HIGHER PROBABILITY. AND MUCH OF OUR JURISDICTION, AS YOU CAN SEE, FALLS WITHIN THE MODERATE TO HIGH RANGE. SO THE KEY FINDING IS LEANDER HAS A HIGHER AVERAGE LIKELIHOOD OF WILDFIRES. AND 50% OF THE COMMUNITIES IN TEXAS. SO WHAT DOES WILDFIRE LIKELIHOOD MEAN? IT'S THE PROBABILITY OF A WILDFIRE BURNING IN ANY GIVEN YEAR. SO IT ISN'T INTENDED TO BE A PREDICTIVE TOOL, AND IT DOES NOT REFLECT ANY CURRENT FORECASTED WEATHER OR FIRE CONDITIONS, BUT MORE OR LESS GIVING US AN IDEA OF WHERE THAT PROBABILITY EXISTS. BUT IT DOES IN FACT DEMONSTRATE THAT IT ISN'T A QUESTION OF IF A WILDFIRE WOULD THREATEN OUR COMMUNITY. IT'S A QUESTION OF WHEN. AND PLEASE UNDERSTAND THIS MAP DOESN'T ACCOUNT FOR THE CONTINUED GROWTH THAT WE'RE SEEING INTO THE WUI, WHICH IS INCREASING OUR EXPOSURE EVERY YEAR. THIS PARTICULAR MAP SHOWS SOMETHING EVEN MORE IMPORTANT FOR OUR STRATEGIC PLANNING THE RISK REDUCTION ZONES. THE USDA FOREST SERVICE CATEGORIZES WILDFIRE EXPOSURE INTO FOUR LEVELS MINIMAL EXPOSURE, WHICH IS THE LIGHT GRAY HOMES NOT LIKELY TO BE SUBJECTED TO WILDFIRE. INDIRECT EXPOSURE. THE YELLOW HOMES MAY BE IGNITED BY INDIRECT SOURCES SUCH AS EMBERS AND HOME TO HOME IGNITION. DIRECT EXPOSURE. THE RED HOMES MAY BE IGNITED BY ADJACENT FLAMMABLE VEGETATION, AS WELL AS INDIRECT SOURCES. AND LASTLY, THE WILDFIRE TRANSMISSION ORANGE AREAS WHERE FLAMMABLE VEGETATION MAY EXPOSE HOMES TO WILDFIRE. SO HOMES AND OTHER BUILDINGS IN LA ARE PREDOMINANTLY EXPOSED TO WILDFIRE. IN A COMBINATION OF BOTH THE DIRECT AND INDIRECT EXPOSURE ZONES. AS YOU CAN SEE AROUND THE PERIMETER ON THE MAP. SO RISK REDUCTION ZONES ARE THE AREAS WHERE OUR MITIGATION ACTIVITIES WILL BE MOST EFFECTIVE AT PROTECTING HOMES FROM THE WILDFIRE. THIS IS AN EXAMPLE OF THE TYPE OF DATA DRIVEN INFORMATION THAT WE WILL USE TO FOCUS OUR RESOURCES AND EFFORTS AS PART OF THIS STRATEGIC PLAN. SO THE 2011 FIRE SEASON, FOR THOSE THAT MAY NOT BE FAMILIAR WITH IT. IT WAS A IT WAS A TOUGH SEASON. SO IT RANGED FROM NOVEMBER 15TH, 2010 TO OCTOBER 31ST, 2011. THERE WERE APPROXIMATELY 28,000 FIRES THAT OCCURRED IN THE STATE OF TEXAS. ALMOST 4000 OR 4 MILLION, EXCUSE ME? ACRES THAT WERE BURNED. OVER 2800 HOMES WERE DESTROYED, 1939 OF THEM ON LABOR DAY WEEKEND ALONE, 47.3% OF THE TOTAL ACRES BURNED. AND SIX OF THE LARGEST FIRES ON RECORD FOR THE STATE OF TEXAS OCCURRED WITHIN THIS SEASON. SO IN LEANDER, WE EXPERIENCED OUR OWN 2011. BOTH THE HORSESHOE AND MOONGLOW FIRES, TWO LARGE FIRES THAT OCCURRED WITHIN THE WITHIN THE CITY, BURNING 330 ACRES, 26 HOMES DESTROYED, AND NUMEROUS OTHER STRUCTURES DAMAGED. SO WHEN YOU LOOK AT THE IMAGES THAT ARE ON THE SCREEN NOW, THE COMMUNITY THAT'S ON THE LEFT HAND SIDE, YOU CAN SEE THE