AND I MENTIONED TO STAFF, I'VE BEEN DOING THIS AS A CONSULTANT SINCE 1999, AND MY FIRST COMPREHENSIVE PLAN WAS BASTROP, WHEN 71 WAS NOT YET A FREEWAY. SO THAT'S HOW FAR BACK I GO. I WENT TO UT UNDERGRADUATE, SO THERE WAS NO SUCH THING AS A 183 FREEWAY THIS FAR NORTH. SO DEFINITELY SEEING HOW THE WORLD HAS CHANGED ALONG WITH YOU. AND WE'VE DONE A NUMBER OF PROJECTS OVER THE YEARS THAT DO INVOLVE COMPREHENSIVE PLANS AND TRANSPORTATION PLANS AT THE SAME TIME. AND LOCHNER AND CD-NP HAVE ALSO WORKED TOGETHER ON TRANSPORTATION PLANS AND WITH THAT PUBLIC ENGAGEMENT ASPECT. SO CD-NP WILL BE COVERING THE OVERALL PUBLIC ENGAGEMENT FOR THE PROJECT. AND SO FOR TONIGHT, WE WANT TO INTRODUCE YOU TO WHAT'S AHEAD OVER THE NEXT ROUGHLY YEAR, THE PROCESS AND TIMELINE. WE'LL GIVE YOU SOME BACKGROUND AS A PREVIEW OF WHERE WE'RE HEADED. AND THEN AS I SAY, WE DO WANT TO DISCUSS WITH YOU A COUPLE OF

ITEMS AND DO THAT QUICKLY WITH OUR TIME. SO TO MOVE ALONG, WE WILL BE DOING THIS PROCESS THROUGH FIVE PHASES, AND WE ARE IN THIS FIRST PHASE OF WHERE YOU ARE TODAY. AND THAT'S PARTLY FACTS AND FIGURES KIND OF CAPTURE WHERE LANDER IS AT THIS POINT ON A NUMBER OF TOPICS, BUT ESPECIALLY THE TRANSPORTATION TOPIC AS WELL. THEN WE WILL COME BACK TO YOU, THIS GROUP IN MAY AND TALK ABOUT THE DIRECTION WE THINK THE PLAN SHOULD GO, WHERE THEY SHOULD FOCUS BASED ON THOSE NUMBERS, THAT CONTEXT, BUT ALSO WHAT WE'VE HEARD FROM LEADERSHIP, FROM THE PUBLIC, FROM STAKEHOLDERS. THEN WE WILL GO INTO THE FUTURE LANDER PHASE THAT WILL RUN INTO THE FALL. THAT'S REALLY WHERE OUR ADVISORY COMMITTEE WILL ESPECIALLY BE INVOLVED IN HELPING SHAPE THE UPDATE TO THE PLAN. BUT WE ALSO BE MEETING WITH THEM IN APRIL AND AND IN MAY TO START THAT PROCESS AS WELL. ONCE WE HAVE OVERALL DRAFT PLANS AND DRAFT DEFINITELY STILL ON THEM, WE WILL DO A THIRD WORKSHOP AGAIN WITH THIS JOINT GROUP AND TAKE YOU THROUGH THOSE DRAFTS AND MAKE SURE THEY'RE ON TARGET.AND THEN WE'LL TALK ABOUT HOW TO IMPLEMENT THOSE PLANS, THE DIFFERENT WAYS TO MAKE THINGS HAPPEN BASED ON THOSE PLANS. AND THEN IF AT THAT POINT WE'RE READY TO PROCEED, WE WOULD GO INTO THE PUBLIC HEARING PHASE AND POTENTIAL ADOPTION, STARTING WITH PLANNING, ZONING COMMISSION AND COMING BACK TO COUNCIL. AND SO OUR ADVISORY COMMITTEE WOULD GET US TO THAT POINT OF THE DRAFT PLANS. THEN IT REALLY COMES BACK TO THE DECISION BODIES TO ACT ON THOSE.
