LAST YEAR THERE WAS A LEGISLATIVE UPDATE ABOUT A PREEMPTION FOR IN-HOME DAYCARES REGARDING SAFETY AND HEALTH REGULATIONS. SO I WANTED TO KIND OF TALK ABOUT WHAT OUR ORDINANCE SAYS TODAY AND GO OVER SOME RESEARCH THAT WE'VE DONE WITH OTHER COMMUNITIES. SO TODAY, THE ZONING ORDINANCE ALLOWS FOR FIVE OR FEWER CHILDREN IN AN IN-HOME DAYCARE. SO THAT'S A PLACE WHERE YOU LIVE AND YOU'LL HAVE A SPACE WHERE YOU'RE TAKING CARE OF CHILDREN. WE ONLY ALLOW THAT IN PROPERTY ZONED FOR RESIDENTIAL, AND WE ALLOW FOR A FULL BLOWN DAYCARE IN COMMERCIAL DISTRICTS. SO WE DID SOME RESEARCH WITH SOME SURROUNDING CITIES, AND WE GOT A PRETTY BIG VARIETY OF DIFFERENT WAYS OF HANDLING THIS.
A LOT OF PEOPLE HAVE THEIR LIMITS. LET'S SEE, STARTING CEDAR PARK HAS A UNIQUE ONE WHERE THEY DO RANGES OF AGES. ROUND ROCK IS SIX OR FEWER. SO IS TAYLOR HUTTO, PFLUGERVILLE.

THE CHANGE WE WOULD ASK IS TO ADD A DEFINITION OF IN-HOME DAYCARE WITH THE ZONING ORDINANCE. IF WE CHOSE THIS PATH. THE SECOND IS TO ALLOW UP TO SIX CHILDREN. THIS WOULD MAKE US CONSISTENT WITH SOME OF THE OTHER CITIES. IT HAS THE SAME MINIMAL IMPACT ON NEIGHBORING PROPERTIES. BUT AGAIN, IT DOESN'T HELP WITH AFFORDABLE CHILDCARE. AND WE'D HAVE THE SAME ORDINANCE UPDATE WHERE WE ADDED A DEFINITION. THE THIRD OPTION WOULD BE TO ALLOW FOR UP TO SIX CHILDREN PLUS SIX CHILDREN FOR AFTER SCHOOL CARE. SO THAT WOULD BE AFTER THEY GET OUT OF ELEMENTARY SCHOOL. THEY WOULD COME TO THE IN-HOME DAYCARE. WE FELT LIKE THIS STILL HAD A MINOR IMPACT ON THE ADJACENT PROPERTIES IN A RESIDENTIAL NEIGHBORHOOD, AND IT DID EXPAND THE CHILDCARE OPTIONS. WE FELT LIKE THE MORNING TRAFFIC WOULD BE SIMILAR TO THE WAY IT IS TODAY, WHEN YOU ONLY HAVE THE FIVE KIDS. THE CONCERN WOULD BE THERE MIGHT BE A LITTLE MORE TRAFFIC IN THE AFTERNOON. IT REALLY JUST DEPENDS ON WHEN PARENTS WOULD PICK UP THE CHILDREN. THERE WAS A CONCERN ABOUT WHEN YOU HAVE A HIGHER ENROLLMENT, HOW IT AFFECTS THE HOUSE. WE'VE HAD A COUPLE CASES WHERE THEY HAVE CONVERTED GARAGES OR THEY LOOK AT EXPANSIONS TO THEIR HOMES, AND THAT DOES CHANGE THE CHARACTER OF THE NEIGHBORHOOD. SO IF WE WENT THIS PATH, WE WOULD SUGGEST A COUPLE OF ORDINANCE AMENDMENTS. WE WANT A DEFINITION OF IN-HOME DAYCARE, AND WE WOULD WANT TO ADD SOME STANDARDS AROUND TEMPORARY PARKING AND TRAFFIC CIRCULATION FOR DROP