GOOD EVENING. MAYOR. MEMBERS OF THE TRUSTED SERVANTS OF THE CITY COUNCIL, CITY STAFF, AND OUR FELLOW LEANDER RESIDENTS AND GUESTS. BEFORE WE BEGIN, LET ME JUST SHARE THIS REAL QUICK. MY HUSBAND AND I DECIDED TO FAST DURING HOLY WEEK, SO I CAN'T DISCOUNT THE FACT THAT WE ARE ON DAY FOUR, AND THIS EVENING MARKS 108 HOURS THAT I HAVE NOT HAD FOOD, SO THAT'S WHY I WROTE IT DOWN. I DIDN'T KNOW HOW CLEAR MY MIND WOULD BE. THIS IS NOT SOMETHING THAT I HAVE DONE BEFORE AND LAST NIGHT WAS REALLY HARD. I WAS STRUGGLING SPIRITUALLY, MENTALLY AND PHYSICALLY AND I SHARED MY STORY. OVER THE PAST FEW YEARS, WE'VE BEEN NOTICING THE NORTH CREEK SUBDIVISION HAS BECOME MORE AND MORE ARE HAVING ISSUES WITH CODE VIOLATIONS, DEALING WITH CHILDREN HAVING TO WALK IN THE STREET DUE TO VEHICLES BLOCKING SIDEWALKS. IN FACT, I PROVIDED EVIDENCE TO THAT TO THE ASSISTANT CITY MANAGER EARLIER TODAY ABOUT IT. WE'RE ALSO NOTICING A NUMBER OF ABANDONED VEHICLES ERECT VEHICLES IN THE NEIGHBORHOOD THAT HAVE GONE UNTREATED. NOW, I'VE BEEN WORKING WITH THE CITY ORDINANCE DEPARTMENT, BUT HAVE NOT RECEIVED ANY SORT OF FEEDBACK OR ANY SORT OF RESPONSE WHEN IT COMES TO BY COMPLAINTS. WE HAVE OTHER NEIGHBORS WITHIN OUR NEIGHBORHOOD WHO ARE ALSO FEEL THE SAME WAY, BUT ARE TOO AFRAID TO SPEAK UP DUE TO BEING RETALIATED ON BY NEIGHBORS. SO I'M HERE ON BEHALF OF THEM IN HOPES THAT WE CAN GET SOME ATTENTION TO THE NORTH CREEK SUBDIVISION SO IT DOES NOT BECOME OR DOES NOT PROVE TO BE A BROKEN WINDOW THEORY, WHICH IS STARTING TO BECOME THAT. IT STARTED TO BECOME PROOF OF THE BROKEN WINDOW THEORY. IT STARTED TO HAPPEN IN NORTH CREEK. SO I WOULD LIKE TO INVITE THE CITY COUNCIL TO COME TO NORTH CREEK TO SEE WHAT IS HAPPENING IN OUR SUBDIVISION. WHEREAS THE MONTH OF APRIL IS RECOGNIZED NATIONALLY AS CHILD ABUSE PREVENTION AND AWARENESS MONTH, A TIME TO RAISE AWARENESS ABOUT THE CRITICAL ISSUE OF CHILD ABUSE AND NEGLECT, AND RECOGNIZE THAT EVERY CHILD HAS THE RIGHT TO GROW UP IN A SAFE, NURTURING ENVIRONMENT, FREE FROM ABUSE AND NEGLECT, AND ACKNOWLEDGE THE WELL-BEING OF OUR CHILDREN AS A SHARED RESPONSIBILITY THAT STRENGTHENS THE FOUNDATION OF OUR COMMUNITY. AND WHEREAS, CHILD ABUSE AND NEGLECT IMPACT CHILDREN OF ALL AGES, RACES AND SOCIO ECONOMIC BACKGROUNDS, POSING A SIGNIFICANT