REGARDING UPDATES TO THE CITY OF LEANDER COMPREHENSIVE PLAN AND TRANSPORTATION MASTER PLAN. MICHAEL CHUDNOFSKY, SENIOR PLANNER. I'M GOING TO DO THE PRESENTATION FOR US. HOW ARE YOU? WE'VE HAD OUR DISCUSSION WITH YOU, OUR DATA WORK. I JUST WANT TO MAKE SURE THAT THE THINGS WE PRESENT TONIGHT ARE RINGING TRUE FOR LEANDER, THAT WE'RE ON THE RIGHT TRACK. AS I SAY, WE'LL TALK ABOUT SOME OF OUR TAKEAWAYS FROM THE FIRST PHASE OF LEANDER TODAY. AND THIS IS REALLY OUR TRANSITION WORKSHOP TO START TO NOW TURN TOWARD WHERE YOU'RE HEADED IN THE NEXT FIVE, TEN, 20 YEARS THROUGH THE COMPREHENSIVE PLAN AND THE TRANSPORTATION MASTER PLAN. AND SO WE'LL PUT SOME, SOME THEMES OUT THERE AND SOME THINGS THAT WHERE WE THINK WE SHOULD FOCUS GOING FORWARD. AND IF EVERYBODY'S ON BOARD, WE WILL PROCEED THE REST OF THE PROCESS. SO. SO JUST TO PUT SOME FACES UP AGAIN WITH NAMES, WE HAVE OUR KEY TEAM MEMBERS HERE TONIGHT. AGAIN. AND I JUST WANT TO MENTION, SINCE WE MET THE FIRST TIME, THERE IS A PROJECT WEBSITE THAT'S BEEN LIVE FOR ABOUT A MONTH OR SO NOW. FUTURE LEANDER.COM. SO VERY EASY WEBSITE NAME TO TO REMEMBER AND BACKGROUND ABOUT THE PROJECT PAST AND UPCOMING EVENTS AND BACKGROUND ABOUT THESE TYPES OF PLANS AS WELL. SO CHECK THAT OUT WHEN YOU HAVE A CHANCE. SO WE ARE CURRENTLY WORKING WITH STAFF TO FINALIZE THE LANDER TODAY REPORT WORKING THROUGH SOME REVISIONS. SO THAT SHOULD BE OUT PROBABLY IN THE EARLY PART OF JUNE. AND THAT'S OUR REPORT. THAT'S PARTLY FACTS AND FIGURES. BUT AGAIN KIND OF A RECAP OF EVERYTHING LEARNED TO THIS POINT AND REALLY SERVES AS BACKGROUND FOR THE REST OF THE PLAN. AND SO LAST TIME WE SHARED SOME NUMBERS WITH YOU, I WANT TO SHARE A FEW MORE THAT ARE IN THAT REPORT. LAST TIME I MENTIONED HOW I ALWAYS MENTIONED THE CITIES THAT, YOU KNOW, EVEN CITIES THAT AREN'T GROWING AS MUCH THAT PEOPLE COME AND GO, YOU'RE ALWAYS DEALING WITH A DIFFERENT PUBLIC. AND SO HERE'S JUST SOME NUMBERS TO BACK THAT UP IN YOUR CASE. AND THIS IS 2024, ABOUT 82% OF THE POPULATION DID MOVE WITHIN THAT LAST YEAR. BUT OF THE 18% OR SO THAT HAD MOVED, THIS IS HOW IT SPLIT OUT. SEVEN, ROUGHLY 8% WERE MOVING WITHIN THE AREA WITHIN YOUR COUNTIES. BUT THEN IT GIVES YOU AN IDEA OF THE AMOUNT OF PEOPLE THAT CAME FROM ELSEWHERE IN THE STATE, ELSEWHERE IN THE COUNTRY, AND THEN A SMALL AMOUNT INTERNATIONAL. SO AGAIN, JUST AND WE'VE HEARD THIS IN OUR DISCUSSIONS WITH STAKEHOLDER GROUPS AND THINGS, AND JUST PEOPLE THAT HAVE MOVED HERE AND BRING DIFFERENT PERSPECTIVES AND, AND THEIR EXPERIENCE LIVING IN OTHER PLACES. SO, SO JUST WANTED TO HIGHLIGHT SOME OF THOSE NUMBERS. CERTAINLY THE SCHOOL DISTRICT, AND WE KNOW, OF COURSE, EXTENDS WELL BEYOND JUST LANDER, BUT THEY, LIKE A LOT OF SCHOOL DISTRICTS, ARE