SO WE'RE WE'RE NOT GOING ALL THE WAY BACK TO THE BEGINNING, BUT DID WANT TO TALK ABOUT IN TERMS OF WHERE YOU ARE TODAY. AND IF YOU THINK BACK, THE LAST PLAN UPDATES WERE ROUGHLY ABOUT FIVE YEARS AGO. JUST A QUICK QUESTION, AND THIS IS FOR EVERYBODY OPEN DISCUSSION. SOME WAYS THAT LANDER IS REALLY NOT MUCH DIFFERENT FROM FIVE YEARS AGO AND THINGS THAT HAVE DEFINITELY CHANGED. SO LET ME ASK THE PRETTY MUCH THE SAME QUESTION FIRST. ANYONE IN THE GROUP, JUST THINGS THAT COME TO MIND, THINGS THAT HAVEN'T REALLY CHANGED IN FIVE YEARS.
WE'RE STILL GROWING AT A RAPID PACE. YES. I'D SAY TRAFFIC IS INCREASED IN FIVE YEARS. YES.
YOU WANT TO SAY THINGS THAT HAVEN'T CHANGED, RIGHT? THAT TOO. OKAY. THINGS THAT HAVEN'T CHANGED. LIKE DONNIE SAID, WE CONTINUE TO GROW AT A FAST PACE, BUT ALSO SOME OF OUR CITY SERVICES HAVE REMAINED THE SAME, EVEN THOUGH WE'VE GROWN A LITTLE MORE. AND, YOU KNOW, DOING A FIVE YEAR UPDATE, WE DON'T EXPECT THAT. A LOT OF THINGS HAVE CHANGED, BUT THERE'S TRENDS THAT ARE CONTINUING. AND SO WE'LL BE REVISITING THEM AGAIN FIVE YEARS DOWN THE ROAD. YES, SIR. AND I WAS GOING TO SAY SOMETHING THAT'S CHANGED IS MOST OF THE FACES ON PNC AND COUNCIL HAVE CHANGED. SO THAT'LL BE A DIFFERENCE FOR YOU.
AND THAT'S AN EXCELLENT POINT BECAUSE THESE PLANS DO GET ADOPTED AT A POINT IN TIME. AND THEY'RE MEANT TO BE A LONG TERM PERSPECTIVE, BUT THEY HAVE TO REFLECT LEADERSHIP PRIORITIES AND CAPABILITIES OF A CITY AT THAT POINT OF WHAT YOU CAN GET DONE, WHAT YOU HAVE, THE RESOURCES AND THE CONSENSUS TO DO. SO THAT'S PART OF IT AS WELL. THE OTHER THING WE LIKE TO ASK, WE LIKE TO HIGHLIGHT IN THESE PLANS ACCOMPLISHMENTS, WHAT DID YOU GET DONE BASED ON PREVIOUS PLANS? SO THE QUICK QUESTION HERE IS MAYBE SOME THINGS THAT YOU'RE MOST PROUD OF, EITHER AS A CITY GOVERNMENT OR OVERALL AS A COMMUNITY. AND WE'RE ASKING THESE OF ALL GROUPS, WE MEET WITH DEPARTMENTS AND COMMUNITY AS WELL. SO BUT THINGS THAT COME TO MIND FOR YOU THAT YOU'RE REALLY PROUD OF. WE GOT OUR SENIOR CENTER FINISHED. WE ACTUALLY MOVED INTO THE LEANDER ACTIVITY CENTER, BUT THREE YEARS AGO OR FOUR YEARS AGO. SO OUR SENIORS WERE MEETING IN THERE. BUT WE HAVE OTHER PROGRAMING THAT HAPPENS THERE AND WE DIDN'T HAVE THAT BEFORE. SO THAT'S SOMETHING THAT'S REALLY CHANGED AND THAT