INTERMINGLING OF THAT INTERFACE. AND THEN THE AFTERMATH OF THE HORSESHOE FIRE ON THE RIGHT HAND SIDE. THE MOONGLOW FIRE. THIS IS ACTUALLY TAKEN BY A CIVILIAN AIRCRAFT DURING FIRE OPERATIONS. AND THEN ON THE LEFT WAS THE EARLY PROGRESSION, AND ON THE RIGHT WAS LATER IN THE INCIDENT AS THEY CAME BACK AROUND ABOUT THE FOURTH TIME, I BELIEVE, ON THIS PARTICULAR ONE. THESE ARE THE TYPES OF THINGS THAT WE'RE WORKING ON WITH THE STRATEGIC PLAN IN TRYING TO TO MITIGATE. SO THESE GROUND LEVEL IMAGES ARE EQUALLY DISASTROUS. AND ON THE LEFT YOU'LL SEE FLAMES ENTERING INTO THE CROWNS OR THE TOPS OF THE TREES DIRECTLY BEHIND A HOME. AND ON THE RIGHT YOU WILL SEE WHAT REMAINS. AFTER THE FIRE ENGULFED THE HOME, LEAVING ONLY THE GARAGE DOOR STANDING AMID COMPLETE DESTRUCTION. AND EVERYTHING ELSE IS GONE. SO THIS WAS [00:10:01] SOMEONE'S HOME. THEIR MEMORIES, SENSE OF SECURITY. AGAIN, THIS IS WHAT WE'RE WORKING TO PREVENT WITH THIS PLAN. SO WHAT MAKES LEANDER PARTICULARLY VULNERABLE? THIS IS THE REALITY OF DEVELOPMENT IN OUR AREA, DEVELOPMENT SURROUNDED BY DENSE VEGETATION. SO ON THE RIGHT IS AN EXAMPLE OF COMMON VEGETATION THAT DOMINATES OUR NATURAL AREAS. AND THAT IS THE SOMETHING THAT WE PROBABLY SEE QUITE A BIT IN OUR COMMUNITY. SO OUR LANDSCAPE IS BEAUTIFUL. IT'S ONE OF THE REASONS WHY PEOPLE MOVE HERE, BUT IT'S ALSO INHERENTLY FIRE PRONE. THIS NEXT SLIDE SHOWS US JUST WHY. SO ASKED JUNIPER WHAT WE COMMONLY REFER TO AS CEDAR IS ONE OF THE MOST DANGEROUS WILDFIRE FUELS IN CENTRAL TEXAS. CEDAR TREES CONTAIN A RESINOUS SAP AND VOLATILE OILS WITH LOW BOILING POINTS, MAKING VEGETATION IGNITE EASILY AND BURN INTENSELY. THEY CAN LITERALLY EXPLODE INTO FLAMES. THE GROWTH HABIT OF CEDAR TREES IS IDEAL FOR SPREADING GROUND FIRES INTO THE TREE. CANOPIES AND DENSE FOLIAGE CREATE WHAT WE CALL LADDER FUELS THAT CARRY FIRE FROM THE GROUND UP INTO THE TOP OF THE TREE. SO WHEN CEDAR BURNS, IT PRODUCES A MASSIVE AMOUNT OF FIREBRANDS, AKA EMBERS, THAT ARE GENERATED FROM THE BARK AND FROM THE THE PINE NEEDLES. AND THESE EMBERS TRAVEL CAN TRAVEL UP TO A MILE AHEAD OF THE FIRE AND CREATE WHAT WE WHAT WE REFER TO AS SPOTTING, WHICH ARE NEW FIRES FAR AHEAD OF THE MAIN FIRE FRONT. SO THE VIDEO YOU'RE SEEING ON THE LEFT DEMONSTRATES HOW QUICKLY CEDAR CAN IGNITE, AND HOW INTENSELY IT BURNS, AND HOW THAT FIRE WILL MOVE UP THROUGH THOSE LADDER FUELS INTO THAT CANOPY. SO WE WITNESSED MANY EXAMPLES OF HOW FIRE TRANSFERS TO STRUCTURES IN REAL TIME DURING THE 2011 FIRES. ONE HAZARD THAT MANY HOMEOWNERS MAY NOT BE AWARE OF IS WICKING FENCES. SO WICKING FENCE IS A COMBUSTIBLE FENCE, TYPICALLY WOOD THAT ACTS LIKE A FUZE, DRAWING ALONG ITS LENGTH AND DIRECTLY TO A HOME OR OTHER STRUCTURE. A