SEEING SOME CHANGE IN THEIR ENROLLMENT TRENDS. AND WITH DIFFERENT EDUCATION OPTIONS, BUT ALSO DEMOGRAPHICS AND THOSE KIND OF TRENDS. BUT WE JUST TOOK SOME OF THEIR NUMBERS AND JUST DIVIDED BY 1000. SO PER THOUSAND RESIDENTS, IF YOU GO BACK TO JUST ROUGHLY TEN YEARS AGO, FOR EVERY 1000 RESIDENTS WITHIN LEANDER, THE SCHOOL DISTRICT HAD A LITTLE OVER A THOUSAND STUDENTS. AND SO TEN YEARS LATER OR IN 2024, SCHOOL YEAR 487. SO JUST ANOTHER WAY OF LOOKING AT THE NUMBERS. THEIR ENROLLMENT, OF COURSE, CONTINUES TO INCREASE, BUT IT'S IT SEEMS TO BE STABILIZING IN THE LOW 40S. SO JUST ANOTHER WAY TO LOOK AT THEIR ENROLLMENT NUMBERS. SO THIS IS ANOTHER A WAY OF LOOKING AT SOME OTHER NUMBERS. DEFINITELY. WE'VE HEARD THE THEME FROM YOU OF WANTING TO BE A SAFE COMMUNITY. CERTAINLY HEARD THAT FROM YOUR CONSTITUENTS, YOUR POLICE AND FIRE DEPARTMENTS, OF COURSE, WITH GROWTH ARE DEALING WITH MORE AND MORE SERVICE CALLS. BUT WHEN YOU DIVIDE AGAIN BY PER 1000 RESIDENTS, LOOK AT THE POLICE NUMBERS. SO THAT REALLY TELLS YOU THAT THIS IS A SAFE COMMUNITY AS YOU'RE ADDING EXTENSIVE POPULATION PER 1000 RESIDENTS, POLICE SERVICE CALLS ARE DROPPING FIRES UP A LITTLE BIT, OF COURSE, WITH ADDITIONAL STRUCTURES AND DEVELOPMENT. SO SO ANOTHER INTERESTING SET OF STATISTICS. SO THAT'S SOME OF THE EXAMPLES OF THINGS THAT WE'RE PUTTING IN THE REPORT.

THIS IS A LOT OF NUMBERS ON A CHART. BUT THIS IS A TYPICAL LOOKING AT AGE AND GENDER FOR YOUR POPULATION. AGAIN THIS WAS IN 2024. AND IT'S COMPARING AGAINST THE NATIONWIDE NUMBERS BY THESE DIFFERENT AGE GROUPS. AND SO DEFINITELY STANDS OUT THAT THE AGE UP TO AGE 14 IS, WELL, LARGER THAN THE NATION. SO REALLY VALIDATES THAT THIS IS A FAMILY COMMUNITY AND A LOT OF FAMILIES AND KIDS IN SCHOOL. BUT THEN IT'S INTERESTING THAT FROM 14 TO ABOUT THE AGE, AGE 30 RANGE AND IN A LOT OF CITIES WHERE KIDS THEN GO OFF TO COLLEGE, MILITARY, WHATEVER, YOU'RE A BIT LOWER THERE. SOME OF THIS IS JUST THE NUMBERS. YOU KNOW HOW PERCENTAGES WORK OUT. BUT WHAT'S INTERESTING AFTER THAT IS KIND OF THE MIDDLE PART OF THE CHART FROM AGE 30 TO AGE MID 50S, PRIME WORKING YEARS, PEOPLE RAISING FAMILIES, THAT'S WHERE YOU'VE REALLY GOT SIGNIFICANT SHARE OF POPULATION RELATIVE TO THE NATION. AND THEN AT THE TOP OF THE CHART, YOU'RE