WE'RE PROUD THAT WE'RE ABLE TO OFFER AS A CITY. THANK YOU. ADD THAT, YOU KNOW, IT FEELS LIKE WE'VE MOVED TO WHERE WE ACTUALLY ARE MOVING THINGS FORWARD. WE HAVE A PLAN. WE'RE LOOKING AT BUILDING OUT THE INFRASTRUCTURE FOR THE ROADS WE'VE SOLVED. THE WATER THING HAS HAS COME A LONG WAYS, AND WE'VE CONTINUED TO DEVELOP THE COMMERCIAL ASPECTS OF THE CITY. I THINK THAT, YOU KNOW, SO WHEN WE LOOK AT IT, WE HAVE WE'VE MOVED A LONG WAYS, BUT WHAT WE'VE DONE IS, YOU KNOW, KIND OF MAGNIFIED SOME OF THE PROBLEMS WE HAVE AND THAT WE HAVE TO FIGURE OUT HOW WE'RE GOING TO STRUCTURE AND HOW WE'RE GOING TO ORGANIZE IN ORDER TO MEET THE DEMANDS AND EVERYTHING THAT KIND OF GOES WITH THAT STEPPED UP ABILITY TO DELIVER SERVICES, AND ALSO ALL THE REQUIREMENTS OF RUNNING A BIGGER CITY AND COUNCIL MEMBER. HUME. COUNCIL MEMBER HARRIS POINT, I THINK ONE OF THE PROUD ACCOMPLISHMENTS OF OUR CITY HAS BEEN OUR INVESTMENTS IN OUR PUBLIC SAFETY AND OUR ECONOMIC DEVELOPMENTS, AND THAT'S LED TO US BEING RECOGNIZED AS ONE OF THE FASTEST GROWING CITIES, ONE OF THE BEST CITIES TO LIVE IN TEXAS AND ONE OF THE SAFEST

CITIES AND ALL THINGS THAT WE'RE WORKING TOWARDS EVERY DAY. THANK YOU. ALSO HAVE TO THANK THE COMPREHENSIVE PLAN THAT WAS PREVIOUSLY ADOPTED FIVE YEARS AGO HAS BEEN REALLY A BACKBONE OF WHAT WE USE TODAY. AND SO IT SHOWS THAT IT WAS SUCCESSFUL. IT IS HELPING US TO GUIDE A LOT OF THE DECISIONS WE MAKE ON THE P AND Z AND THE CITY COUNCIL. SO I WOULD SAY THAT IT IS SUCCESSFUL. I'M GLAD THAT WE'RE HERE TO LOOK AT HOW WE CAN REFINE IT AND IMPROVE IT, TO MAKE IT EVEN MORE SUCCESSFUL IN THE FUTURE. AND, AND I'LL TELL ON THAT ONE, BECAUSE I THINK THAT WHAT WE'VE DONE GREAT AS A CITY, AND ESPECIALLY OUR CITY COUNCIL, IS THAT IF WE FIND THAT, YOU KNOW, IT'S A BIG CITY. SO IF WE FIND THAT SOMETHING DOESN'T WORK IN THE PLAN, THEY'VE MADE THOSE ADJUSTMENTS. SO IT GIVES US THE GUIDELINES WE HAVE TO GO FORWARD. AND AND IT'S FLEXIBLE. SO IT'S NOT A RIGID. WE'RE GOING TO ALWAYS DO THIS. IT'S, HEY, LET'S RELOOK AT THIS. LET'S MAKE THE APPROPRIATE ADJUSTMENTS AND THEN MOVE FORWARD FROM THERE.AND WE ARE ABSOLUTELY NOT STARTING FROM SCRATCH. WE ARE BUILDING ON A CURRENT PLAN AND REFINING AND STEPPING BACK TO TAKE A LOOK AT THE WHOLE PACKAGE. ALL RIGHT. VERY GOOD.