WOODEN FENCE CAN SOMETIMES BECOME A PATHWAY THAT CARRIES THAT FIRE DIRECTLY FROM THAT WILDLAND ENVIRONMENT TO THE HOME. HOWEVER, THIS IS A THREAT THAT HOMEOWNERS IN A HIGH HAZARD RISK REDUCTION ZONES CAN ADDRESS, AND THAT'S SEEN IN THE EXAMPLE ON THE RIGHT. THAT'S JUST ONE EXAMPLE THAT CAN BE EMPLOYED. WE DO HAVE THIS WITHIN OUR ORDINANCE AS A AS A RECOMMENDATION, BUT THAT'S SOMETHING THAT WE'LL BE EDUCATING ON AS WELL. BUT I WANT TO SHARE SOMETHING WITH YOU THAT OFTEN CHANGES THE WAY MOST PEOPLE THINK ABOUT WILDFIRE. SO THIS IS A DEMONSTRATION PERFORMED BY THE INSURANCE INSTITUTE FOR BUSINESS AND HOME SAFETY. AND IT DEMONSTRATES, AS YOU CAN SEE THERE, AN EMBER STORM. SO THAT'S WHAT HAPPENS WHEN THE BURNING EMBERS BOMBARD A STRUCTURE IN A WILDFIRE. SO WHAT THEY'RE SIMULATING NOW IS AND THEY'RE POURING INTO THE I THINK THEY HAVE 150 FANS THAT ARE PRODUCING THE THE WINDS THAT ARE CREATED IN THE WILDFIRE. AND THEN THEY'RE CREATING EMBERS WITH BARK AND OTHER MATERIALS, PINE BARK. SO THEY SIMULATE IT. THEY HAVE A FULL SIZE STRUCTURE THERE, AND THEY SIMULATE VEGETATION IMMEDIATELY UNDERNEATH THE EAVES AROUND THE HOME. AND THEY HAVE DIFFERENT EXTERIOR SURFACES, DIFFERENT ROOF TYPES. AND THEN THEY GO THROUGH THE PRODUCTION OF THE 105. EXCUSE ME. SO HERE'S HERE'S THE CRITICAL FACT MOST HOMES DESTROYED IN WILDFIRES ARE NOT CONSUMED BY THE MAIN FIRE FRONT. SO THERE ISN'T THIS TSUNAMI OF FIRE THAT IS OFTEN DEPICTED. THEY'RE IGNITED BY WIND BLOWN EMBERS THAT CAN TRAVEL THOSE LONG DISTANCES AHEAD OF THE FLAMES. SO AS YOU WATCH THE VIDEO, WATCH HOW THOSE EMBERS FIND THE VULNERABILITIES, THE VENTS, THE GAPS, THE ACCUMULATED DEBRIS AND MATERIALS ON THE ROOF IN THE IN THE IN THE GUTTERS AND ON THE DECKS. AND WE'RE GOING TO TALK A LITTLE BIT IN A SECOND ABOUT ZONES. AND IF YOU LOOK AT THAT VEGETATION DOWN AT THE BOTTOM, I WANT TO REMEMBER THIS. WHEN WE GO TO THAT SLIDE AND LOOKING AT HOW THAT FLAME IS DEVELOPING AND GOING UP INTO THE EAVE. THE MATERIALS THEMSELVES, AS FAR AS SYNTHETIC VERSUS NATURAL, IF YOU LOOK AT THE RIGHT SIDE OF THE HOME, THAT IS SYNTHETIC SIDING AND THE LEFT SIDE IS HARDIPLANK OR HARDIE BOARD CEMENT STYLE SIDING, AND HOW IT [00:15:02] HOLDS UP IN COMPARISON. ANOTHER THING IS THE THE SYNTHETIC GUTTERS. ONCE THEY HEAT UP, THEY START TO DRIP DOWN AND THEY'RE ON FIRE. SO ANY COMBUSTIBLE VEGETATION THAT YOU MAY HAVE DOWN LOW IS AT RISK. SO THE THE WAY THE FIRES TYPICALLY ENTER IS AS THAT FIRE IS BURNING DOWN LOW AND IT WILL GO UP INTO THAT EAVE SPACE AND WITH THAT DIRECT FLAME IMPINGEMENT OR THAT, THAT CLOSELY ADJACENT RADIANT HEAT, IT PENETRATES INTO THAT ATTIC SPACE. WE DO HAVE REQUIREMENTS RIGHT NOW FOR SCREENING, BUT WHAT YOU CAN SEE