NOT GEORGETOWN. THIS IS NOT A RETIREMENT COMMUNITY. AND THAT, AGAIN, THAT'S JUST THE NATURE OF THE NUMBERS. THERE'S SO MANY PEOPLE IN THE OTHER AGE GROUPS THAT YOU DON'T HAVE AS MANY SENIORS. YOU CERTAINLY HAVE FOR THIS SIZE CITY. YOU HAVE PLENTY OF SENIORS, AND YOU HAVE A BEAUTIFUL NEW SENIOR ACTIVITY CENTER WHERE WE HAD OUR MEETING WITH OUR ADVISORY COMMITTEE LAST EVENING. SO SO THAT'S HOW THE THE AGE COMPARISONS WORK OUT. THIS NEXT ONE IS PARTLY ABOUT THE CHART ON THE RIGHT, WHICH IS WHERE LANDER RESIDENTS ARE EMPLOYED IN TERMS OF THE TYPE OF INDUSTRY. AND IT REALLY REFLECTS A HIGHLY EDUCATED POPULATION IN TERMS OF ADVANCED DEGREES, COLLEGE DEGREES, PEOPLE IN MANAGEMENT, PROFESSIONAL SECTORS, HEALTH CARE, EDUCATION, BUT ON THE RIGHT, ON THE LEFT HAND SIDE, AND THESE NUMBERS ARE LAG BY A FEW YEARS. THIS IS 2023. JUST FURTHER VALIDATION THAT WE DON'T WANT TO USE THE TERM BEDROOM COMMUNITY, BUT THAT PEOPLE ARE BY A SIGNIFICANT MARGIN GOING ELSEWHERE FOR THEIR EMPLOYMENT. SO THAT'S A THEME THAT YOU'LL SEE IN THE PLANNING IS, CAN WE BRING SOME OF THOSE FOLKS CLOSER TO HOME? AND IT SHOWS UP HERE IN TERMS OF TRAVEL TIME TO WORK, COMMUTING TIME. AND YOU'LL RECALL THAT WE, ALONG WITH STAFF, WE SELECTED SOME CITIES, SOME OF YOUR NEIGHBORS, GEORGETOWN, ROUND ROCK AND CEDAR PARK, OF COURSE, AND THEN FRISCO AND PLANO IN THE METROPLEX. JUST FOR SOME LARGER CITIES, THAT MIGHT BE THE RANGE THAT YOU MAY BE GROWING TOWARD. BUT IN THAT COMPARISON, LANDER HAS THE LONGEST TRAVEL TIME TO WORK. SO SO THAT'S WHERE WE SEE SOME OPPORTUNITY AND OF COURSE, SOME MOTIVATION FOR THE THINGS YOU'RE TRYING TO DO. ON THE ECONOMIC DEVELOPMENT SIDE IN TERMS OF INDUSTRIAL AND COMMERCIAL DEVELOPMENT AND BRINGING EMPLOYERS TO THE AREA.

SO I'LL STOP THERE. BUT THAT REPORT WILL BE OUT SOON WITH MORE NUMBERS LIKE THAT. AND WE REALLY TRY TO USE THAT DATA TO TELL A STORY ABOUT WHERE YOU ARE AND SET UP FOR WHAT'S COMING IN THE FUTURE. WE TALKED ABOUT WHERE YOU ARE TODAY AND STARTED THE DISCUSSION OF WHERE DO WE GO FROM HERE. SO WHEN WE MET

FOR THE FIRST TIME IN MARCH, YOU RECALL, WE WENT AROUND THE TABLE AND ASKED YOU ALL FOR PRIORITIES. WE ASKED THEM AT THAT FIRST MEETING BY LOCATION, TALK ABOUT PRIORITIES IN TERMS OF WHERE. AND SO HERE'S A LIST. AND I KIND OF JOKINGLY SAID, AND WE WERE GOING TO PUT DOTS ON THE MAP OF WHAT THOSE LOCATIONS WERE. I KIND OF JOKINGLY SAID, ALL THE DOTS CAN'T BE ON RONALD REAGAN. NONE OF THE DOTS WERE ON RONALD REAGAN EARLY IN THE DISCUSSION.