AND THEN AS THINGS OPENED UP AND, YOU KNOW, I WOULD HAVE TO TRAVEL FROM HERE TO DOWNTOWN, IT WAS JUST PRESENTED WITH A LOT OF TRAFFIC. AND THEN A LOT OF THE PEOPLE THAT I'VE MET, YOU KNOW, FELLOW NEIGHBORS AND, AND PEOPLE THAT HAVE LIVED HERE IN LEANDER AND, YOU KNOW, BEEN ABLE TO EXPERIENCE THE GROWTH FROM, YOU KNOW, 2010 AND PROBABLY EVEN BEFORE THEN, YOU KNOW, I HEAR THE STORIES OF, YOU KNOW, IT WASN'T NOTHING HERE. AND, YOU KNOW, IT WAS A BUNCH OF OPEN LAND AND HORSES AND, YOU KNOW, COWS AND THINGS LIKE THAT, YOU KNOW, AROUND HERE. AND SO TO BE HERE NOW AND TO BE PART OF THE GROWTH AND TO SEE HOW THE CITY CAN BE AND HOW IT CAN MOVE AS FAR AS TRAFFIC ANYWAY, I WOULD SAY TRAFFIC WOULD BE BE THE NUMBER ONE THING FOR ME. I THINK THAT IT'S, AGAIN, MORE COMPREHENSIVE, TAKES INTO ACCOUNT ALL OF THE DIFFERENT TYPE OF PEOPLE AND THE WAY THEY MOVE AROUND. QUALITY OF LIFE IS OBVIOUSLY SOMETHING THAT'S VERY, VERY IMPORTANT TO THE PEOPLE WHO MOVE HERE AND LIVE HERE, BECAUSE THAT IS WHAT THEY DO DAY TO DAY, AND WE'VE DONE A LOT TO BE ABLE TO ADDRESS THE CONVENIENCES OF LIFE. THERE'S A PICTURE FROM LAST MONTH THAT'S A LARGER CRANE. IT'S NOW BEEN REPLACED BY SOME SMALLER CRANES THAT ARE ERECTING THE WALLS OF THE PUMP STATION. THEY'RE CONTINUING TO WORK ON THE TRANSFORMER YARD, ELECTRICAL ROOM, MAINTENANCE BUILDING. WE ALSO I THINK I MENTIONED THIS LAST MONTH, WE'RE EVALUATING A PROPOSAL FOR A SIXTH SIXTH PUMP. IT'S KIND OF HARD TO SEE, BUT THERE ARE RIGHT HERE THERE'S SIX PUMP CASINGS. SO WE CURRENTLY IN THIS PROJECT HAVE FIVE. SO FOUR OF THEM ARE 15 MGD WITH 130 MGD. SO WE'RE LOOKING AT ADDING A SIX PUMP JUST FOR REDUNDANCY IN THAT SIXTH PUMP CASING. WHEN THAT IS WITHOUT THAT THE PUMPING CAPACITY IS 59 MILLION GALLONS A DAY. THAT GETS SENT TO THE SANDY CREEK PLANT AS WELL AS THE BCR PLANT. SO OF COURSE, ADDING TO THAT WILL INCREASE IT TO 89 MILLION GALLONS A DAY FOR THAT REDUNDANCY. WE ARE ALSO STARTING A FEASIBILITY STUDY FOR BACKUP GENERATORS.CURRENTLY, THERE ARE TWO FEEDS THAT GO INTO THIS PUMP STATION. ONE IS A DEDICATED FEED FEEDS THE ENTIRE PLANT. SHOULD THAT PRIMARY FEED GO DOWN, THERE IS A SECONDARY FEED. IT DOESN'T POWER THE ENTIRE STATION. SO WE WERE LOOKING AT THE OPTION OF ADDING GENERATORS. IT'S KIND OF HARD TO SEE HERE. RIGHT THERE IS THE THE ELECTRICAL BUILDING THAT CURRENTLY POWERS THE SANDY CREEK BARGE. SO THEY WOULD THEORETICALLY GO THERE. SO WE'RE LOOKING TO EVALUATE THAT.