OFF. IF YOU LOOK AT A CUL DE SAC AND THEY JUST HAVE A TWO CAR DRIVEWAY AND YOU'VE EXPANDED IT TO ADD MORE CHILDREN, IT'S IT'S HARDER ON THE NEIGHBORS WHEN YOU HAVE THAT PICKUP TIME. WE ALSO WANTED TO TALK ABOUT HOW THEY COULD CONVERT THEIR GARAGE, BUT STILL HAVE IT LOOK THE SAME AS THE OTHER PROPERTIES. SO THERE ARE INSTANCES WHERE YOU CAN LEAVE THE GARAGE DOOR AND YOU

BUILD A WALL NEXT TO IT. SO YOU KEEP THAT SAME LOOK IN YOUR EXPANDING IT. THE CONCERN IS YOU DON'T HAVE THAT PARKING FOR THE RESIDENTS. THIS WOULD BE A SIGNIFICANT INCREASE IN AFFORDABLE CHILDCARE. THE LARGER ENROLLMENT COULD CAUSE MORE GARAGE CONVERSIONS AND MAKING IT LOOK LESS LIKE A NEIGHBORHOOD AND ADDING PARKING. SO IT'D BE MORE IMPACTS ON THE SURROUNDING PROPERTIES. IF WE WENT DOWN THIS PATH, WE WOULD HAVE SIMILAR ORDINANCE UPDATES TO THE THE THIRD OPTION, AND THAT'S WHAT WE'VE COME UP WITH. SO WE'D LIKE TO HEAR SOME FEEDBACK FROM THE COUNCIL SO WE KNOW WHAT KIND OF ACTION TO TAKE. I HAVE SOME THOUGHTS. AWESOME. AND MAYBE THOUGHTS THAT ARE ARE NOT INCLUDED IN THOSE OPTIONS. SO WITH US HAVING FIVE AND NOT SIX AND STAYING IN HOME, WELL, THE STATE SAYS IN-HOME DAYCARE CAN HAVE SIX. I WOULD DEFINITELY AGREE THAT THAT NEEDS TO CHANGE AND COME UP TO SIX. BUT WHAT I WAS THINKING WAS, AND YES, WE NEED A HOME BASED CHILDCARE CATEGORY. I GUESS WE DON'T HAVE THAT, BUT CAN WE HAVE THAT CATEGORY? WE JUST DON'T HAVE A GOOD DEFINITION. WE NEED A GOOD DEFINITION FOR IT. SO CAN WE ALLOW POTENTIALLY UP TO SIX KIDS BY RIGHT. BUT 7 TO 12 ALLOWED WITH AN ADMINISTRATIVE APPROVAL PROCESS. DO WE HAVE THAT OPTION OR DOES IT HAVE TO STAY. IT WOULD BE A SPECIAL USE PERMIT. I MEAN THAT'S WHAT THAT WOULD BE. AND SO JUST A COUPLE OF LITTLE SHOUT OUTS AND IN NO PARTICULAR ORDER, BUT TO PUBLIC WORKS, THE WATER PROJECTS THAT YOU'RE WORKING ON, THE ARMY IS A HUGE, GIGANTIC PROJECT, REALLY THINKING AHEAD AND, AND PUTTING THE PEN AND PAPER TO OUR CIP AND PUTTING IT IN AN ORDER THAT MAKES SENSE, HAS JUST BEEN SO GOOD TO SEE OVER THE LAST FEW YEARS TO FINANCE WITH THE FORECASTING SOFTWARE THAT YOU'RE PUTTING INTO PLACE, THE TEAM AND THE PROFESSIONALISM THAT IS JOINED OUR FINANCE GROUP AND JUST REALLY PUTTING OUR FINANCIAL HOUSE IN ORDER SO THAT WE CAN DO ALL THE BIG, BAD THINGS THAT WE'RE DOING TO OUR PLANNING DEPARTMENT.