THE FIRST FOUR OF FIVE DOTS WERE ON NORTHLAND. SO IT WAS INTERESTING BECAUSE THAT COMMITTEE AND WE HAVE SOME MEMBERS HERE TONIGHT ON THE PLANNING ZONING COMMISSION AND ALSO IN THE AUDIENCE, THEY'RE FROM DIFFERENT PARTS OF THE CITY. WE HAVE A MEMBER FROM THE ETJ AND VERY INTERESTING DISCUSSION ABOUT THE LOCATIONS THEY THEY SELECTED. I'M NOT GOING TO MENTION ALL THESE BY NAME, BUT THE REST OF THE LIST IS ON THE NEXT SLIDE. BUT SO NORTHLINE WAS A GOOD PART OF THE DISCUSSION, BUT WE, WE TALKED ABOUT A LOT OF LOCATIONS, AND THAT DISCUSSION WILL CARRY OVER INTO SOME OF THESE LATER SLIDES AS FAR AS THEMES AND PRIORITIES. SO LAST MONTH FOR THAT FIRST MEETING, WE ALSO THEN MET WITH A NUMBER OF STAKEHOLDER GROUPS. AND AS YOU CAN SEE, KIND OF COVERS THE SPECTRUM. AND ANYTIME WE DO THAT ACTIVITY, WE'RE LISTENING FOR COMMON THEMES, THINGS THAT IS ON A LOT OF PEOPLE'S MINDS, NO MATTER WHAT THEIR FOCUS IS IN TERMS OF EMPLOYMENT OR WHERE THEIR INTERESTS ARE. SO THOSE ARE VERY PRODUCTIVE. AND THE MAP THERE WAS JUST WE ASKED THEM TO PUT THEIR LOCATION OF WHERE THEY LIVE OR WORK. AND OF COURSE, WE'RE TALKING TO A FAIR NUMBER OF PEOPLE WHO DON'T LIVE HERE, BUT THEY HAVE BUSINESS INTERESTS HERE. THEY HAVE PROPERTY HERE, WHATEVER THE CONNECTION. SO SO THESE ARE THE FIVE THEMES THAT WE'VE KIND OF SETTLED ON. AND, AND I MEANT TO MENTION AT THE BEGINNING, WE'RE UPDATING PLANS THAT WERE ONLY DONE FIVE YEARS AGO, COMPREHENSIVE PLAN, TRANSPORTATION PLAN. SO PART OF OUR APPROACH IS VALIDATING WHAT'S ONGOING PRIORITIES, CONTINUING THEMES. SO YOU'LL SEE SOME VERY FAMILIAR THINGS HERE, I THINK. AND THEN WHAT'S NEW SINCE FIVE YEARS AGO THAT NEEDS TO BE INCORPORATED INTO THESE PLANS. SO WE KIND OF SETTLED ON THESE AS KIND OF THE GROWTH MANAGEMENT FOCUS AND LIVABLE COMMUNITY COVERS, YOU KNOW, EVERYTHING FROM PARKS, CULTURE, HISTORY, JUST EVERYTHING THAT RESONATES WITH FOLKS AS WHY THEY ENJOY LIVING HERE. IT INCLUDES HOUSING AND MOST OF THESE THEMES. YOU CAN PUT TOPICS UNDER MULTIPLE OF THESE. THEY APPLY IN VARIOUS WAYS, CERTAINLY BEING A SAFE COMMUNITY. AS MENTIONED EARLIER, THERE'S THE ONGOING FOCUS FROM THE 2020 COMPREHENSIVE PLAN OF DIVERSIFYING YOUR ECONOMY TO SUPPORT TAX BASE LONGER TERM AND THE PUBLIC INVESTMENTS THAT YOU NEED TO MAKE. AND THEN JUST THE THEME OF SUSTAINABILITY AND RESILIENCE, WHICH IS ACROSS THE BOARD, AGAIN, CITY GOVERNMENT, FISCAL SUSTAINABILITY, ENVIRONMENT, INTEGRITY OF NEIGHBORHOODS, INFRASTRUCTURE, YOU NAME IT, EVERYTHING THAT NEEDS TO BE SUSTAINED OVER TIME. SO BASED ON THOSE FIVE THEMES, I'LL GO IN A LITTLE BIT MORE DEPTH. AND THERE ARE A LOT OF WORDS ON THESE SLIDES, PARTLY BECAUSE THIS WILL BE A LEAD BEHIND. IT'LL BE ON THE WEBSITE FOR PEOPLE TO TO LOOK AT, BUT THERE'S ROUGHLY 13, 14 ITEMS UNDER EACH OF THESE THEMES. THERE'S LAUNDRY LISTS OF EVERYBODY YOU SEE TAKING NOTES BACK HERE. WE'VE GOT SO MANY NOTES, BUT WE TRY TO BOIL IT DOWN TO WHAT REALLY STOOD OUT.