HERE IS THIS IS EIGHT INCH SCREENING, AND WE'RE STILL SEEING EMBER PRODUCTION ENTERING INTO THAT INTO THAT SPACE. SO HOME HOMES IGNITE PRIMARILY FROM THOSE WIND BLOWN EMBERS AND AND DIRECT FLAME IMPINGEMENT WITH THE BURNING MATERIALS DOWN BELOW WITHIN WITHIN THIS FIRST ZONE. SO THAT'S IN YOUR IMMEDIATE SURROUNDINGS AROUND YOUR HOME. MANAGING THOSE IMMEDIATE SURROUNDINGS. THE HOME IGNITION ZONES IS YOUR MOST EFFECTIVE TOOL. SO ZONE ONE. HOWEVER, THERE ARE PEOPLE WITHIN THE NEIGHBORHOOD THAT IF THERE WAS AN ACTIONABLE COMMITTEE LIKE THIS WHERE THEY'RE ACTUALLY ENGAGING ON SOMETHING FOR THEIR HOA, THAT WOULD BE AN OPPORTUNITY TO MAYBE LEVERAGE THOSE SAME FOLKS AND POSITIONING THEM TO BE THE HOA. SO THIS INCREASED LEANDER'S WATER TREATMENT CAPACITY AT THE PLANT FROM 15.2 UP TO 19.6 MILLION GALLONS A DAY. THEY PERFORMED THE WALK THROUGH AND THEY DEVELOPED THEIR PUNCH LIST. SO THEY'RE WORKING THROUGH THAT THIS MONTH, AND THEY EXPECT THAT FINAL COMPLETION IN JANUARY. OF KIND OF ALSO MENTIONED LAST TIME THE PHASE TWO PROGRESS WORK. THIS IS THE DEEP WATER INTAKE TUNNEL. WITH SUCH EXTREME TOPOGRAPHY, THE GREEN REPRESENTS CUT AND THE RED REPRESENTS FILL. SO THE GREEN AREA IS BASICALLY PICTURE THAT AS BEING THE HILLTOP THAT YOU CAN SEE THERE ON THE LEFT. SO IF YOU CAN IMAGINE LOOKING AT A SITE THAT HAS SUCH TOPOGRAPHY, YOU WOULD WORK WITH YOUR ENGINEERS TO SORT OF LEVEL OUT THE SITE, SO TO SPEAK. AND WHEN YOU LEVEL IT OUT, YOU WOULD CUT IN THE GREEN AND FILL DIRT IN THE RED. SO IF YOU LOOK AT THIS, ALMOST THE ENTIRE SITE IS GREEN AND RED. THOSE AREAS ARE DIFFICULT TO SAVE. TREES. I ADDED THIS SLIDE SINCE PNC. THIS IS ONE OF THE NEW ONES. WHAT I WANTED TO DO IS JUST SHOW SORT OF THE EXTREME TOPOGRAPHY. IF THERE WERE ONLY A COUPLE FEET, WE KIND OF CHANGED THE LAYERS. AND SO WHAT'S REPRESENTED HERE, THE BLUE IS SORT OF THE THE FORMER GREEN BEING DARKER AND THE YELLOW IS FILL. SO WHEN YOU LOOK AT THIS, THIS SLIDE HERE, YOU CAN SEE THAT THE ONLY PLACES TO POSSIBLY SAVE TREES WOULD BE IN THE AREAS IN WHITE. AND THAT'S WHERE YOU COULD POSSIBLY SAVE THEM. AND SO WHAT WE'VE DONE IS UP IN THIS AREA HERE ALONG THE NORTH, WE WERE ABLE TO SAVE A BUNCH OF TREES WHEN WE WERE GOING THROUGH THE TRP PROCESS AND WORKING WITH STAFF, WHO WAS VERY HELPFUL. THEY ENCOURAGED US TO FIND SOME OTHER AREAS. WE WORKED WITH OUR ARBORIST TREE MAN AND WE IDENTIFIED SOME ADDITIONAL TREES HERE IN PINK ALONG THE EDGE. AND SO WE WE SAVED THOSE TREES AS WELL. SO OUR REVISED TRP SHOWS THOSE TREE SAVE AREAS. THE OTHER AREAS IN WHITE ARE PRIMARILY FILLED WITH BUILDING PAD. AND SO THOSE IT'S HARD TO SAVE A TREE WHEN YOU'RE BUILDING A HOUSE ON TOP OF IT. SO THAT'S A PLAN VIEW AS WHAT I'M REFERRING