AND THEN ULTIMATELY IT WILL BE 145 MILLION GALLON PER DAY PUMP STATION AS THOSE 15 MGD PUMPS EITHER AGE OUT OR AS THE CITY NEEDS CHANGE AND WE NEED MORE WATER. CEDAR PARK, ROUND ROCK. THEY WOULD BE SWITCHED OUT FOR THOSE 30 MGD PUMPS. OH, THE 145 WHAT PORTION IS OURS? SO 12 GOES TO SANDY CREEK AND I KNOW A PORTION GOES TO CEDAR PARK.
CEDAR PARK'S PLANT IS 26 MGD, SO THERE HAS TO BE SOME REDUNDANCY IN THERE. SO MAYBE I DON'T HAVE EXACT NUMBERS, BUT I CAN GET IT TO YOU. AND THEN THE REMAINDER WOULD GO TO BCR. OKAY.

I THOUGHT THIS WAS A REALLY GOOD PICTURE. SO THAT'S THE BIG CLEAR WELL UP THERE. NINE MGD SORRY, 9 MILLION GALLON CLEAR.WELL NEXT TO THE SIX THAT'S ALREADY THERE, THE DISINFECTION BASIN YOU CAN SEE IS EXCAVATED THERE. AND THEN THAT'S THE NEW TREATMENT STRUCTURE. IT WAS RATED AT 12 MGD, BUT BECAUSE OF THESE LAGOONS HERE THAT WERE UNDERSIZED AND NEVER REALLY EXPANDED, IT STRUGGLED TO MAKE THAT 12. THEY CAN CONSISTENTLY DO NINE MGD KIND OF A MAX CAPACITY OF TEN AND A HALF. SO BY DOING THIS EXPANSION. AND THEN WE ALSO ADDED A REDUNDANT TREATMENT UNIT ON THERE, GETS US ANOTHER 3 MILLION GALLONS A DAY TREATMENT CAPACITY THERE, GETS IT TO THAT FULL 12 WITH A BACKUP TREATMENT UNIT. THIS ONE IS GETTING THERE. IT'S WE'RE HOPING THIS MONTH. BUT I MEAN MOSTLY EVERYTHING IS DONE. YOU CAN SEE A LOT OF THE NICE, YOU KNOW, NICE NEW PAVING. ALL THE STRUCTURES ARE THERE. THE NEW TREATMENT UNIT IS OVER HERE.
THE CLARIFIER I MEAN EVERYTHING IS IS BASICALLY FUNCTIONAL. THEY ARE AWAITING. THERE'S SOME GRADING ISSUES AROUND THOSE OF YOU THAT HAVE BEEN TO THE PLANT, THERE'S THAT, YOU KNOW, ELEVATED GRADING. SO THEY'RE ADJUSTING THAT. SO I THINK THAT WILL BE THE FIRST THING. THE TREATMENT UNIT WILL COME ONLINE. THE SLUDGE PROCESSING WE ARE AWAITING, WE JUST PROCESSED A CHANGE ORDER TO GET WATER SUPPLY TO THAT BUILDING. SO ONCE I THINK THAT THAT ONE MIGHT SLIP INTO APRIL, ACTUALLY, AS WE GET THAT CHANGE ORDER PROCESSED AND THE CONTRACTOR COMPLETES THAT WORK, SO THEY'LL DO THE STARTUP AND TESTING AT THE SLUDGE PROCESSING LATE THIS MONTH OR EARLY NEXT MONTH. AND THEN LASTLY, THE WILLIAMSON COUNTY WATER GROUP. THIS IS THE TOP 20 WATER PROVIDERS IN THE COUNTY THAT HAVE COME TOGETHER THROUGH WILLIAMSON COUNTY TO EVALUATE KIND OF THOSE REGIONAL WATER NEEDS. AND THEN THE SUPPLY OPTIONS. SINCE OUR LAST MEETING, WE, THE EXECUTIVE COMMITTEE HAS MET AND MADE A RECOMMENDATION TO THE COUNTY ON WHO OUT OF THE QUALIFIERS, I THINK THERE WERE 14 PROPOSERS. WE SUBMITTED OUR OUR TOP CHOICE.