WE HAD SOME GOOD DISCUSSIONS WITH, ESPECIALLY SOME OF OUR STAKEHOLDER GROUPS ABOUT WITH THE AMOUNT OF LAND THAT IS IN CENTRAL LANDER NOT FAR FROM HERE, THAT'S STILL OPEN LAND FOR VARIOUS REASONS. JUST THINKING ABOUT CERTAINLY WE'RE THINKING ABOUT THE BUILD OUT OF THE CITY LONG TERM, BUT YOU KNOW WHAT TO DO WITH THAT REMAINING LAND IN TERMS OF EXPRESSED DESIRES AND THINGS PEOPLE WANT TO SEE IN THEIR COMMUNITY, BUT ALSO IN TERMS OF MARKET AND THAT REALISM. SO THAT THAT'S A THEME FOR US. I THINK IT CAME UP IN OUR FIRST WORKSHOP HERE, JUST THINKING ABOUT CORRIDORS, THE THE FUTURE LAND USE PLAN THAT'S ON THE BOOKS NOW FOCUSES ON ACTIVITY CENTERS AND AN EMPLOYMENT CENTER AREA. BUT THIS THEME CAME UP PARTLY FROM A TRANSPORTATION STANDPOINT. BUT AGAIN, ECONOMIC DEVELOPMENT AND JUST ULTIMATE LOOK OF YOUR COMMUNITY WHERE THINGS LAND IN TERMS OF DIFFERENT TYPES OF DEVELOPMENT. SO FOCUSING ON CORRIDORS AND THEN AGAIN, ACROSS DIFFERENT GROUPS, THIS THEME OF PRESERVING NATURAL AREAS AS YOU'RE GROWING RAPIDLY AND GREEN SPACE PRESERVATION.

INVESTMENT AND JOBS ACT. THIS IS THE FINAL YEAR FOR THE PROGRAM. AND ESSENTIALLY THAT ACT ESTABLISHED $5 BILLION. AND SO THIS YEAR, THERE'S $1 BILLION LEFT TO HELP FUND ANY KIND OF REMAINING PROJECTS. SO THERE IS NEW LEGISLATION, FEDERAL LEGISLATION THAT'S BEING PROPOSED ONCE THIS ACT EXPIRES. AND THAT'S THE BUILD AMERICA GRANT ACT THAT CONGRESS WILL BE WORKING TO HOPEFULLY ADOPT SOMETIME BEFORE SEPTEMBER 30TH. AND WHAT THAT WILL DO, IT WILL HELP KIND OF EXTEND THIS SAFE STREETS FOR ALL PROGRAM ANOTHER FIVE YEARS. SO WE'LL SEE HOW THAT GOES THROUGHOUT THESE NEXT FEW MONTHS DURING THIS ELECTION SEASON. BUT FOR THIS SAFE STREETS FOR ALL GRANT, THERE ARE TWO GRANT OPPORTUNITIES. THERE'S A PLANNING AND DEMONSTRATION GRANT, AND THERE'S AN IMPLEMENTATION GRANT WE ARE GOING TO PURSUE OR WOULD LIKE TO PURSUE THE IMPLEMENTATION GRANT. AND I'LL TALK A LITTLE BIT MORE ABOUT WHAT THAT PROPOSED PROJECT IS FOR THE GRANT TIMELINE. THE NOFO WAS ISSUED AT THE END OF MARCH. THE GRANT APPLICATION DEADLINE IS TUESDAY, SO STAFF HAS BEEN BEEN WORKING, TRYING TO IDENTIFY PROJECTS, EVEN LOOKED AT, YOU KNOW, SEEING WHAT KIND OF PROJECTS COULD ALIGN WITH WILLIAMSON COUNTY AS WELL. AND SO WE DECIDED TO PURSUE THIS GRANT ON OUR OWN. LAST YEAR, THE