TO. THE GREEN IS THE BUILDING PAD. THE YELLOW IS THE RIGHT OF WAY. THOSE TREES HAVE ALREADY BEEN APPROVED THROUGH THE PRELIMINARY PLAT, AND THE PINK IS THE PUBLIC UTILITY EASEMENTS. SO, YOU KNOW, WE TRIED TO SAVE TREES EVERYWHERE WE COULD, AND WE INCREASED THE NUMBER OF TREES THAT WE SAVED AS WE WENT THROUGH THE PROCESS AND WORKED WITH STAFF AND WORK WITH OUR ARBORIST. SO ONE THING WE DID, BECAUSE WE DO REALIZE THAT WE ARE REMOVING A LOT OF TREES. SO I, I INSTRUCTED OUR LANDSCAPE ARCHITECT, I SAID, PLANT TREES EVERYWHERE, PHYSICALLY POSSIBLE ON THE SITE, EVERYWHERE. WE COULD PLANT TREES. WE PLANTED TREES ON THE SITE. SO WE'RE PLANTING 165 NEW TREES. THIS AREA HERE, EVERY COLORED THING REPRESENTED HERE IS A TREE THAT'S BEING ADDED. SO WHEN YOU TAKE A LOOK AT THAT, THESE ARE THE TREES THAT WILL BE NEW NEW TREES. AND WE'RE GOING TO HAVE THIS REALLY NICE ENTRY HERE WHEN YOU COME OFF RADER WAY COMING INTO OUR SITE. THIS WILL JUST BE A LONG. AND THIS GREEN LINE REPRESENTS TREES AS WELL. IT'LL BE A REALLY NICE ENTRY JUST FILLED WITH TREES. SO WE ARE PLANNING 165 NEW TREES ON SITE. AND IN ADDITION TO THAT, WE'RE PAYING $630,000 IN TREE MITIGATION. THAT'S $15,000 PER HOME. WE WORKED WITH OUR LANDSCAPE ARCHITECT AND I SAID, CALCULATE WHAT HOW MANY TREES YOU COULD PURCHASE AND PLANT WITH $630,000. AND OUR LANDSCAPE ARCHITECT CAME BACK AND SAID YOU COULD PURCHASE AND PLANT 514 NEW THREE INCH CALIPER TREES WITH THAT WITH THOSE FUNDS. SO IF YOU TAKE THE TREES WE'RE PLANTING AND THE TREES THAT WE ARE PAYING TO BE PLANTED ELSEWHERE, THAT EXCEEDS [01:55:07] THE NUMBER OF TREES, WE'RE MOVING ON THE SITE. SO WE FELT THAT WE'VE TAKEN EXTRA EFFORTS TO TRY TO MITIGATE THE IMPACT THAT DEVELOPING A SITE HAS A LOT OF TREES AND A LOT OF TAUPO HAS, AND THAT'S ONE OF THE THINGS WE DID. ADDITIONALLY, I THIS STATS PRETTY INTERESTING. SO WE WORKED WITH OUR LANDSCAPE ARCHITECT AND HE CALCULATED THE EXISTING TREE CANOPY. SO IF YOU'RE LOOKING DOWN AT THE SITE YOU CALCULATE THE TREE CANOPY FROM THE FIRST SLIDE. THERE'S 314,000FT■!S OF TREE CANOPY. SO JUST ON OUR SITE WITH THE TREES WERE PLANTING, EXCLUDING THE MITIGATION FEES, JUST THE TREES WERE PLANTING ON THE SITE AT MATURITY. THE FUTURE TREE CANOPY ON THIS PARTICULAR SITE WILL BE GREATER THAN THE EXISTING CONDITION OF THE TREES, AND THAT EXCLUDES THE MITIGATION WHEREVER THOSE TREES GET PLANTED. THAT IS NOT IN THIS CALCULATION. SO IN CONCLUSION, WE'RE WORKING WITH THE SITE HERE THAT IS CHARACTERIZED BY A HEAVY TREE CANOPY AND EXTREME TOPOGRAPHY. WE WORKED WITH STAFF AND OUR ARBORIST TO SAVE TREES EVERYWHERE POSSIBLE. SO THAT FIRST ONE, THE REALIGNMENT OF THE SEWER LINE. THE SITE IS SERVED BY SEWER AT THE SOUTHEAST