THREAT TO OUR PHYSICAL, EMOTIONAL AND DEVELOPMENTAL HEALTH, REQUIRING A UNITED EFFORT TO ADDRESS. NEGLECT, PREDOMINANTLY IMPACTING CHILDREN AGED 7 TO 12 YEARS OLD, FOLLOWED BY 13 TO 17 YEAR OLDS AND THEN BIRTH TO SIX YEAR OLDS. ADDITIONALLY, WCC PROVIDED 385 MEDICAL EXAMS, SUPPORTED 621 FAMILIES THROUGH ADVOCACY ADVOCACY, DELIVERED TRAUMA THERAPY TO 158 INDIVIDUALS, EDUCATED 23,526 COMMUNITY MEMBERS ON CHILD SAFETY AND HAD 2853 VOLUNTEER HOURS REPRESENTED BY OVER 700 VOLUNTEERS. AND WHEREAS, THE CITY OF LEANDER RECOGNIZES THE IMPORTANCE OF RAISING AWARENESS ABOUT CHILD ABUSE PREVENTION AND SUPPORTING EFFORTS THAT EMPOWER FAMILIES, TRAIN COMMUNITY MEMBERS, AND FOSTER PARTNERSHIPS WITH LAW ENFORCEMENT AND CHILD SERVING PROVIDERS TO CREATE A SAFER ENVIRONMENT FOR CHILDREN. UNFORTUNATELY, THERE'S NOT TIME TO TRY TO SIT THERE AND TRY TO HELP SOMEBODY WHO'S GOING THROUGH SOMETHING TRAUMATIC, BECAUSE YOU'RE DEALING WITH THE SITUATION AT HAND. THAT'S ALWAYS BEEN SOMETHING IN MY HEART THAT WAS DIFFICULT, BECAUSE YOU WANT TO BE ABLE TO STOP AND SHOW COMPASSION AND CARE AT THAT EXACT MOMENT, BUT YOU'RE DEALING WITH A CAR WRECK OR ANYTHING OF DOMESTIC VIOLENCE SITUATION. I'VE NEVER DONE THIS BEFORE. YOU'RE OKAY. ONE OFF OF RONALD REAGAN. NAVIGATING THE SCHOOL ZONE IS OFTEN IGNORED EVEN BY BUSSES. I'VE BEEN PASSED BY BUSSES, NOT FOLLOWING THE SCHOOL ZONE. I'M A MOM, SO I FOLLOW IT BECAUSE THERE'S KIDS WALKING ON THE SIDEWALK AND I'M JUST SHOCKED THAT BUS HAS PASSED ME. PEOPLE ARE FLYING PAST ME, DOING 40 MILES AN HOUR IN A 30 MILE DESIGNATED SCHOOL ZONE. BACK TRAFFIC BACKS UP PAST THE ENTRANCE OF OUR NEIGHBORHOOD EVERY SINGLE MORNING. SO JUST THINK ABOUT TRYING TO MAKE A LEFT TURN TO GET OUT. AND YOU CAN'T BECAUSE THE RIGHT LANE IS BACKED PAST THE NEIGHBORHOOD. SO THEN YOU HAVE TO MAKE A LEFT INTO THE LEFT LANE, HOPING NOBODY FLINGS OUT IN FRONT OF YOU TO TRY AND CUT IN THE LINE. I HAVE A DRIVER, A TEENAGER, AND I'M TERRIFIED EVERY SINGLE MORNING WHEN SHE GOES TO SCHOOL. JUST YESTERDAY, I PERSONALLY EXPERIENCED AN INCIDENT WHERE I WAS GOING DOWN CRYSTAL FALLS AND A TEENAGER DECIDED IT WAS THE BEST CHOICE TO WALK ACROSS THE STREET. SHE JAYWALKED I SLAMMED ON MY BRAKES. I ALMOST HIT HER. THANKFULLY, WE WERE BOTH SAFE. BUT WHAT HAPPENS THE NEXT TIME?