CITY COUNCIL ADOPTED THE WILLIAMSON COUNTY SAFETY ACTION PLAN, WHICH WAS PART OF THE GREATER CAMPBELL SAFETY ACTION PLAN. AND IN THOSE ACTION PLANS INDICATED SPECIFIC CORRIDORS ALONG 183 THAT WOULD QUALIFY FOR OUR PROGRAM. SO BECAUSE OF THE ADOPTION OF THAT, WE'RE ABLE TO, YOU KNOW, SUBMIT OUR GRANT APPLICATION. THE DEPARTMENT OF TRANSPORTATION SAY THEY'LL ANNOUNCE THE AWARDS LATER. THE 270 DAYS AFTER THE NO FOES ISSUED. THAT'S TYPICALLY AROUND NOVEMBER THAT WE THAT WE'LL HEAR. AND TYPICALLY THAT'S ALSO WHEN CONGRESS WILL GO IN TO TALK ABOUT APPROPRIATIONS FOR THE NEXT YEAR AS WELL. SO. ALL RIGHT. SO FOR THE PROPOSED IMPLEMENTATION PROJECTS IN OUR US 183 CORRIDOR STUDY THAT WAS ACCEPTED BY THE CITY LAST YEAR, THAT WAS CONDUCTED BY KIMLEY-HORN, AN ENGINEERING FIRM. AND SO WHEN WE WERE IDENTIFYING POTENTIAL PROJECTS FOR THIS GRANT, ONE PROJECT RECOMMENDATION THAT'S IN THE CORRIDOR STUDY WAS FOR ROADWAY AND PEDESTRIAN IMPROVEMENTS FROM HERE AWAY TO CRYSTAL FALLS PARKWAY, AND THAT INCLUDE A BUNCH OF DIFFERENT PROJECT COMPONENTS WITH ENHANCEMENTS OVER THERE ON HARROWAY MAIN STREET CONNECTIVITY ALONG 183 BETWEEN HERE AWAY LEADING UP TO, YOU KNOW, NORTH LINE AND THEN HERE TO OLD TOWN AS WELL TO REALLY HELP BUILD THAT CONNECTIVITY, AS WE'VE TALKED ABOUT WITH THE COMPREHENSIVE PLAN AND THINGS LIKE THAT. THAT ALSO INCLUDES IMPROVEMENTS WITH ENHANCED CROSSINGS ALL THE WAY DOWN TO LIKE SUNNY DRIVE ALL THE WAY TO CRYSTAL FALLS PARKWAY. SO THERE'S A BUNCH OF PROJECTS THAT ARE BUNDLED INTO THIS PROJECT RECOMMENDATION FROM THE CORRIDOR STUDY. AND THIS SPECIFIC CORRIDOR IS LOCATED WITHIN THE GEOGRAPHIC AREA. CONSIDER A HIGH INJURY NETWORK IN THE SAFETY ACTION PLANS. SO JUST AN OVERVIEW. IN THE PACKET THERE WAS A LIST OF ALL THE DIFFERENT PROJECT COMPONENTS. SO WE'RE STILL WORKING WITH KIMLEY-HORN ON REALLY IDENTIFYING THOSE LISTS AND KIND OF GETTING UPDATED COSTS ON SOME OF THOSE. AND I'LL TALK A LITTLE BIT ABOUT WHAT THAT COULD LOOK LIKE, BUT ESSENTIALLY THIS PROPOSED PROJECT WOULD ADD RAISED MEDIANS. THERE WILL BE SOME SORT OF ACCESS MANAGEMENT STUDY THAT'S ASSOCIATED WITH THAT. SO TO MAKE SURE THAT, YOU KNOW, IF WE'RE LOOKING AT MAKING THESE IMPROVEMENTS THAT PEOPLE HAVE ACCESS TO THE CURRENT BUSINESSES AND THINGS LIKE THAT, AND INJURIES CURBING GUTTER SIDEWALKS AND INTERSECTION IMPROVEMENTS. SO IT'S A COMBINATION OF ROADWAY IMPROVEMENTS AND THEN MAKING SURE CONNECTIVITY FOR PEOPLE TO WALK SAFELY ACROSS AND THROUGH. 