CORNER OF THE PROPERTY, ON THE OTHER SIDE OF HERO WAY. THIS REDUCED ALL OF THE IMPACTS TO THE TREES AND STILL WORKED WITH THE SITE. THE SECOND THING WE DID WAS LOOKED AT WHAT WE COULD DO TO REMOVE OR SAVE AS MANY TREES AS POSSIBLE AT THE MAIN ENTRY OF THIS BUILDING TOO. SO WHEN WE ORIGINALLY LAID OUT THE SITE, WE HAD STANDARD PARKING ALONG THE ENTIRE FRONTAGE OF THIS BUILDING, AS MOST DEVELOPMENTS DO. IT'S, YOU KNOW, RIGHT AT THE MIDDLE OF THE BUILDING, MAIN ENTRYWAY. BUT AS YOU CAN SEE, THERE'S A LARGE CLUSTER OF TREES HERE. SO THERE WERE ABOUT 20 PARKING SPACES THAT WE DECIDED, YOU KNOW, WE'RE STILL MEETING OUR PARKING NEEDS. WHAT WOULD BE TENANT NEEDS AS WELL? WE DECIDED IT WAS OKAY TO ELIMINATE THOSE PARKING SPACES, AND ENSURED THAT THE ELEVATIONS OF THE BUILDING, OF THE GRADING OF THE PARKING AROUND THAT AREA WERE SET AT AN ELEVATION CLOSE ENOUGH TO THOSE EXISTING TREES THAT THEY HAD A GOOD CHANCE OF SURVIVAL. AND THEN I'LL TALK THROUGH IN A COUPLE SLIDES HERE, BUT WE WENT AHEAD AND AMENITIZED THE SPACE AS WELL. SO IT WOULD BE A NICE FEATURE FOR EMPLOYEES. AND THEN THAT LAST CHANGE WAS THE ALIGNMENT ON COUNTY ROAD 270 OF THE WATER LINE. SO THIS WATER LINE NATURALLY FOLLOWS AND STAYS PRETTY CONSISTENT WITH THE RIGHT OF WAY. COLLECTIVE BARGAINING ARRANGEMENT THAT WE NEGOTIATED WITH LEANDER FIRE. SO WHICH DID CALL FOR THE RECLASSIFICATION OF THESE POSITIONS. SO, CHIEF, IF YOU COULD KIND OF DESCRIBE THE ORGANIZATIONAL STRUCTURE AND WHAT WE'RE MOVING TO, PLEASE. SURE. THANK YOU. GOOD EVENING. SO THE ORGANIZATIONAL STRUCTURE CURRENTLY WE DO HAVE CAPTAINS IN THE DEPARTMENT BUT THEY'RE IN ADMINISTRATIVE POSITIONS. SO WE HAVE THREE OF THOSE IN THE CURRENT ADMIN POSITIONS. AND WITH THIS RESTRUCTURE THAT PUTS SEVEN OF THEM INTO THE FIELD. SO THEY'LL BE WE HAVE THREE SHIFTS. AND SO THERE'LL BE TWO OF THEM ON TWO SHIFTS. THERE'LL BE THREE ON THE THIRD. AND THE REASON FOR THAT IS THE WE HAVE A LADDER TRUCK THAT IS STAFFED. SO THERE'LL BE A CAPTAIN ON EACH OF THE THREE SHIFTS ON THE LADDER TRUCK, AND THEN THERE'LL BE A CAPTAIN ASSIGNED TO THE EACH OF THE REMAINING STATIONS. SO THAT'S HOW WE ENDED UP WITH THE NUMBER SEVEN IS BECAUSE OF JUST THAT, THE WAY THAT STRUCTURE WORKS OUT. SO WITH THAT, THOSE CAPTAINS WILL TAKE ON SOME ADDITIONAL ADMINISTRATIVE DUTIES AS WELL AS SOME ADDITIONAL TACTICAL DUTIES. SO SO IT HAS BENEFIT BOTH IN THE FIELD AND IN ADMIN. SO WITH THAT, IT HELPS AS WE CONTINUE TO GROW TO MAINTAIN THAT CHAIN OF COMMAND OR THAT SPAN OF CONTROL. SO DURING EMERGENCY EVENTS SPAN OF CONTROL SHOULD BE IDEALLY BETWEEN 3 AND 7 WITH KIND OF FIVE AS THAT AVERAGE. AND SO THIS HELPS ENSURE THAT WE STAY WITHIN THAT SPAN OF CONTROL. OKAY. THANK YOU.
