I'VE BEEN WITH LEANDER FOR 18 YEARS AND IN THE FIRE SERVICE FOR 28 YEARS. THAT'S CRAZY TO SAY OUT LOUD. AND I'VE BEEN THE FIRE MARSHAL FOR MOST OF MY TENURE WITH THE CITY. SO I KNOW IN THIS ROOM, THERE'S A LOT OF PEOPLE WITH A LOT OF RESPONSIBILITY. YOU'RE DEALING WITH GROWTH INFRASTRUCTURE, CODE RELATED QUESTIONS AND DEVELOPMENT, COMMON AREAS, LANDSCAPING STANDARDS, SAFETY CONCERNS, AND THAT DAY TO DAY GRIND OF JUST KEEPING THE NEIGHBORHOOD BEAUTIFUL AND FUNCTIONING WELL. IT'S NOT REALLY A THEORY OR A PERIODIC HEADLINE THAT WE WILL SEE FROM TIME TO TIME, OR SOMEBODY ELSE'S CHALLENGE, BUT AS A REAL HAZARD FOR OUR CITY AND MORE SPECIFICALLY, AS A SHARED RESPONSIBILITY AND LEADERSHIP CHALLENGE FOR OUR HOA BOARDS AND COMMUNITIES. SO BEFORE WE MOVE ON, I ALWAYS LIKE TO COVER THIS TERM. SOME MAY HAVE HEARD THIS TERM FROM TIME TO TIME, AND YOU WILL CERTAINLY HEAR IT TODAY. AND THAT IS WHO WE W I IT'S WILDLAND URBAN INTERFACE. SPEAKS ABOUT AN AREA WHERE THE HOMES AND NEIGHBORHOODS MEET THE WILDLAND AND NATURAL VEGETATION, CREATING THAT WILDFIRE RISK ZONE. THE IMAGES ON THE RIGHT ARE HOW A WUI CAN INTERACT AND IMPACT OUR COMMUNITY, AND WHAT CAN OCCUR WHEN A WILDFIRE MOVES THROUGH AN AREA. WE ALL KNOW THAT LEANDER IS GROWING AND IT'S CONTINUING TO GROW AT A AT A REALLY GOOD PACE. AND AS WE GROW, WE CONTINUE TO EXPAND INTO THE HILL COUNTRY, INTO DENSER VEGETATION, STEEPER AND MORE COMPLEX TOPOGRAPHY, AND INTO AREAS WHERE OUR HOMES AND OUR WILDLAND, THE INTERFACE CO-EXISTS. THAT IS OUR WUI. THAT IS WHERE OUR WILDFIRE RISK LIVES. THAT MATTERS BECAUSE WILDFIRE AND LEANDER IS NOT HYPOTHETICAL. UNFORTUNATELY, WE'VE EXPERIENCED IT ON A LARGE SCALE. WHO CAN REMEMBER THE FIRES OF 2011? IT WAS A SCARY TIME. AND DURING THAT YEAR IN THE STATE OF TEXAS, IT ACCOUNTED FOR OVER 47% OF THE TOTAL US ACRES BURNED THAT YEAR. IT ALSO ACCOUNTED FOR SIX OF THE LARGEST FIRES IN OUR HISTORY WITHIN THE STATE AND THAT SINGLE SEASON. SO WHY AM I TELLING YOU THIS? BECAUSE LEANDER WASN'T SPARED. THE HORSESHOE FIRES LEFT A MARK IN OUR COMMUNITY. HOMES WERE DESTROYED, FAMILIES WERE DISPLACED, AND OVER 330 ACRES BURNED. AND AS WITH MOST LARGE SCALE EVENTS, THE LESSONS LEARNED FROM THOSE TRAGEDIES STILL DRIVE OUR DECISIONS AND OPERATIONS TODAY. WHEN FIRE GETS INTO A NEIGHBORHOOD, IT MOVES FAST, IT BEHAVES DIFFERENTLY, AND IT EXPOSES EVERY WEAKNESS THAT WE FAIL TO DEAL WITH BEFOREHAND. SO WHEN WE TALK ABOUT HOA WILDFIRE PREPAREDNESS, OUR INTENT IS NOT TO INSTILL FEAR, BUT RATHER TO SHIFT OUR ATTENTION AND EMPOWER US WITH THE VICARIOUS KNOWLEDGE GAINED FROM OUR PAST. ONE OF THE BIGGEST MISCONCEPTIONS PEOPLE HAVE ABOUT WILDFIRE IS THAT HOMES ARE LOST BECAUSE OF A GIANT WALL OF FLAMES OR A FIRE TSUNAMI THAT CONSUMES EVERYTHING IN ITS PATH. IN THE VIDEOS THAT WE SEE