183 IT, THIS RECOMMENDATION DOES HELP ADDRESS SAFETY ISSUES AND ALSO IMPROVES ALL THAT TRAFFIC CONGESTION THAT WE'RE SEEING WITH ALL THE GROWTH THAT'S HAPPENING HERE. AND, YOU KNOW, THROUGHOUT THE AREA WITH PEOPLE TRAVELING THROUGH, THERE IS A HIGH RATE OF CRASHES THAT OCCUR ALONG 183, PARTICULARLY NEAR CRYSTAL FALLS PARKWAY AS WELL. AND THEN ALSO THE PEDESTRIAN NETWORK IS QUITE FRAGMENTED RIGHT NOW. RIGHT? SO THERE'S AREAS THAT HAVE SIDEWALKS, THERE'S AREAS THAT HAVE TRAILS, THERE'S AREAS THAT DON'T. SO REALLY TRYING TO LOOK AT THAT MORE HOLISTICALLY AND HOW DO WE FILL THOSE PIECES IN? SO WE HAVE THOSE CONNECTIONS. SO THE MAXIMUM GRANT AMOUNT IS $25 MILLION. THIS GRANT DOES REQUIRE A 20% LOCAL MATCH. AND THAT MATCH UP TO $5 MILLION.

THAT LOCAL MATCH IS TYPICALLY IN CASH. SO IT CAN COME FROM THE GENERAL FUND RESERVES. A COULD COME FROM CERTIFICATES OF OBLIGATIONS. THERE'S PORTIONS OF THIS PROJECT THAT IS LOCATED WITHIN THE BOUNDARY. SO THAT'S ANOTHER AVENUE TO TO IF WE WANTED TO UTILIZE THOSE FUNDS

AND GET THAT APPROVED IN THE PROJECT PLAN AS WELL, THAT'S AN AVENUE FOR THAT. THE INITIAL ESTIMATED COST THAT WAS IN THE STUDY FOR THE WHOLE BUNDLED PROJECT WAS 12.39 MILLION. JUST KIND OF SPEAKING WITH KIMLEY-HORN TODAY. AND AS THEY'RE PULLING ALL THE UPDATED COSTS TOGETHER, WE'RE LOOKING AT AROUND 15 MILLION. SO NOT THAT MUCH OF A DIFFERENCE FROM LAST YEAR'S PUTTING SOME INFLATIONARY COSTS IN THERE AS WELL. SO WE WOULD LOOK AT A THREE $3 MILLION LOCAL MATCH IF WE WERE TO BE AWARDED FOR THE FULL, FULL PROJECT. OKAY. SO JUST JUST JUST SOME TERMS AND CONDITIONS. IF WE WERE TO BE AWARDED THAT GRANT. AND THESE ARE PRETTY STANDARD ACROSS ALL FEDERAL GRANTS. SO OBVIOUSLY REPORTING TERMS, MAKING SURE WE'RE HAVING FINANCIAL REPORTING, PERFORMANCE MANAGEMENT AS IT RELATES TO THE PROJECT, COMPLIANCE WITH DIFFERENT ACTS AND LAWS, FEDERAL LAWS. AND THERE'S ALSO TYPICALLY ACROSS THESE FEDERAL GRANTS, MORE GENERAL LANGUAGE THAT CITIES WOULD HAVE TO COMPLY WITH ANY AND ALL FEDERAL LAWS AS IT RELATES TO RECEIVING FEDERAL FUNDING. SO THERE WAS NOTHING, ANYTHING SPECIFIC THAT WAS PICKED OUT SPECIFICALLY FOR