SO WE WILL BE THE COUNTY WILL AND US WILL BE NEGOTIATING THAT SCOPE WITH THEM. SO WE MET INTERNALLY THIS WEEK JUST WITH OUR STAFF. MAKE SURE YOU KNOW WHAT WE WANT IS IN THE SCOPE.
AND THEN WE'LL MEET WITH THE THE EXECUTIVE TEAM NEXT WEEK TO JUST KIND OF FINE TUNE THAT SCOPE AND MAKE SURE IT'S GOOD. A RESOLUTION TO SUSPEND FOR 45 DAYS THE EFFECTIVE DATE PROPOSED BY ATMOS ENERGY CORPORATION, MIDDLESEX DIVISION, TO INCREASE RATES UNDER THE GAS RELIABILITY INFRASTRUCTURE PROGRAM AND AUTHORIZE THE CITY OF LEANDER'S CONTINUED PARTICIPATION IN A COALITION OF CITIES KNOWN AS THE ATMOS TEXAS MUNICIPALITIES. CITY MANAGER TODD PARKER. HELLO, HELLO. SO OKAY, SO IN 2003, THE STATE PASSED THE GAS RELIABILITY INFRASTRUCTURE PROGRAM. THE GRIP, WHAT THAT IS, IT CREATED A YEAR TO YEAR KIND OF STREAMLINED PROCESS FOR GAS ENTITIES TO BE ABLE TO SUBMIT RATE ADJUSTMENTS TO THE RAILROAD COMMISSION. THAT PROCESS IS AN ADMINISTRATIVE REVIEW PROCESS THAT DOESN'T REQUIRE THEM TO NECESSARILY NECESSARILY SUBMIT ALL THE DETAILS THEY WOULD FOR A FORMAL RATE STUDY. SO THEY CAN DO THAT OVER A PERIOD OF SIX YEARS. SO IN THIS CIRCUMSTANCE, WHEN THEY MAKE THAT SUBMISSION, THEY HAVE TO PROVIDE A 60 DAY NOTICE TO THE RATEPAYERS OF THEIR INTENDED RATE INCREASES. THERE IS A PROCESS WHERE THE RAILROAD COMMISSION CAN DEFER THAT DECISION FOR 45 DAYS TO ENSURE THAT THE APPROPRIATE COMPONENTS TO RATE MAKING HAVE BEEN IMPLEMENTED IN THEIR PROPOSED RATE. SO, AGAIN, WE HAVE A STREAMLINED PROCESS THAT CAN GO UP TO SIX YEARS BEFORE THEY SUBMIT A FORMALIZED RATE PROCESS. THE RATE ADJUSTMENTS THAT THEY'RE LOOKING AT AREN'T NECESSARILY LOCATED WITHIN A SPECIFIC GEOGRAPHICAL AREA. THEY'RE LOOKING TO APPORTION THOSE COSTS SYSTEM WIDE. SO IN THE CASE OF ATMOS, THEY HAVE STATEWIDE GAS INFRASTRUCTURE AND THEY THEY'VE GOT CAPITAL RECOVERY THAT THEY ARE SAYING THAT THEY HAVE TO RECOVER THROUGH THIS PROCESS. THOSE FOR THE SINGLE FAMILY RESIDENTS WOULD REPRESENT ABOUT A 41% RATE INCREASE THAT WOULD GO TO EFFECT. SO YOUR TYPICAL MONTHLY BILL WOULD GO FROM $25 TO ABOUT $3,536 PER MONTH. SO THIS RESOLUTION DOES COME FROM THE ATMOSPHERE COMMITTEE. WE ARE A MEMBER OF THE WEST TEXAS PORTION. THERE ARE 170 CITIES TOTAL ACROSS THE STATE OF TEXAS THAT ARE PART OF THIS COALITION. AND THIS RESOLUTION IS GOING OUT TO ALL THE COMMUNITIES THAT ARE IN THIS COALITION TO MAKE THAT REQUEST THAT THE RAILROAD COMMISSION EXTEND THAT DETERMINATION ON THE RATE INCREASE FOR 45 DAYS.