ONLINE, ALONG WITH THE SENSATIONALISM SURROUNDING WILDFIRE EVENTS, CONTRIBUTE TO THIS PERSPECTIVE. BUT THE SCIENCE AND STUDY OF PAST EVENTS DO NOT BEAR THIS OUT. MORE OFTEN, HOMES IGNITE FROM FLYING EMBERS OR FIREBRANDS, AND FROM BURNING MATERIAL IN CLOSE PROXIMITY TO THE STRUCTURE. WIND DRIVEN, WIND DRIVEN EMBERS LANDING IN THE WRONG PLACE, SUCH AS IN THE LEAF LITTER IN A GUTTER, A WOOD FENCE WICKING OR ALLOWING THE FIRE TO TRAVEL TO THE HOME AND IGNITING COMBUSTIBLE MULCH, DRY VEGETATION OR OTHER MATERIALS, EACH BECOMING THEIR OWN PATHWAY TO THE STRUCTURE. THE SCIENCE KEEPS POINTING US BACK TO THE SAME PLACE. THE CONSTRUCTION OF THE HOME AND THE AREA IMMEDIATELY AROUND IT IS WHAT DRIVES SURVIVABILITY. THAT IMMEDIATE AREA AROUND YOUR HOME MATTERS MORE THAN MOST PEOPLE REALIZE. IN MANY CASES, THAT'S WHERE THE BATTLE IS WON OR LOST. NOT WHEN SMOKE IS ALREADY IN THE AIR, WHEN FLAMES ARE COMING UP THE SLOPE OR OVER THE HILL. NOT EVEN WHEN THE FIRE ENGINE SHOWS UP, BUT LONG BEFORE THAT. WITH HOW YOUR HOME AND THE ENTIRE COMMUNITY ARE PREPARED AND MAINTAINED. SO HOW DO WE DEFEND AGAINST THESE THREATS? WE NEED TO THINK IN TERMS OF ZONES. IN THIS AREA, YOU FOCUS ON SPACING AND PRUNING TREES, RESTRICTING FIRE MOVEMENT INTO CROWNS AND TREE CANOPY, AND ULTIMATELY REDUCING THE FIRE INTENSITY ON LARGER PROPERTIES OR THOSE ADJACENT TO SLOPES THAT ARE GREATER THAN 20%. YOU ALREADY HAVE A LEADERSHIP STRUCTURE, YOU HAVE COMMUNICATION CHANNELS, COMMON INTERESTS, AND UNDERSTANDING OF THE IMPORTANCE OF SHARED RESPONSIBILITY. AS MUCH AS WE WOULD LIKE TO BE EVERYWHERE AT ONCE, THE NEIGHBORHOODS THAT SURVIVE TIME AND TIME AGAIN ARE NEIGHBORHOODS THAT WERE WERE PREPARED WELL BEFORE THE FIRST CALL CAME IN. AND THAT'S NOT PESSIMISM. THAT'S A PROVEN REALITY. AND THAT REALITY IS VALUABLE IF WE EMPOWER ONE ANOTHER WITH THAT UNDERSTANDING AND TAKE A WHOLE COMMUNITY APPROACH. SO THEN LET'S KIND OF SHIFT TO A MORE PRAGMATIC APPROACH AND GO BACK TO THE FIRE WISE FOR A MOMENT. IF AN HOA SAYS, OKAY, THAT SOUNDS GREAT, WE'RE IN NOW WHAT DO WE DO NEXT? THE FIREWISE PROCESS GIVES US A VERY WORKABLE PATH. AS STATED BEFORE, WE WILL ORGANIZE, PLAN, ACT AND REPORT OR SET IN ANOTHER WAY. WE WILL GET LEADERSHIP IN PLACE, UNDERSTAND, LEARN AND UNDERSTAND YOUR RISK. CREATE A MULTI-YEAR ACTION PLAN. DO THE WORK AND DOCUMENT OUR PROGRESS. BUT YES, WE HAVE A WASTEWATER CONTRACT WITH LIBERTY HILL TO TREAT KIND OF THAT UPPER NORTHERN PART OF THE CITY. WE ALSO SEND A BULK OF OUR WATER. I DON'T THINK I HAVE A MAP FOR IT, BUT KIND OF THE SOUTHEASTERN PART OF THE CITY ACTUALLY FLOWS ALL THE WAY TO ROUND ROCK. SO WE, WE HAVE ANOTHER PARTNERSHIP WITH THE CITIES OF ROUND ROCK, CEDAR PARK. AND ACTUALLY AUSTIN IS A PARTNER AS WELL THAT TREATS IT ALL THE WAY OVER KIND OF BY KALAHARI AREA.