THIS GRANT. SO IT WAS MORE GENERAL IN NATURE. SO FOR NEXT STEPS FOR THIS GRANT IS WE HAVE A RESOLUTION BEFORE COUNCIL TODAY TO JUST SUBMIT THE GRANT APPLICATION. AND WE ARE WE WORK HARD TO SUBMIT IT BY TUESDAY WHEN WE GET THE NOTIFICATION, WHETHER OR NOT WE. WE WILL RECEIVE THE GRANT. WE WILL BRING THAT FORWARD TO COUNCIL IN THE FORM OF A GRANT AGREEMENT TO CONSIDER ACCEPTING THOSE FUNDS AND THE TERMS AND CONDITIONS THAT GO ALONG WITH THAT. AND FROM THERE, WE WOULD WORK WITH THE U.S. DEPARTMENT OF TRANSPORTATION FOR THAT. WE HAVE RECEIVED LETTERS OF SUPPORT FOR THIS PROJECT, FOR THE GRANT APPLICATION ALREADY FROM CAMPBELL, FROM WILLIAMSON COUNTY, FROM CAPMETRO, FROM OUR SENATORS AND FROM OUR CONGRESSMAN AS WELL. WE HAVE, OF COURSE, RIGHT AWAY BAGHDAD ROAD, COLLABORATIVE WAY, TRAFFIC SIGNAL, JOURNEY PARKWAY, TRAFFIC SIGNAL, THE LIFT STATION IMPROVEMENTS, WHICH THERE WERE QUITE A FEW OF THOSE.

THERE'S SIX OF THOSE VERY LARGE EAST STREET UTILITIES, AND THE SAN GABRIEL ELEVATED STORAGE TANK, HIGHLY NEEDED. NOW, EVEN THOSE ARE THESE ARE COMPLETED. THEY'RE NOT CLOSED YET. SO WHAT GOES INTO COMPLETING A CLOSED PROJECT OR CLOSING COMPLETED PROJECT? WE HAVE A PROJECT CLOSEOUT, WHICH MEANS THEY MUST ACHIEVE ALL PERMIT ORDINANCE REQUIREMENTS. SOMETIMES THEY CAN TAKE UP TO 12 MONTHS BASED UPON WARRANTY ITEMS. FINAL PROJECT ACCOUNTING. SOMETIMES WE HAVE OUR CONSULTANTS DRAG THEIR FEET TRYING TO GET US THEIR FINAL INVOICES. WE CAN'T CLOSE UNTIL WE GET IT ALL PAID. RECOMMENDATIONS TO REALLOCATE ANY REMAINING FUNDS. WE DO TRY, OF COURSE, THESE ARE TAXPAYER DOLLARS, SO WE TRY TO BE THE BEST WE CAN TO GET THE BEST VALUE AND HOPEFULLY HAVE FUNDS LEFT OVER. NOW, THESE ARE PROJECTS THAT WE'VE HAD ALREADY BEGUN IN FY 22, 23, 24, 25. ROLLING OVER JUST MEANS THAT WE ARE NOT STILL FINISHED WITH THEM YET. WE'RE STILL WORKING ON THEM.

THE FUNDS, MOST OF THESE ARE ALREADY FUNDED. IT'S JUST ROLLING INTO THIS FISCAL YEAR.

AND WE HAVE FIRE STATION NUMBER TWO, WHICH SHOULD BE CLOSING OUT PRETTY SOON. SENIOR ACTIVITY CENTER, WHICH IS IN CLOSEOUT. WE JUST HAD OUR DEDICATION. THAT WAS VERY NICE.

SOUTH SAN GABRIEL RIVER TRAIL AND PARK. IT'S IN DESIGN, THE BRYSON FARMSTEAD, THAT'S A HISTORICAL FARMSTEAD. IT'S IN DESIGN. WE HAVE CRYSTAL FALLS, GOLF COURSE, GREENS IMPROVEMENTS.
